Due to the impact of storm No. 4, heavy rain occurred in Quynh Luu district as of 10:00 a.m. on September 29, 2022, with an amount of 367 mm. The total rainfall for the whole year of 2022 was 2,128.3 mm, causing damage to production and people's lives.

According to a quick report from Quynh Luu district, as of 10:00 a.m. on September 29, 2022, rising water had flooded into the houses of 5,559 households in the communes of Quynh Lam, Quynh Yen, Quynh My, Quynh Hong, Ngoc Son, Quynh Tam, Quynh Tho... 8 households in Quynh Tam and Quynh Nghia communes had to be evacuated; 701 households in Quynh Lam, Ngoc Son and Tan Thang communes were isolated by water; 3 houses in Quynh Hoa and Quynh Tam communes had their roofs blown off.
In the area, there were landslides on river banks, lakes and dams with a total length of 220 m in Quynh Lam, Quynh Hung, Quynh Thang and Quynh Tam communes, of which Hoc Coi dam in Quynh Tam commune had a landslide of 20 m. The district mobilized over 150 people including officers and soldiers of Artillery Brigade 16, people of Phu Xuan Parish, police, military, people... to actively reinforce at night and completed the work.
Heavy rain and rising water quickly damaged 22 hectares of rice in Quynh Chau, Tan Son, Quynh Lam, and Ngoc Son communes; 1,333 hectares of corn and various vegetables in Quynh Yen, Quynh Tan, Ngoc Son, Quynh Tam, Quynh Luong, Quynh Bang, Quynh Tho, Quynh Thuan, Quynh Van, Dien, Quynh Giang, and Quynh Thanh communes were flooded.

Aquaculture area: 950 ha of aquaculture, of which 106 ha of shrimp farming were damaged; 5,978 livestock and poultry died; 4,255 tons of salt in salt farmers' warehouses were flooded. Up to now, 99/101 dams in the district have overflowed.
In that context, the District Party Committee and People's Committee of Quynh Luu District established 2 working groups to directly inspect and direct the overcoming of difficulties in deep flooded areas; members of the Command Committee, Subcommittees of the District's Natural Disaster Prevention and Search and Rescue Command, Chairmen of the People's Committees of communes and towns directly inspected and directed the implementation of prevention plans according to the "4 on-site" motto, overcoming damage and supporting the relocation of households' assets to safe places.
Quynh Luu also focused on operating dams, directly monitoring dams that had overflowed or were weak, early warning of dangerously deep flooded roads, and promptly providing food and supplies to flooded households. The district's Department of Education requested all schools to close on September 29, 2022 to ensure safety.
Also this afternoon, Provincial Party Secretary Thai Thanh Quy and the working delegation inspected the flood recovery work in Hoang Mai town.

Inspecting the response to floods in deeply flooded communes in Quynh Hong commune, Quynh Luu district, landslides on National Highway 48D through Quynh Vinh commune and flood discharge at Vuc Mau lake (Hoang Mai town), the Provincial Party Secretary directed and reminded the functional agencies of Quynh Luu district and Hoang Mai town of some contents such as: Absolutely ensure the safety of people, assign guards and guards at deeply flooded areas and landslides on national highways, not allowing people and vehicles to pass. At the same time, focus on human and material resources to clear National Highway 48D as quickly as possible. The Provincial Party Secretary also paid special attention to electrical safety issues in the context of flooding.
With the current flood discharge at Vuc Mau Lake with 2 discharge gates, however, the operating unit needs to continue to closely monitor the weather situation and have a plan to ensure the highest safety.

Forecasting that the weather will continue to be complicated, the Provincial Party Secretary requested the local authorities of Hoang Mai Town and Quynh Luu District to direct communes, wards and towns to proactively promote the 4-on-site plan in flood prevention; pay special attention to vulnerable groups such as the elderly and children, and evacuate people from flooded and landslide-prone areas to safe places...

Comrade Thai Thanh Quy also emphasized that localities must pay attention to disease prevention measures. As soon as the water recedes, disinfection must be carried out immediately, and absolutely not let disease outbreaks occur after floods./.
