Talking to us, Mr. Le Hai Chau shared: To be respected by the people, the Party cell secretary must be truly exemplary, "talking and doing", gathering solidarity within the Party cell and consensus among the people. He must always be close to, respect, and listen to the legitimate opinions of the people".

Mr. Chau donated 45 square meters of his family's land to expand the road.

To fulfill his role and responsibility, at the people's meetings, he always respected and promoted democracy, suggesting core issues for party members as well as the masses to actively participate in contributing opinions, expressing their legitimate thoughts and aspirations. He himself also coordinated with party members, organizations, and fronts in the village to "go to every alley, knock on every door", mobilizing people to respond to the movements launched by the village.

Currently, village 12 of Duc Son commune has 90 households, 345 people, and a party cell with 9 party members. The villagers mainly engage in agricultural production. Party cell secretary Le Hai Chau has visited each house to understand the circumstances of each household, their thoughts, aspirations, difficulties, and problems in order to come up with a plan to help.

At the same time, actively propagandize so that people in the village can change their way of thinking, working and promote the potential and advantages of land, change the structure of crops and livestock, apply technical advances to production to intensify farming, increase crop productivity. Therefore, the whole village currently has 1.5 hectares of squash with a yield of 1 ton/sao; 4 large-scale livestock models; 20 effective economic development models have contributed to raising the average income per capita of the village to 25 million VND/year. The number of well-off and rich households in the village accounts for 43%, poor households have decreased to 4.4% according to the new standards.

In the new rural movement, to create consensus among the people, he was the first pioneer to implement it. He set an example by donating 45 square meters of his family's road surface to expand the road. In particular, on the road to the village that was previously very difficult to travel on, muddy when it rained and dusty when it was sunny, Mr. Chau, together with the government and village organizations, promoted and mobilized people to actively contribute labor and money to pour 200m of rural roads, pour soil and rocks and roll 261m of intra-field roads.

Thanks to his drastic intervention, within just 7 days, village 12 of Duc Son commune completed the conversion and allocation of land to production families according to Directive 08 with a total area of ​​95,088 m2. Each household previously had an average of 5 plots, now it only has 1.8 plots.

In addition, as Party Cell Secretary, Mr. Le Hai Chau always cares about and encourages people to promote the spirit of solidarity, mutual assistance in developing family economy, actively participate in preventing social evils, maintaining security and order, and building strong residential areas.

With those efforts, over the past 5 years, Mr. Le Hai Chau has been awarded a certificate of merit by the Provincial Party Committee for Party members who have excellently completed their tasks for 5 consecutive years from 2010-2014; the Provincial People's Committee awarded a certificate of merit for being an example of "Good people, good deeds" in the movement "All people unite to build a cultural life" in the period 2010-2015. In particular, in 2014, he was recognized as an outstanding Party Cell Secretary in the Northwest region and was the only individual from Anh Son district to receive a provincial-level certificate of merit from the People's Committee after 5 years of implementing Directive No. 03 of Nghe An in the coming time.
