The Party Secretary and Chairman of Vinh Phuc province have been asked to conduct a self-criticism.

Key leaders of Vinh Phuc province over two terms have committed numerous violations and shortcomings.

The Central Inspection Committee has just announced the content of its 19th session. Accordingly, following an inspection into suspected violations by the Standing Committee of the Vinh Phuc Provincial Party Committee, the inspection agency has pointed out many violations and shortcomings of this organization during the 2010-2015 and 2015-2020 terms.

Appointing and recommending officials in an "unusual" manner.

Specifically, the Standing Committee of the Vinh Phuc Provincial Party Committee in the aforementioned terms violated the principle of democratic centralism, violated regulations of the Party and State, and the Working Regulations of the Provincial Party Committee in leading and directing the implementation of personnel work; managing and using land; and managing investment in construction for a number of key projects and works.

The Standing Committee of the Vinh Phuc Provincial Party Committee also advised the Provincial Party Committee to issue a Working Regulation, which includes a provision authorizing the Standing Committee of the Provincial Party Committee to consider and resolve certain issues beyond its authority.

According to the Central Inspection Committee, the Standing Committee of the Vinh Phuc Provincial Party Committee decided to appoint and nominate candidates for positions for a number of officials who did not meet the required standards and conditions, exhibiting signs of favoritism and irregularities; lacking inspection and supervision, allowing some agencies and organizations to have an excessive number of departments, deputy heads of departments and agencies, and to employ contract workers in violation of regulations.

The violations and shortcomings pointed out by the agency include: the Standing Committee of the Provincial Party Committee giving approval for some land-use projects that did not comply with legal regulations and planning; allocating land without auctioning land use rights; lax leadership, lack of inspection and supervision leading to violations in some key projects and works, causing waste and loss of state budget, and serious consequences.

"The aforementioned violations and shortcomings of the Standing Committee of the Vinh Phuc Provincial Party Committee occurred mainly during the 2010-2015 term," the Central Inspection Committee stated.

The Central Inspection Committee stated that Mr. Pham Van Vong - former member of the Central Committee of the Party, Secretary of the Provincial Party Committee for the 2010-2015 term (until February 2015), and Chairman of the Vinh Phuc Provincial People's Council for the 2011-2016 term - bears primary responsibility for the violations and shortcomings of the Standing Committee of the Provincial Party Committee during the 2010-2015 term.

Mr. Vong was also responsible, in his role as the presiding officer, for the Provincial Party Standing Committee approving several projects that involved land use in violation of the law.

Mr. Phung Quang Hung - Deputy Secretary of the Provincial Party Committee for the 2010-2015 term, Secretary of the Party Committee, and Chairman of the Provincial People's Committee for the 2011-2016 term (until September 2015) - is jointly responsible for the violations and shortcomings of the Standing Committee of the Provincial Party Committee during the 2010-2015 term.

Furthermore, as the head of the Provincial People's Committee, Mr. Hung bears primary responsibility for the violations and shortcomings of the Provincial People's Committee; for allowing the Provincial People's Committee to approve projects that violated the law and were inconsistent with the planning; for allocating land without auctioning the land use rights; and for making duplicate payments for investment costs, causing losses to the State budget.

Mr. Hung also showed irresponsibility in deciding to assign projects to incompetent investors; approving investments, approving bidding plans, and awarding contracts for several key projects in violation of regulations, causing waste and loss of investment capital.

Ms. Hoang Thi Thuy Lan - Member of the Central Committee of the Party, Secretary of the Vinh Phuc Provincial Party Committee for the 2015-2020 term, is held responsible as the head for the violations and shortcomings of the Standing Committee of the Provincial Party Committee during the 2015-2020 term; and also shares responsibility for the violations and shortcomings of the Standing Committee of the Provincial Party Committee during the 2010-2015 term.

Mr. Nguyen Van Tri - Deputy Secretary of the Provincial Party Committee for the 2015-2020 term, Secretary of the Party Committee, and Chairman of the Provincial People's Committee for the 2016-2021 term, is responsible for the violations and shortcomings of the Provincial Party Standing Committee during the 2010-2015 and 2015-2020 terms; and is held accountable as the head for the violations and shortcomings of the Provincial People's Committee in the management and use of land; and the management of investment in key projects and construction works.

The inspection agency stated that the violations and shortcomings of the Standing Committee of the Vinh Phuc Provincial Party Committee during the 2010-2015 term, and of Mr. Pham Van Vong and Mr. Phung Quang Hung, were serious, negatively affecting the prestige of the party organization and individuals, to the extent that disciplinary action must be taken.

The Standing Committee of the Provincial Party Committee for the 2015-2020 term proactively addressed a number of violations and shortcomings from the previous two terms.

According to the inspection agency, the violations and shortcomings of the Standing Committee of the Vinh Phuc Provincial Party Committee during the 2015-2020 term, including those of Ms. Hoang Thi Thuy Lan and Mr. Nguyen Van Tri, were not serious enough to warrant disciplinary action.

The Central Inspection Committee requested the Standing Committee of the Vinh Phuc Provincial Party Committee for the 2015-2020 term, Ms. Hoang Thi Thuy Lan, and Mr. Nguyen Van Tri to conduct a serious self-criticism and draw profound lessons from their actions.

The Central Inspection Committee requested the Standing Committee of the Vinh Phuc Provincial Party Committee to conduct a review and handle the responsibilities of the Party Committee of the Provincial People's Committee and other collectives and individuals involved in the violations and shortcomings of the Provincial Party Standing Committee over two terms, according to their authority.
