The Central Bus Station will officially begin operations on September 2nd.

(Baonghean) - The "Southern Vinh City Road Transport Service Area" project, which includes the Central Bus Station, is one of the important projects that will be put into operation on September 2nd, 2017, to celebrate National Day on September 2nd.

The Central Bus Station is located at Km20 of National Highway 1A, the Vinh City bypass section, Vinh Tan Ward, Vinh City, and covers an area of ​​32,000 m².² With a capacity of up to 500 vehicles, it has full parking for international, intercity, and intracity buses, taxis, and supporting facilities, meeting the standards of a Class 1 bus station as regulated by the Ministry of Transport.

This is a modern, smart bus station with a fully automated management and operation system using software. Vehicle entry and exit are managed by magnetic cards, monitored by cameras, and include comprehensive services such as food, accommodation, warehousing, and shopping.

According to the detailed plan for fixed interprovincial road passenger transport routes nationwide until 2020, with a vision to 2030, issued by the Ministry of Transport, nearly 100 fixed passenger transport routes from the Central Bus Station to provinces throughout the country and the Lao People's Democratic Republic will operate from the Central Bus Station.

The goal of the bus station is to meet the development needs of Vinh City, a first-class urban area, by relocating transportation services and terminals outside the city, contributing to alleviating traffic congestion within Vinh City, and reducing traffic accidents. The Central Bus Station is one of the important components of the "Southern Vinh City Road Transport Service Area" project, which officially commenced operations on August 21, 2017, and began receiving and dropping off passengers on inter-provincial routes on September 2nd. For the first two months, the company will offer free entry and exit to all vehicles.

Mr. Tran Le Dung, Chairman of the Board of Directors of Central Vietnam Investment and Development Joint Stock Company, stated: In line with Nghe An province's policy of attracting investment, socialized capital, and investment support for the construction of bus terminals, the Central Vietnam Bus Terminal is expected to be operational to facilitate convenient travel for residents, contribute to reducing traffic accidents, alleviate traffic congestion in the inner city, and support the relocation of bus terminals from the center of Vinh City.

In early August 2017, Mr. Nguyen Xuan Duong, Chairman of the Provincial People's Committee, led a delegation from the Provincial People's Committee to inspect and resolve difficulties and obstacles for projects invested by the Central Vietnam Investment and Development Joint Stock Company in Nghe An.

To date, the company has completed key components of the project such as: completing land compensation and clearance, leveling the entire project site, constructing fences, connecting infrastructure; constructing a driver training and testing center; constructing and operating a gas station; and constructing the Central Vietnam Bus Station.

The Central Vietnam Investment and Development Joint Stock Company proposed the following: The Southern Vinh City Road Transport Service Area project is planned entirely on agricultural land, therefore the time required for compensation and obtaining permission to change the land use purpose of agricultural land is relatively long; Essential infrastructure outside the project boundaries, such as electricity, water supply, and roads, are supposed to be implemented by the local authorities but are not yet available, requiring the investor to arrange and bear the costs of investment.

Regarding the activities of the Central Vietnam Investment and Development Joint Stock Company in the province over the past 10 years, Mr. Nguyen Xuan Duong acknowledged the investor's efforts in seriously and effectively implementing several projects. Nghe An province will continue to create all favorable conditions and provide the highest incentives for the projects of the Central Vietnam Investment and Development Joint Stock Company in accordance with the commitments in the Memorandum of Understanding on Investment Cooperation dated March 3, 2008.

Regarding the proposals from the Central Region Investment and Development Joint Stock Company, the Chairman of the Provincial People's Committee concluded: Agree to proceed with the procedures for announcing the bus station as requested by the investor, assigning the Department of Transport to handle the procedures for announcing the bus station for the project (completing the procedures and announcing it, putting it into operation before September 1, 2017). Assign the Vinh City People's Committee to organize the acceptance of the project for commissioning before August 20, 2017. Since the project was built according to the project's purpose, in line with the approved plan, and is a socialized sector of transportation infrastructure, and has survived Typhoon No. 2 without any issues, adjusting the permit no longer has any significance in managing construction order. Therefore, allow consideration of quality management documents and acceptance based on the completed project to put it into operation and maximize its effectiveness as soon as possible.

Regarding the expansion of the connection from the bypass road to the terminal, the Department of Transport is tasked with advising the Provincial People's Committee to request the road management agency to resolve the company's request. Regarding the reimbursement of compensation, land clearance, and advance payments to the investor: the Department of Finance is tasked with guiding the investor through the procedures and advising the Provincial People's Committee on a decision in accordance with regulations. Regarding the issuance of a Type II driving test center license: the Department of Transport is tasked with checking and calculating the balance between testing capacity and demand, and advising the Provincial People's Committee to submit it to the Ministry of Transport when conditions are met. The principle of adjusting the detailed construction plan for some project items to suit the actual situation and maximize land use efficiency is approved. The investor is also approved to cooperate with Thien Minh Duc Joint Stock Company to invest in the "7-story gas station and guesthouse" project.

This is the final phase of the project, having completed the main components, therefore, the investment guarantee deposit is not required according to Document No. 2058/UBND-CN dated March 31, 2017, of the Provincial People's Committee. The Department of Construction is tasked with handling the procedures for adjusting the construction plan, and the Department of Natural Resources and Environment with handling land procedures, to be completed before August 30, 2017, so that the investor can commence construction soon. Other related obligations regarding fees and taxes when transferring the business investor must be implemented in accordance with regulations; the Tax Department is tasked with inspecting and guiding implementation to ensure compliance with current regulations.

With the decisive direction of the Provincial People's Committee, the coordinated efforts of relevant departments and agencies, Vinh City, and the endeavors of the investor, the bus station has now completed all items and begun operating to receive and drop off passengers on the occasion of National Day on September 2nd, fulfilling the initial objectives of the project.
