Losing a license plate is no longer a strange thing for vehicle owners. Many people who have lost their license plates have gone to a car repair shop to have them replaced. However, this behavior can be punished.

According to Decree 100/2019, the driver of a car with a license plate not issued by a competent authority (including trailers and semi-trailers) will be fined from 4 to 6 million VND; have the license plate confiscated; and have the driver's license revoked for 1 to 3 months.

Not only the drivers are fined, but the owners of these vehicles are also responsible. Specifically, the fine is from 4 to 6 million VND for individual vehicle owners, from 8 to 12 million VND for organization vehicle owners.

For motorbikes, the driver will be fined from 300,000 to 400,000 VND and have his/her license plate confiscated; the vehicle owner will be fined from 800,000 to 2 million VND for individuals; the vehicle owner who is an organization will be fined from 1.6 to 4 million VND.

When losing a license plate, the vehicle owner must absolutely not arbitrarily make a license plate at a store but must go to the authorities to complete the procedure to reissue the license plate.

The procedure for reissuing a license plate includes the following steps:

Step 1: Prepare documents

People who need to re-issue license plates need to prepare the following documents:

- Vehicle registration form according to form 01;

- Vehicle owner's documents:

+ Vehicle owner is Vietnamese: Identity card/Citizen identification card/Household registration book;

+ Armed forces: People's Police ID card or People's Army ID card or certificate of confirmation from the head of the agency or working unit from regimental level, Department, District Police or equivalent or higher;

+ Vehicle owner is a Vietnamese citizen residing abroad and returning to live and work in Vietnam: Temporary residence book/Household registration book or Passport (still valid);

+ Vehicle owner is a foreigner: Letter of introduction from the State Protocol Department or the Department of Foreign Affairs and presentation of a valid diplomatic or official identity card; Visa valid for 01 year or more or other documents valid in lieu of a visa;

+ Vehicle owner is an agency or organization: Citizen ID card or Identity card of the person registering the vehicle; Military enterprise vehicles must have a letter of introduction signed and stamped by the Head of the Department of Vehicles and Machinery, Ministry of National Defense; Letter of introduction from the State Protocol Department or the Department of Foreign Affairs and present the Diplomatic ID card or Official ID card (still valid) of the person registering the vehicle.

Step 2: Submit application

The agency that issued the vehicle registration and license plate is responsible for reissuing the license plate due to loss.

People can submit their applications directly at the headquarters of the Traffic Police Department of the Provincial or Central City Police/vehicle registration points of the Department or the District Police/vehicle registration points of the District Police.

Step 3: Receive reissued license plate

According to Decision 933/QD-BCA-C08, license plates will be issued immediately after receiving valid documents; in case of having to wait for license plate production, the time will not exceed 07 working days from the date of receiving complete valid documents.

Regarding the fee for reissuing a license plate, it is stipulated in Clause 1, Article 5 of Circular 229/2016/TT-BTC, which stipulates that the fee for reissuing a license plate is 100,000 VND.
