Provincial Party Secretary Nguyen Khac Than presided over the meeting of the Provincial Party Standing Committee.

On the afternoon of January 13th, Provincial Party Secretary Nguyen Khac Than chaired a meeting of the Provincial Party Standing Committee to hear, give opinions on, and decide on a number of matters within its authority.

Attending the meeting were Comrade Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, and Head of the Provincial National Assembly Delegation; along with members of the Provincial Party Standing Committee and leaders of departments and agencies.

Many outstanding achievements in socio-economic development.

The Standing Committee of the Provincial Party Committee listened to and commented on the socio-economic situation in December 2025; tasks and solutions for January 2026; results of implementing the Politburo's strategic resolutions; results of implementing Resolution No. 13 of the Standing Committee of the Provincial Party Committee; and adjustments to the investment policy for the VSIP 3 Industrial Park project.

In 2025, the province's gross domestic product (GDP) growth rate is estimated at 8.44%, ranking 13th out of 34 provinces and cities nationwide, and 3rd in the North Central region. The industrial production index in December 2025 is projected to increase by 17.64% year-on-year, with an estimated increase of 16.47% for the whole year. Total merchandise exports are estimated at US$4,524.5 million, an increase of 42.6%.

State budget revenue in 2025 reached VND 29,271 billion, achieving 162.4% of the projected target and equaling 114.5% compared to the same period last year. According to the Ministry of Finance's report, as of December 31, 2025, the total disbursement of public investment capital in the province reached 83.6% of the plan assigned by the Prime Minister, ranking 15th out of 34 provinces and cities. Total FDI capital in the province exceeded USD 1 billion.

The province has implemented Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, and Resolution No. 68-NQ/TW, achieving remarkable results. Of the 82 tasks under Resolution 57, 63 have been completed, and 17 are still being implemented.

Nghe An's international integration efforts have yielded many outstanding results in various fields, thereby contributing to enhancing competitiveness, expanding markets, attracting FDI, and affirming Nghe An's position in international economic integration.

The review, assessment, and feedback process on legal documents has been intensified; many inadequate regulations have been identified and recommendations for amendment have been made. By 2025, many types of administrative procedures related to production and business activities have seen reductions, with many procedures being cut by over 50%.

The province has focused on removing obstacles for businesses and promoting innovative startups. On average, 499 new businesses are established each month, and by 2025, the entire province aims to establish 3,095 new businesses.

The Provincial Party Committee has issued Action Program No. 08 to implement Resolution No. 70 of the Politburo. Draft Action Programs to implement Resolutions No. 71 and No. 72 are currently being submitted to the Provincial Party Committee for consideration and approval.

The Standing Committee of the Provincial Party Committee and the Provincial People's Committee lead the Provincial People's Committee in directing departments, agencies, and localities to focus on implementing the contents and tasks in Resolution No. 13-NQ/TU of the Provincial Party Committee's Standing Committee and Plan No. 614/KH-UBND dated August 22, 2023, of the Provincial People's Committee on the implementation of Resolution No. 13-NQ/TU of the Provincial Party Committee's Standing Committee.

Despite facing many difficulties, Nghe An province has achieved quite positive results in attracting investment, with FDI reaching over 1 billion USD. Projects continue to accelerate their implementation and operation, creating many jobs and increasing local budget revenue.

Compliance with legal regulations in investment activities and periodic reporting on land-use projects by investors are constantly improving.

Speaking at the session, Chairman of the Provincial People's Committee Vo Trong Hai emphasized that in 2026, the Provincial People's Committee will focus on decisively directing land clearance work for key projects, assigning responsibility to each Vice Chairman of the Provincial People's Committee and leaders of departments and agencies.

Review all outstanding and protracted projects to prevent the waste of resources and development funds; expedite the updating and supplementation of planning for communes and wards.

Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested a clear assessment of the shortcomings of 2025, analyzing the causes and proposing solutions for 2026, with a clear division of responsibilities for each specific department and agency.

People, administrative reform, land clearance

Concluding the meeting, Provincial Party Secretary Nguyen Khac Than acknowledged and highly appreciated the efforts of the Provincial Party Committee and People's Committee in leading and directing the Provincial People's Committee, departments, agencies, and localities in implementing socio-economic development tasks and deploying the Politburo's strategic resolutions; while also pointing out existing shortcomings, limitations, and bottlenecks that need to be addressed promptly.

Entering 2026, Provincial Party Secretary Nguyen Khac Than emphasized three crucial factors for the province to achieve its development goals. The first factor is people. This includes people at all levels, in all sectors and localities, as well as officials, civil servants, and employees in agencies and units. For development to occur, all proposed solutions, projected goals, and work objectives must stem from changes in people.

"We must change our mindset, improve our methods and approaches, and be flexible, creative, and innovative. We must abandon the mentality of waiting and relying on others, and the reluctance to accept challenges," the Provincial Party Secretary emphasized, adding that officials and employees in departments, sectors, and localities must understand the province's grand development goals and strong political determination to unite and aspire to build stronger localities.

The second factor, according to the Provincial Party Secretary, is the need for decisive administrative reform. Leaders must demonstrate the highest level of responsibility, not delegating tasks entirely to staff, and avoiding passing the buck.

Thirdly, the Provincial Party Secretary requested the effective implementation of land clearance work. This work requires the development of specific plans and timelines, adhering strictly to legal regulations to ensure synchronized, timely, and decisive implementation, preventing any obstacles to land clearance from affecting the progress of projects and constructions.

Provincial Party Secretary Nguyen Khac Than stated that the Provincial Party Standing Committee will issue a directive to focus on leading and directing socio-economic development in 2026; from there, it will review and evaluate the results of implementation and serve as a basis for discussing tasks for the 2026-2030 term.

Regarding the implementation of Resolution 13, Provincial Party Secretary Nguyen Khac Than emphasized that the Provincial Party Standing Committee unanimously agreed to continue its implementation; however, they will further clarify the conditions and solutions in the new context to effectively implement this resolution.

In particular, the province will focus on attracting strategic investors and high-tech and advanced technology projects. It will continue to promote investment attraction, contributing to increased budget revenue; accelerate the progress of industrial park infrastructure investment; and review and resolutely handle projects that are behind schedule.
