Arrested after 21 years on the run.
A conflict escalated into a fight with a local resident, during which Hiep used a knife he had concealed to stab the victim multiple times, resulting in death. After 21 years on the run, the suspect was apprehended.
On December 21, the Ha Tinh Provincial Police, in coordination with the Ha Nam Provincial Police, arrested Tran Van Hiep (46 years old), originally from Thanh Hai commune, Thanh Liem district (Ha Nam province), now residing in Nam Hong ward, Hong Linh town (Ha Tinh province), to investigate his involvement in murder.

According to the investigation documents, in December 1996, Hiep had a conflict with a man named Nguyen Van Sam (from Ha Nam province). During the altercation, he used a sharp knife he had concealed to stab the man multiple times, resulting in his death.
After committing the crime, Hiep fled the area, traveling through several northern provinces and working various jobs to conceal his identity. The Ha Nam Provincial Police issued an arrest warrant for Tran Van Hiep for murder. In 2000, Hiep escaped and returned to live in Ha Tinh, where he married and had children.
After 21 years on the run, this person was discovered and arrested by the police.
