Central Bus Station will officially operate on September 2nd

(Baonghean) - The project "Southern Vinh City Road Transport Service Area" including the Central Bus Station is one of the important projects that will be put into operation on September 2, 2017, to celebrate National Day September 2.

Mien Trung Bus Station is located at Km20 National Highway 1A, Vinh City bypass, Vinh Tan Ward, Vinh City with an area of ​​32,000 m² with a capacity of up to 500 vehicles, fully equipped with international, inter-provincial, intra-provincial parking lots, buses, taxis and ancillary facilities, meeting the standards of a type 1 bus station according to regulations of the Ministry of Transport.

This is a modernly designed smart bus station, all management and operation activities are applied with software, vehicle entry and exit management by magnetic card, surveillance by camera, with full services of food, accommodation, warehouse, shopping...

According to the detailed planning of fixed inter-provincial passenger transport routes nationwide by 2020, with a vision to 2030 of the Ministry of Transport, from Mien Trung Bus Station there are nearly 100 fixed passenger transport routes to provinces across the country and Lao PDR.

The goal of the station is to meet the development needs of Vinh city as a type 1 urban area, bringing transportation service activities and stations out of the city, contributing to relieving traffic congestion in Vinh city, reducing traffic accidents. Mien Trung Bus Station is one of the important items of the project "Southern Vinh City Road Transport Service Area" which was officially announced on August 21, 2017 and started picking up and dropping off passengers on inter-provincial bus routes on September 2. In the first two months, the company will provide free entry and exit to the station for all vehicles.

Mr. Tran Le Dung - Chairman of the Board of Directors of the Central Investment and Development Joint Stock Company said: Implementing the policy of attracting investment, attracting socialized capital and supporting investment in building a bus station of Nghe An province. The Central Bus Station is expected to be put into operation to serve the convenient travel needs of people, contribute to reducing traffic accidents, relieve traffic congestion in the inner city and serve the relocation of bus stations out of the center of Vinh city.

In early August 2017, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee led a working delegation of the Provincial People's Committee to inspect and resolve difficulties and problems for projects invested by the Central Investment and Development Joint Stock Company in Nghe An.

Up to now, the company has completed important items of the project such as: completing compensation for land acquisition, leveling the entire project, building fences, connecting infrastructure; building a driver training and testing center; building a gas station and putting it into operation, building the Central Bus Station.

The Central Investment and Development Joint Stock Company proposed: The Southern Vinh City Road Transport Service Area Project is planned entirely on agricultural land, so the time to implement compensation and request for conversion of agricultural land use purposes is relatively long; The essential infrastructure system outside the fence, serving the project such as: Electricity supply, water supply, roads, etc. are implemented by the locality but are not yet available, the investor must arrange and spend money to invest.

Regarding the activities of the Central Investment and Development Joint Stock Company in the province over the past 10 years, comrade Nguyen Xuan Duong acknowledged the efforts of the investor in making serious investments, with good quality and effectively putting into operation a number of projects. Nghe An province will continue to create all favorable conditions and the highest incentives for the projects of the Central Investment and Development Joint Stock Company in accordance with the commitment in the Memorandum of Understanding on Investment Cooperation dated March 3, 2008.

Regarding the recommendations of the Central Investment and Development Joint Stock Company, the Chairman of the Provincial People's Committee concluded: Agree to carry out the procedures for announcing the bus station as requested by the investor, assign the Department of Transport to handle the procedures for announcing the bus station for the project (complete the procedures and announce, put into operation before September 1, 2017). Assign the Vinh City People's Committee to organize the acceptance of the project to put into use before August 20, 2017. Because the project was built for the right purpose of the project, in accordance with the approved planning, is a socialized field of transport infrastructure, has been completed and survived storm No. 2 still ensuring safety, the adjustment of the license is no longer meaningful in managing construction order, so it is allowed to review the quality management records, accept according to the actual completed project to put into operation to promote early effectiveness.

Agree on the expansion of the connection from the bypass to the terminal, assign the Department of Transport to advise the Provincial People's Committee to request the road management agency to resolve the above request of the company. Refund of compensation costs, site clearance, and advance payment costs to investors: assign the Department of Finance to guide investors in completing procedures and consider advising the Provincial People's Committee to decide in accordance with regulations. Granting a license for a type II testing center: Assign the Department of Transport to check and calculate the balance between the testing capacity and demand, advise the Provincial People's Committee to submit to the Ministry of Transport when qualified. Agree on the policy of adjusting the detailed construction planning of some local items of the project to suit reality and promote effective land use. Agree on the investor's cooperation with Thien Minh Duc Joint Stock Company to invest in the item "gas station - 7-storey motel service".

Overall perspective of detailed planning for construction of road transport service area in the South of Vinh City

This is the last item of the project that has completed the main items, so it is not required to deposit an investment guarantee according to Document No. 2058/UBND-CN dated March 31, 2017 of the Provincial People's Committee. The Department of Construction is assigned to handle the procedures for adjusting the construction planning, the Department of Natural Resources and Environment is assigned to handle the land procedures to complete before August 30, 2017 so that the investor can start construction soon. Other related obligations regarding fees and taxes when converting business investors must be implemented in accordance with regulations, the Tax Department is assigned to inspect and guide the implementation to ensure current regulations.

With the strong direction of the Provincial People's Committee, the synchronous participation of relevant departments and branches, Vinh city and the efforts of investors, the bus station has completed all items and started receiving and returning passengers on the occasion of National Day September 2, meeting the original goals of the project./.
