The Secretary of the Binh Duong Provincial Party Committee has been stripped of all his positions.
The Central Committee of the Communist Party of Vietnam has disciplined Mr. Tran Van Nam, a member of the Central Committee, Secretary of the Provincial Party Committee, and Head of the XIV National Assembly Delegation of Binh Duong province, by dismissing him from all his Party positions for the terms: 2010-2015, 2015-2020, and 2020-2025.
On the second day of the 3rd Plenum of the 13th Central Committee, July 6th, General Secretary Nguyen Phu Trong, on behalf of the Politburo, presided over and conducted the conference proceedings.
The Central Committee of the Party discussed, concluded, voted, and decided to discipline Mr. Tran Van Nam - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the XIV National Assembly Delegation of Binh Duong province - by dismissing him from all his Party positions for the terms: 2010-2015, 2015-2020, and 2020-2025.

Previously, the National Election Council also passed a resolution not recognizing Mr. Tran Van Nam's eligibility as a member of the 15th National Assembly because initial findings indicated that Mr. Tran Van Nam violated regulations on what party members are not allowed to do, as well as violating the law with serious consequences.
On June 18, at the Party Central Headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to consider and implement disciplinary measures against the Standing Committee of the Binh Duong Provincial Party Committee for the 2015-2020 term, the Party Committee of the Binh Duong Provincial People's Committee for the 2016-2021 term, and a number of current and former leaders of Binh Duong province.
The Politburo and the Secretariat of the Central Committee have found that the Standing Committee of the Binh Duong Provincial Party Committee for the 2015-2020 term violated the principle of democratic centralism and the Working Regulations of the Provincial Party Committee; neglected leadership and direction, lacked inspection and supervision, allowing some Party organizations and Party members to violate Party regulations and State laws on the management and use of land, capital, and assets of the Party and State at the Binh Duong Production and Import-Export Corporation (Corporation 3/2) under the Binh Duong Provincial Party Committee, causing very serious consequences and large losses of the State budget.
The Party Committee of the People's Committee of Binh Duong province for the 2016-2021 term violated the principle of democratic centralism, violated the Working Regulations, and neglected leadership and direction, allowing the Provincial People's Committee, departments, agencies, and Party organizations and Party members to violate Party regulations and State laws on the management and use of land, capital, and State assets, causing very serious consequences at the 3/2 Corporation and significant losses to the State budget.
Mr. Tran Van Nam, in his capacity as a member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation to the 14th National Assembly, bears the top responsibility for the violations and shortcomings of the Provincial Party Standing Committee during the 2015-2020 term.
Mr. Nam was also accused of violating the principle of democratic centralism, the Working Regulations, acting contrary to the policies of the Provincial Party Committee, and violating laws on the management and use of land, capital, and assets of the Party and State at the 3/2 Corporation; neglecting leadership, lacking inspection and supervision; directing the falsification of documents to conceal violations; causing significant losses of assets and budget of the Party and State; and many officials and Party members of the province violated Party discipline and were prosecuted criminally.
The violations committed by the Standing Committee of the Binh Duong Provincial Party Committee during the 2015-2020 term, the Party Committee of the Binh Duong Provincial People's Committee during the 2016-2021 term, and individuals are very serious, causing significant losses to the Party and State budget. Many Party organizations and cadres and Party members in the province violated discipline, some were prosecuted criminally, negatively affecting the prestige of the Party Committee, local government, and individuals, causing public outrage, to the extent that strict disciplinary action must be considered in accordance with Party regulations.
The Politburo decided to discipline the Standing Committee of the Binh Duong Provincial Party Committee for the 2015-2020 term with a warning.
The Secretariat of the Central Committee decided to discipline the Party Committee of the People's Committee of Binh Duong province for the 2016-2021 term with a warning.
In addition, the Secretariat decided to discipline Mr. Pham Van Canh and Mr. Tran Thanh Liem by dismissing them from all Party positions for the 2015-2020 term; and dismissing Mr. Nguyen Thanh Truc and Mr. Tran Xuan Lam from all Party positions for the 2010-2015, 2015-2020, and 2020-2025 terms.
Former Chairman of the People's Committee of Binh Duong Province and 5 other suspects have been taken into custody.
The Investigation Police Department of the Ministry of Public Security has just initiated legal proceedings and temporarily detained Mr. Tran Thanh Liem - former Chairman of the People's Committee of Binh Duong province - along with 5 other defendants on charges of "Violating regulations on the management and use of state assets causing loss and waste".
