On the morning of April 28, Comrade Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies - chaired a meeting of the Standing Committee of the Provincial Party Committee to discuss and decide on a number of issues within its authority.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with leaders of the Provincial People's Committee, departments, and agencies.

Budget revenue for the first four months is estimated at 11,863 billion VND.

The Standing Committee of the Provincial Party Committee heard reports on the socio-economic situation in April and key tasks for May 2026; a report on the results of monitoring and assessing the situation regarding land clearance for projects in the province; and a report on administrative reform work in accordance with Directive No. 15-CT/TU of the Standing Committee of the Provincial Party Committee.

In the first four months of 2026, despite continuing to face many difficulties, the socio-economic situation in the province maintained its growth momentum and achieved many positive results in various sectors and fields. Agricultural, forestry, and fisheries production developed stably, with no major outbreaks of diseases affecting crops and livestock.

Industrial production continued its strong growth momentum. The industrial production index in April is estimated to have increased by 23.2% year-on-year; the cumulative increase for the first four months of the year is estimated at 19.66%. The province completed 1,745 social housing units; in the first four months of 2026 alone, 548 units were completed, reaching 26.99% of the target.

State budget revenue achieved outstanding results, estimated at 11,863 billion VND, reaching 50.8% of the projected target and increasing by 30.2% compared to the same period last year. Public investment capital allocated in detail amounted to over 9,858 billion VND, reaching 71.34% of the total plan. As of April 20th, disbursement reached over 1,216 billion VND, achieving 8.84% of the total plan and 12.39% of the detailed allocation plan.

The province approved investment policies for 18 new projects and adjusted 58 existing projects. Total newly registered and increased capital reached over 65,219 billion VND, an 8.74-fold increase compared to the same period last year. Foreign direct investment (FDI) attracted reached 788.3 million USD. 1,883 new businesses were established; 589 businesses resumed operations (a 42.2% increase).

As of April 2026, there were 40 projects in the province facing obstacles and delays in land clearance. Of the 12 key projects, 9 were experiencing land clearance issues. This resulted in 11 projects being behind schedule and 26 projects experiencing delays in land clearance, directly impacting the province's socio-economic development.

As the permanent agency of the Task Force for monitoring, urging, inspecting, and evaluating the implementation of administrative reform, the Provincial Police Department has chaired and drafted the decision promulgating the operational regulations of the task force, and the decision establishing the support team.

In the coming period, the Task Force will work with the Department of Internal Affairs and a number of relevant departments and agencies to gain an overall understanding of the results of administrative reform work throughout the province; and implement the establishment of public hotlines at one-stop service centers for handling administrative procedures to receive feedback from citizens and businesses.

Focus on gathering information, promptly detecting, inspecting, and verifying information and conclusions regarding feedback from citizens and businesses related to administrative reform. Based on this, advise provincial leaders on considering and handling the responsibilities of collectives and individuals if violations are found.

At the meeting, members of the Provincial Party Standing Committee, members of the Provincial Party Committee, leaders of the Provincial People's Committee, and departments focused on giving opinions on the disbursement of public investment capital, budget revenue collection, administrative reform, investment attraction, agricultural production, land clearance, etc.

Determined to achieve growth exceeding 10% in the second quarter of 2026.

Concluding the session, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, assessed that, despite facing many difficulties, the socio-economic development indicators in the first four months of the year showed many positive signs. In particular, the province's investment environment has seen many positive changes and has created confidence for major investors.

Besides the achievements, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation also pointed out existing shortcomings and limitations. These include low disbursement rates for investment capital. Administrative reform has shown progress, but only fundamental changes have been seen in key projects.

The review and reduction of administrative time, costs, and procedures still face many challenges. The progress of some projects and works remains slow. The remediation of natural disasters and the construction of resettlement areas for people are also lagging behind.

According to the Provincial Party Secretary, the reasons for these shortcomings and limitations are due to the low level of responsibility of the leaders in some localities and units. In many localities, the Party Secretary is completely delegating work to the government. The concretization of directives from the Provincial Party Committee and the Provincial People's Committee, especially the Directives of the Standing Committee of the Provincial Party Committee, at the grassroots level is still slow and not decisive enough.

Emphasizing future goals, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, stated that the province is determined to achieve a growth rate of over 10% in the second quarter of 2026.

To achieve this goal, decisive action is needed in land clearance and administrative reform, with a spirit of genuine service, addressing issues effectively, efficiently, and quickly.

Focus on removing obstacles for investors and businesses. Accelerate the disbursement of public investment capital. In particular, focus on reviewing, evaluating, and publicly criticizing units and localities with low disbursement rates. Allocate capital to units and localities with sufficient capacity.

Simultaneously, focus on reviewing and resolving outstanding and long-standing projects. Accelerate the implementation of key projects. In May 2026, organize the groundbreaking ceremony for two key projects: the Quynh Lap LNG thermal power plant and the Vinh - Thanh Thuy expressway. Promote growth in the agricultural sector, striving for a growth rate of 5% or higher; review and accelerate the progress of overcoming the consequences of natural disasters, storms, and floods.

The Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, also requested the vigorous implementation of resolutions and directives from the Central Government and the province. He urged continued efforts to improve the effectiveness and efficiency of local government operations at both levels. He also called for accelerating the implementation of the Project on Construction, Repair, Renovation, and Upgrading of Commune-level Office Buildings and Public Housing.

Promoting tourism activities, concluding the school year, and conducting entrance exams for 10th-grade students. Strengthening public service and resolving complaints and denunciations at the grassroots level.
