According to the victim's family, at approximately 6:15 PM on August 9th, relatives discovered that Bui Duy Q. (born in 2014) had died in the inter-hamlet road area of ​​Hamlet 7, Quynh Luong Commune (Quynh Luu District).

Earlier, at around 4:30 PM, Q. was picked up from school by her father and then went out to play alone. When it got dark and she hadn't returned, family members went searching and discovered the heartbreaking incident.

A witness stated that at the time Q. was found dead, there was an electrical wire attached to her leg, and Q.'s leg had burn marks. The wire was live at the time, and anyone who touched Q.'s body felt an electric shock.

The electrical wire in question was part of a complex network of wires running along the inter-village power lines. At the time the incident was discovered, the wire had broken and fallen onto the road.

According to Mr. Ho Trong Loc, the head of the Quynh Luong commune police, at approximately 7:15 PM, the commune police received a report from residents and quickly arrived at the scene to report to the relevant authorities.

Shortly afterward, the Quỳnh Lưu District Police arrived at the scene to investigate the cause of Q's death.
