On April 10th, Comrade Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee of the Communist Party of Vietnam, and a high-level Vietnamese delegation paid an official visit to the Kingdom of Cambodia.

The official delegation included members of the Politburo: Bui Thi Minh Hoai - Secretary of the Central Committee of the Party, Chairwoman of the Central Committee of the Vietnam Fatherland Front; Le Hoai Trung - Minister of Foreign Affairs; Doan Minh Huan - Director of the Ho Chi Minh National Academy of Politics; along with other members of the Central Committee of the Party and leaders of central ministries and agencies.

Comrade Nguyen Khac Than, member of the Central Committee of the Party and Secretary of the Nghe An Provincial Party Committee, participated in the official delegation.

Permanent member of the Party Central Committee Tran Cam Tu met with the President of the Cambodian National Assembly.

Comrade Tran Cam Tu, member of the Politburo and Standing Secretary of the Central Committee, conveyed the greetings and best wishes of National Assembly Chairman Tran Thanh Man to National Assembly Chairman Khuon Sudary on the occasion of Cambodia's traditional Chol Chnam Thmay New Year.

The Standing Committee member of the Party Central Committee affirmed that the Party, State, and people of Vietnam always remember, cherish, and are grateful for the profound sentiments, valuable support, and immense assistance of generations of Cambodian leaders and people in cultivating and strengthening the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainable partnership between the two nations and peoples.

The Vietnamese Party and State have always given high priority to the friendly relationship with Cambodia and will continue to support the two countries' parliaments in strengthening cooperation in the future.

The Speaker of the Cambodian National Assembly congratulated Vietnam on successfully organizing the 14th National Congress of the Communist Party of Vietnam, electing deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term; and congratulated the successful first session of the 16th National Assembly on electing key leadership positions in Vietnam.

Congratulating Vietnam on its great achievements in recent years, the Chairman of the Cambodian National Assembly expressed his confidence that the fraternal country of Vietnam will continue to steadily develop its socio-economic sector, moving towards achieving the goal of becoming a modern industrialized country with a high-middle income by 2030 and a developed country with a high income by 2045.

Regarding the direction of bilateral cooperation, Standing Committee member of the Party Central Committee Tran Cam Tu suggested that both sides continue to maintain regular high-level contacts and exchanges, as well as bilateral cooperation mechanisms through all channels, thereby continuously strengthening the trusted and close political relationship.

Highly appreciating the cooperation between the Vietnamese National Assembly and the Cambodian National Assembly in implementing the cooperation agreement between the two National Assemblies and within the framework of the three countries Cambodia-Laos-Vietnam, the Standing Committee member of the Party Central Committee expressed his wish for the Cambodian National Assembly to continue to cooperate closely.

The parliaments of both countries need to continue to enhance the role of their respective legislative bodies; supervise and promote the active and effective implementation of signed treaties, agreements, and understandings by ministries, departments, localities, and businesses; and continue to coordinate closely and support each other in multilateral forums, especially regional and international parliamentary forums.

Both sides agreed to strengthen the connectivity between the two economies in a comprehensive, sustainable, and mutually beneficial manner. They will enhance linkages in trade, investment, infrastructure, finance and banking, and supply chains, creating favorable conditions for businesses in both countries to expand cooperation, striving to soon achieve a bilateral trade turnover of 20 billion USD, commensurate with the potential, strengths, and level of integration of the two economies.

The Standing Committee of the Party Central Committee held talks with the Vice President of the Cambodian People's Party and Head of the Standing Committee of the Central Committee of the Cambodian People's Party.

During the talks, the two leaders emphasized that Vietnam and Cambodia are two neighboring countries that have also experienced hardships, shared joys and sorrows, and helped each other in the struggle for independence and national liberation. This close relationship has been nurtured by previous generations of leaders to the current generation and will continue into the future.

Both sides were pleased to note that cooperation between the two Parties and two countries has made strong progress in recent times, becoming increasingly in-depth, effective, and substantive in all areas, including politics, security and defense, economy and trade, education and training, people-to-people exchanges, and local cooperation.

Both sides agreed to continue to thoroughly understand and effectively implement the positive results achieved during recent high-level visits and contacts between the two countries, especially the State visit to Cambodia by General Secretary To Lam and the results of the meeting of the Standing Committees of the two Parties in February 2026.

Both sides agreed to maintain regular high-level meetings and contacts and exchanges between leaders of the two Parties and countries, between Party committees and agencies of the two countries; to strengthen information sharing, exchange on the situation, and provide timely consultations on emerging issues and matters of common concern, thereby further consolidating political trust and mutual understanding.

