The Social Insurance Department of Nghe An province has issued guidelines on adjusting social insurance and health insurance contributions from January 1, 2026, based on the new regional minimum wage.

In accordance with Government Decree No. 293/2025/ND-CP and the guidance of the Vietnam Social Security (VSS), the Nghe An Provincial Social Security Office has issued Official Letter No. 1074/BHXH-QLT guiding employers in the province on paying social insurance, health insurance, and unemployment insurance contributions based on the new regional minimum wage, effective from January 1, 2026.

Based on the Social Insurance Law No. 41/2024/QH15 and Decree No. 293/2025/ND-CP dated November 10, 2025, the Nghe An Provincial Social Insurance Agency requests employers to review and adjust the social insurance contribution rates for their employees as follows:

1. Effective January 1, 2026, the minimum monthly wage for employees working for regional employers in Nghe An province will be as follows:

- The rate of VND 4,730,000/month (Region II) applies to the following areas: Hoang Mai, Tan Mai, Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc, Cua Lo wards and Hung Nguyen, Yen Trung, Hung Nguyen Nam, Lam Thanh, Nghi Loc, Phuc Loc, Dong Loc, Trung Loc, Than Linh, Hai Loc, Van Kieu communes.

- The rate of VND 4,140,000/month (Region III) applies to the following areas: Quỳnh Mai, Thái Hòa, Tây Hiếu wards and Diễn Châu, Đức Châu, Quảng Châu, Hải Châu, Tân Châu, An Châu, Minh Châu, Hùng Châu, Đô Lương, Bạch Ngọc, Văn Hiến, Bạch Hà, Thuần Trung, Lương Sơn, Vạn An, Nam Đàn, Đại Huệ, Thiên Nhẫn, Kim Liên, Nghĩa Đàn, Nghĩa Thọ, Nghĩa Lâm, Nghĩa Mai, Nghĩa Hưng, Nghĩa Khánh, Nghĩa Lộc, Quỳnh Lưu, Quỳnh Văn, Quỳnh Anh, Quỳnh Tam, Quỳnh Phú, Quỳnh Sơn, Quỳnh Thắng, Đông Hiếu, Yên Thành, Quan Thành, Hợp Minh, Vân Tụ, Vân Du, Quang Đồng, Giai Lạc, Bình Minh, Đông Thành communes.

- The rate of VND 3,700,000/month (Region IV) applies to the remaining communes and wards.

2. The application of regional areas is determined according to the employer's operating location and is specifically stipulated in Clause 3, Article 3 of Decree No. 293/2025/ND-CP.

3. Responsibility for implementation: Employers are responsible for complying with the regulations in Article 5 of Government Decree No. 293/2025/ND-CP, with particular attention to the following:

- Employers are responsible for reviewing the wage payment arrangements in labor contracts agreed upon with employees, collective labor agreements, and the employer's regulations and rules to make appropriate adjustments and additions. - For agreed-upon wage arrangements that are more beneficial to employees (such as wage rates for employees performing jobs or positions requiring vocational training that are at least 7% higher than the minimum wage, and wage rates for employees performing jobs or positions with arduous, hazardous, or dangerous working conditions that are at least 5% higher; or for jobs or positions with exceptionally arduous, hazardous, or dangerous working conditions that are at least 7% higher than the wage for jobs or positions of equivalent complexity working under normal working conditions) than those stipulated in Government Decree No. 293/2025/ND-CP, these arrangements shall continue to be implemented, unless the parties agree otherwise.

4. Based on the adjustments and payment of wages to employees as stipulated in Government Decree No. 293/2025/ND-CP, in January 2026, employers shall adjust the monthly wage levels for social insurance contributions (including health insurance, unemployment insurance, and occupational accident and disease insurance) for employees with the Social Insurance Agency, ensuring that they are not lower than the regional minimum wage stipulated in Government Decree No. 293/2025/ND-CP.

From February 2026 onwards, the Social Insurance agency will not accept claims for benefits if the monthly salary used for social insurance contributions of the employee as of January 1, 2026, is lower than the regional minimum wage.

During the implementation process, if any difficulties arise, units should promptly report them to the Nghe An Provincial Social Insurance or the directly managing local Social Insurance agency for coordination and resolution.
