At exactly 6:45 a.m., the election in constituency No. 1 officially opened with the flag-raising ceremony and singing of the national anthem.
Delivering the opening speech, Mr. Ha Van Ba - Deputy Secretary of the Party Cell, Head of Phuc Loc Hamlet, Head of Election Team No. 1 emphasized the significance of the election; at the same time, called on voters to promote their rights and obligations as citizens to choose and elect to the 15th National Assembly and People's Councils at all levels for the 2021 - 2026 term excellent, qualified representatives worthy of representing the will, aspirations and mastery of the people, promoting the role of people's representatives to build an increasingly clean and strong State government apparatus of the people, by the people and for the people.

After the Opening Ceremony, which was held briefly but solemnly and meaningfully, ensuring regulations on Covid-19 prevention and control, the election team disseminated the voting room regulations; checked and sealed the ballot boxes.

At exactly 7:00 a.m., joining the joy of more than 69 million voters nationwide, including more than 2.2 million voters from Nghe An province, Mr. Ha Van Tai, 92 years old, 70 years old in the Party, a pre-uprising cadre; Mr. Truong Van Dam, 90 years old, 70 years old in the Party, a retired cadre and Nghe An Provincial Party Secretary Thai Thanh Quy were the first voters to cast their ballots.
Next, nearly 1,700 voters of constituency No. 1, Hung Loc commune (Phuc Loc hamlet, Tien Loc, hamlet 16, Nghe An College of Culture and Arts) took turns exercising their right to vote, electing deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Provincial Party Secretary Thai Thanh Quy is a candidate from constituency No. 4 (Vinh City and Hung Nguyen, Nam Dan, Thanh Chuong districts) in the list of candidates for the 15th National Assembly and a candidate from constituency No. 1 (14 wards and communes in Vinh City including: Ben Thuy, Cua Nam, Doi Cung, Hong Son, Hung Binh, Hung Dung, Hung Hoa, Le Mao, Quang Trung, Trung Do, Truong Thi, Vinh Tan, Hung Chinh, Ha Huy Tap) in the list of candidates for the 18th Nghe An Provincial People's Council, term 2021-2026.

1,631 voters in constituency 1, Hung Loc commune elected 3 deputies to the 15th National Assembly from 5 candidates in constituency 4; 3 deputies to the 18th Nghe An Provincial People's Council from 5 candidates in constituency 2;5 delegates of Vinh City People's Council, term XXII, from 8 candidates of constituency No. 3; 5 delegates of Hung Loc Commune People's Council, term XXII, from 8 candidates of constituency No. 1.

More than 2.2 million voters in Nghe An cast their votes in 3,416 constituencies to elect 13 deputies to the 15th National Assembly, 83 deputies to the 18th Provincial People's Council, 737 deputies to the district-level People's Council, and 10,993 deputies to the commune-level People's Council.
To organize the election, Nghe An established 5 constituencies for National Assembly deputies, 26 constituencies for provincial People's Council deputies; 216 constituencies for district-level People's Council deputies, and 3,242 constituencies for commune-level People's Council deputies.
