Comrade Nguyen Dac Vinh, Secretary of the Provincial Party Committee, and his delegation directly inspected the sand and gravel mining sites in Nam Dan district. To date, the Provincial People's Committee has granted sand and gravel mining licenses to 5 organizations and individuals in the district, including: Dung Toan Co., Ltd., Hoang Long Construction and Trading Joint Stock Company, Hoa Hung Anh Co., Ltd., Lam Son Dai Thanh Cooperative, and Hong Long Clean Sand Mining Co., Ltd.

On June 3rd, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies - conducted a field inspection of mineral exploitation sites in Nam Dan, Tan Ky, and Yen Thanh districts. Accompanying them were the Vice Chairmen of the Provincial People's Committee: Dinh Viet Hong and Huynh Thanh Dien; Vo Duy Viet - Director of the Department of Natural Resources and Environment; representatives from the Provincial People's Committee Office; and leaders from Nam Dan, Tan Ky, and Yen Thanh districts. |
Regarding the planning of inland waterway terminals associated with sand and gravel collection points: In Nam Dan district, there are currently 25 terminals for collecting and trading sand and gravel as common construction materials. There are 21 terminals along the Lam River from Van Dien commune to Xuan Lam commune, and 4 terminals along the Dao River, mainly concentrated in Nam Dan town.
Recently, there have been instances of illegal sand and gravel mining by some companies and cooperatives on the Lam River section passing through the district, such as: mining outside the licensed mining area; mining exceeding the permitted volume; mining day and night, altering the river flow, causing riverbank erosion, and creating noise that affects the lives of the people and public infrastructure.
To address this situation, the Secretary of the Nam Dan District Party Committee requested the District People's Committee to direct relevant departments and agencies to promptly rectify sand and gravel mining activities in the area.
In 2016, the People's Committee of Nam Dan district, in coordination with the police force, conducted patrols and inspections of illegal sand and gravel mining activities on the Lam River. They discovered violations, recorded violations, and issued fines totaling 73 million VND to 8 boat owners. In early 2017, the district police launched a special investigation and arrested 11 individuals involved in illegal sand and gravel mining; the investigation and prosecution are currently ongoing.

Thanks to the regular and continuous propaganda and guidance from Party committees and authorities at all levels, from the district to the commune, and the improved awareness of the people in protecting mineral resources, the situation of illegal mineral exploitation in Nam Dan district has decreased significantly since the beginning of 2017.

Next, Provincial Party Secretary Nguyen Dac Vinh and the delegation conducted on-site inspections at several sand and gravel mining sites in Tan Ky district.
This area has a large number of mineral mines, including sand and gravel reserves of approximately 12 million cubic meters.3, licensed reserves of 4,231,980 m³3Regarding extraction capacity, in 2016, the total amount of sand and gravel extracted in Tan Ky district was 136,603 m³.3Sand and gravel extraction reached 62.57% of the permitted capacity.

To date, 22 units in Tan Ky district have been licensed to exploit mineral resources (15 units are currently operating, 7 units are not yet operating). Of these, 15 units have licenses to exploit sand and gravel (11 units are currently operating, 4 enterprises are not yet operating).
According to Comrade Bui Thanh Bao, Secretary of the Tan Ky District Party Committee, the orientation for exploiting natural resources in Tan Ky district in the coming time is to maintain the regular operation of licensed units in the area for sand and gravel mining activities.
It is proposed that 2-3 more mining sites be licensed in the area from Tan An commune to Phu Son commune, and that mining activities must be linked to environmental protection and riverbank erosion prevention, only allowing mining operations in alluvial plains. At the same time, sand and gravel mining activities must include measures to protect unexploited sand and gravel resources, ensuring balance and preventing changes in river flow.

Following a field inspection of several sand and gravel mining sites in Nam Dan and Tan Ky districts, the Provincial Party Secretary requested the Provincial People's Committee and relevant departments to coordinate with local authorities to review and plan sand and gravel mining sites based on the needs of the people. They should determine which units meet the required regulations, and especially ensure that mining sites are located far from residential areas.
Which areas meet the requirements, creating favorable conditions for local authorities to coordinate with relevant departments and agencies to facilitate the issuance of mining permits, thereby bringing the management and operation of sand and gravel mining into order?