The two leaders emphasized that defense and security cooperation is one of the important pillars of bilateral relations; they agreed to strengthen cooperation, effectively implement agreements, and resolutely prevent any force from using the territory of one country to undermine the other.

Strengthening cooperation in crime prevention and control, including transnational crime, drug trafficking, and high-tech crime, contributes to maintaining security and stability for the development of each country and the entire region.

Both sides emphasized the need to strengthen economic, trade, and investment cooperation, creating favorable conditions for businesses and people to cooperate economically, connecting strategic infrastructure, especially transportation, logistics, border gates, and border trade, facilitating the flow of goods, services, and investment between the two economies; and improving the effectiveness of coordination in the fields of agriculture, processing industry, energy, telecommunications, digital transformation, human resource training, and new areas of cooperation with potential.

Both sides agreed to closely coordinate in organizing activities to commemorate the 60th anniversary of the establishment of diplomatic relations between the two countries in 2027. On this occasion, both sides witnessed the signing ceremony of the Memorandum of Cooperation for the period 2026-2030 between Gia Lai province and the provinces of Ratanakiri, Strung Treng, and Preah Vihear.

The Standing Committee of the Party Central Committee met with the Acting Head of State, President of the Cambodian People's Party, and President of the Cambodian Senate.

During the meeting, Standing Committee member of the Party Central Committee Tran Cam Tu respectfully conveyed the warm greetings and best wishes of General Secretary and President To Lam and other high-ranking leaders of the Vietnamese Party and State to President Hun Sen on the occasion of the Chol Chnam Thmey New Year.

Chairman Hun Sen extended his congratulations to General Secretary and President To Lam and other key Vietnamese leaders who were recently elected by the 16th National Assembly at its first session. He expressed his confidence that under the leadership of General Secretary and President To Lam, the Vietnamese people will successfully implement the Resolution of the 14th National Congress of the Party; achieve the goal of becoming a developing country with modern industry and high middle income by 2030, and realize the vision of becoming a developed country with high income by 2045.

Chairman Hun Sen emphasized that Vietnam's strong, stable, and sustainable development is not only important for Vietnam but also makes a positive contribution to peace, stability, cooperation, and overall development in the region, including Cambodia.

President Hun Sen affirmed that Cambodia, Vietnam, and Laos are indispensable to each other, and that although many cooperation mechanisms already exist among the three countries, new cooperation mechanisms still need to be explored to contribute to peace, stability, and development in the region.

On this occasion, President Hun Sen once again respectfully expressed his gratitude for the sincere and unwavering support of the Party, State, and people of Vietnam to Cambodia, not only for liberating Cambodia from the Khmer Rouge genocidal regime but also for helping to revive, develop, and rebuild Cambodia; emphasizing that without the help and sacrifices of Vietnam, there would be no Cambodia today.

Regarding the future direction of cooperation between Vietnam and Cambodia, Standing Committee member of the Party Central Committee Tran Cam Tu suggested that both sides continue to firmly consolidate political trust, considering it a core and overarching factor, playing a strategic guiding role for the entire bilateral relationship; maintain regular, substantive, and effective visits, contacts, and exchanges of delegations at all levels, especially at the high level and through Party and State channels, in order to strengthen the exchange of views, share strategic visions, and promptly address emerging issues.

The Standing Committee member of the Party Central Committee affirmed that the Vietnamese Party and State always pay attention to developing relations with Cambodia, strongly support a developing Cambodia, and are ready to provide assistance to the best of their ability, while also sharing experiences to jointly develop and build the country, bringing benefits to the people of both sides, and contributing to peace, stability, and development in the region.

Both sides agreed to strengthen cooperation in defense and security, upholding the principle of not allowing a third party to use the territory of one country against the other; and to expedite the completion of border demarcation and monument placement, contributing to building a peaceful, stable, cooperative, and developing border between the two countries.

The two leaders emphasized the need to strengthen propaganda and education for all segments of the population in both countries, especially the younger generation, about the tradition of solidarity and close ties between the two Parties, the two States, and the two peoples. Both sides agreed to enhance coordination and resolutely fight against hostile forces that may exploit, distort, incite, and divide the friendly relations between Vietnam and Cambodia.

Both sides agreed to closely coordinate in organizing solemn activities to mark the 60th anniversary of the establishment of diplomatic relations between Vietnam and Cambodia in 2027.
