After more than two days of serious and responsible work, the 11th Session of the 18th Provincial People's Council completed all the contents and agenda and was a great success.

The Provincial People's Council unanimously passed 19 resolutions, creating an important legal basis to promote socio-economic development and ensure national defense and security of the province in 2023 and the following years.

The Provincial People's Council requests the Provincial People's Committee, the Standing Committee of the Provincial People's Council, relevant agencies and units to seriously implement the Resolution right from the stage of propaganda, dissemination to planning, guidance and resource allocation. The Standing Committee of the People's Council, Committees, Delegation Groups and People's Council delegates strengthen supervision of the implementation process of all levels and sectors; promptly detect shortcomings and inadequacies to propose and request the Provincial People's Committee and relevant agencies to have solutions to ensure the resolution is implemented with the highest efficiency.

At the meeting, the Provincial People's Council discussed and unanimously assessed: In 2022, the implementation of socio-economic development tasks took place in the context of many complicated developments in the international situation; domestic production faced difficulties due to strong fluctuations in prices of raw materials, fuels, freight rates, and freight charges; unusual weather, climate, flash floods, and landslides. With the proactive and close leadership and direction of the Party Committee, the flexible management of the government, the synchronous participation of the entire political system and the consensus, solidarity, and efforts of the people and the business community, the province's socio-economic development had very positive steps, achieving and exceeding 27/28 planned targets.

In particular, many socio-economic indicators reached high levels, setting new development milestones. The province's budget revenue exceeded VND20,000 billion for the first time. Foreign investment attraction reached approximately USD1 billion, ranking in the top 10 localities attracting the largest FDI capital in the country for the first time. Total export turnover continued to grow, estimated at USD2.49 billion. This is the second consecutive year that our province has exceeded the export target set by the Resolution of the 19th Provincial Party Congress.

The quality of comprehensive education has made a leap forward, increasing 14 places and ranking 20th nationwide in terms of high school graduation exam results; top 5 nationwide in terms of key education, number of excellent national and international students. The work of taking care of people's health, especially the prevention and control of Covid-19 and other epidemics, has been directed resolutely, consistently and effectively; social security has been focused on. Many important political events and major holidays have been solemnly organized, leaving good impressions; tangible and intangible cultural heritages have been preserved, new values ​​have been built, known and recognized by the world. National defense, security, order and social safety have been firmly ensured. Foreign affairs have been strengthened and expanded.

Recognizing the positive results achieved, the Provincial People's Council also frankly assessed that there are still some difficulties and limitations, namely: the tax debt situation is still high; the progress of public investment disbursement of some capital sources, some districts and sectors is still slow and lower than the same period, especially foreign capital. The investment and business environment has improved but is not really sustainable. State management in some areas is still inadequate, especially land and mineral management... Administrative reform has changed but has not met the set requirements. The cultural and social fields have arisen some new problems but there is still confusion in handling them. The activities of all types of crimes, especially high-tech crimes, crimes related to "black credit", fraud still have great potential;...

2023 is the mid-term year for implementing the resolutions of Party congresses at all levels, which is very important in completing the goals of the 5-year socio-economic development plan (2021 - 2025). Besides the advantages, the situation is forecasted to have many difficulties and challenges such as inflationary pressure, exchange rates, increasing interest rates, prices of many input factors, production costs are still high, and some major export markets are narrowing. Along with that, natural disasters, epidemics, droughts, and floods are developing abnormally and becoming increasingly serious.

The Provincial People's Council basically agreed with the groups of solutions mentioned in the report submitted to the meeting; at the same time, emphasized some contents to be implemented in the coming time, as follows:

The first:Continue to resolutely, synchronously and effectively implement programs, projects and plans to implement the Resolution of the 19th Provincial Party Congress, the Resolution of the 13th National Party Congress; the 5-year socio-economic development plan for the 2021-2025 period.

Focus on accelerating construction progress, completing key projects with connectivity and influence to serve socio-economic development. Make the greatest efforts and determination to soon complete procedures and start construction of two strategic infrastructure projects: Cua Lo deep-water seaport and Vinh International Airport expansion; actively advise on expanding Vinh city's administrative boundaries in conjunction with the implementation of the second phase of the country's administrative boundary arrangement; expand the Southeast Economic Zone to create new momentum and development space.

Monday:Based on lessons and experiences drawn from the shortcomings and difficulties in implementing the 2022 public investment plan, it is necessary to proactively and drastically implement solutions to promote the disbursement of public investment capital in 2023 right from the beginning of the year. In particular, it is necessary to focus on coordination between levels and sectors in removing difficulties; promote the role of Party committees in leading and directing the implementation of public investment disbursement tasks; pay attention to accelerating the progress of implementing the 3 National Target Programs; review and evaluate the mid-term public investment plan for the period 2021 - 2025 in conjunction with adjusting, transferring plans and handling local budget reserve funds. Well perform the task of collecting the State budget in 2023; strengthen solutions to prevent revenue loss, reduce tax arrears, effectively manage and save budget expenditures.

Tuesday:Continue to promote administrative reform, especially administrative procedure reform, improve public ethics, improve the investment and business environment. Research and advise on the establishment of an administrative reform steering committee headed by the head of the Party Committee to promote the combined strength in leading and directing administrative reform work in the province.

Strengthen management of exploitation, effective and sustainable use of natural resources, environmental protection; actively and proactively respond effectively to climate change, prevent and mitigate natural disasters. Tighten discipline, promote thrift practice, fight waste, corruption and negativity.

Wednesday:Continue to synchronously and effectively implement the Covid-19 epidemic prevention program according to Resolution No. 38 of the Government; further improve the vaccination coverage rate against Covid-19 epidemic, especially for children from 5 to under 12 years old; 3rd and 4th doses for people from 18 years old and above.

Continue to improve the quality of education and training; develop human resources associated with promoting innovation, application and development of science and technology. Promote vocational training, job creation and implementation of social security policies. Maintain national defense - security, social order and safety in the area. Focus on implementing democracy regulations at the grassroots level, promoting people's strength, creating solidarity and consensus among the people to effectively implement development policies of the province and locality.

At the meeting, the Provincial People's Council discussed and reviewed the Report on the results of thematic supervision and approved the Resolution on strengthening the State management of minerals in Nghe An province; improving the effectiveness and efficiency of implementing the Resolutions of the Provincial People's Council on land recovery and conversion of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An province in the period of 2016 - 2021. It is recommended that the Provincial People's Committee, based on the recommendations of the Supervisory Delegation; the main tasks and solutions of the Resolution of the Provincial People's Council, focus on directing the overcoming of the shortcomings and limitations that have been pointed out; further improve the effectiveness and efficiency of State management in these two areas; periodically report the results to the Provincial People's Council and voters and people of the province to continue supervising.

The question and answer session of the meeting took place seriously, substantively and responsibly. The results of the question and answer session showed that the issues selected by the Provincial People's Council were practical, consistent with the reality of the province, meeting the aspirations and expectations of voters and people. The Provincial People's Committee, departments, branches, and relevant units were requested to promptly and seriously implement the promises and commitments made to the People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process of relevant units, organizations and individuals.
