The hospital fabricated 20 patient records, aiding and abetting insurance fraud.

The Thanh Hoa Provincial Police Department announced that the Provincial Police Investigation Agency is currently investigating a case of "Fraudulent appropriation of property and abuse of power while performing official duties" that occurred in 2024 at Thanh Hoa City General Hospital (now Hac Thanh General Hospital).

The investigation revealed that from 2021 to 2024, Hac Thanh General Hospital (Thanh Hoa province) fabricated 20 patient records in various departments and wards.

To assist in the investigation, the Thanh Hoa Provincial Police Investigation Agency has publicly released a list of 20 related medical records. Simultaneously, they have requested that life insurance companies review and cross-reference the patients on this list.

Previously, in December 2024, the Investigation Police Department of Nhu Xuan District (formerly), Thanh Hoa Province, initiated a criminal case and prosecuted 16 people for the crimes of: "Fraud in insurance business"; "Abuse of power and authority while performing official duties"; and "Negligence causing serious consequences".

Of the 16 defendants, 13 were charged with "Fraud in insurance business"; 2 were charged with "Abuse of power and authority while performing official duties"; and 1 was charged with "Negligence causing serious consequences".

In connection with this case, there are 7 defendants who are officials at hospitals, including Thanh Hoa City General Hospital (now Hac Thanh General Hospital). The ringleaders of the insurance fraud scheme are Nguyen Thi Ngan (born in 1987; residing in Thuong Xuan town, former Thuong Xuan district; now Thuong Xuan commune) and Nguyen Thi Loan (born in 1990; residing in Tan Phong town, former Quang Xuong district; now Luu Ve commune, Thanh Hoa province).

These are two main agents of an insurance company with a branch in Thanh Hoa. Between 2021 and 2023 alone, these two individuals colluded with numerous lower-level agents and hospital staff in the province to falsify medical records for customers in order to fraudulently obtain insurance money.
