2. Conditions and standards
2.1. General conditions and standards:
Being a Vietnamese citizen with a permanent address in Vietnam;
- Applicants must be between 18 and under 45 years old.
- Possessing good moral character, a clear background, currently not under criminal investigation or serving a sentence or criminal judgment of the Court; undergoing non-custodial rehabilitation; subject to educational measures at the commune, ward, or town level; prohibited from practicing a profession or engaging in work related to the contract.
- The application form is clearly presented;
- Possess professional qualifications, basic IT skills, and proficiency in a foreign language relevant to the position.
- Must be in good health to perform the duties; health classification I or II is required according to the criteria stipulated in Circular 14/2013/TT-BYT of the Ministry of Health for individuals aged 18 and above, with height and weight classified as I, II, or III; (In cases with health issues requiring consideration, the Hospital's Professional Council will be responsible for pre-examination and assessment before organizing the recruitment process).
2.2. Conditions for applying the selection-based recruitment method:
Candidates eligible for recruitment through the non-examination method must meet the following conditions and standards:
- Meet the general conditions and standards set forth in this notice;
- Possesses postgraduate training in a field relevant to the job position being recruited for (Master of Medicine, Specialist Doctor Level I, Resident Doctor, Doctor of Medicine, Specialist Doctor Level II or higher).
- Possess foreign language skills equivalent to level 2 (A2) or higher as stipulated in Circular No.01/2014/TT-BGDĐTThe Ministry of Education and Training issued the 6-level foreign language proficiency framework for Vietnam on January 24, 2014. If one of the diplomas or certificates specified in clause 4.2.b of this notice is available, it may be used as a substitute.
- Apply for any of the Grade I, II, or III doctor positions listed in section 1.
3. Application documents

- English language certificate, computer skills certificate, professional license (if any)
- A health certificate issued in accordance with Circular 14/2013/TT-BYT of the Ministry of Health must be obtained from a hospital of level III or higher that has been authorized by competent authorities to conduct examinations and certify health status.
4. Recruitment method:
4.1. Selection of candidates with postgraduate medical degrees.
For doctors applying for the positions of Doctor Grade I, II, and III with postgraduate qualifications, the selection process consists of two rounds, as follows:
- Round 1: Check the eligibility requirements on the application form according to the requirements of the job position being recruited. If all requirements are met, the applicant will proceed to Round 2.
If candidates do not possess appropriate foreign language diplomas or certificates, the Selection Committee will conduct an assessment to evaluate their foreign language proficiency according to the requirements of the position.
- Round 2: Examination in specialized professional skills and expertise. Format: Oral interview.
4.2. Selection process: For all remaining cases
a) Candidates for civil servant positions will undergo two rounds of examinations with the following subjects:
- Round 1: 2 subjects. Multiple-choice test format.
+ General knowledge test.
+ Foreign language exam: English will be used;
- Round 2: Examination in specialized professional skills and expertise. Examination format: Oral interview.
The results of Round 1 are determined by the number of correct answers for each section of the test. If a candidate answers 50% or more of the questions correctly in each section, they are eligible to proceed to Round 2 as per regulations.
- Conditions for exemption from the foreign language exam:
Exemption from the foreign language (English) exam if one of the following conditions is met:
- Possess a diploma in a foreign language (English, Russian, French, German, Chinese) at the same or higher level of training as the professional qualifications required for the position being applied for.
- Possess a diploma at the same or higher level of training than the professional or vocational training required for the job position being applied for, having studied abroad or studied in a foreign language (English, Russian, French, German, Chinese) in Vietnam, recognized or automatically recognized by a competent authority in accordance with the law.
- Possess a professional diploma with a foreign language proficiency level equivalent to or higher than the foreign language standard required for the position being applied for.
4.3. Priority candidates in recruitment:
Priority in the recruitment of civil servants is implemented according to the regulations in Decree No. 115/2020/ND-CP dated September 25, 2020 and Decree No. 85/ND-CP dated December 7, 2023 of the Government.
