According to Phan Đình Trạc, member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Internal Affairs Commission, 60 years ago, on January 5, 1966, the Politburo issued Resolution No. 133 on the establishment of the Central Legal Affairs Commission - the predecessor organization of the Central Internal Affairs Commission.

Over six decades of construction and development, the Internal Affairs sector has been closely linked to each historical stage of the revolution, with different names, and at times has been merged and then re-established.

Under the leadership of the Party, generations of cadres and civil servants in the Party's Internal Affairs sector have overcome all difficulties and challenges, creating a glorious journey, forging the character, intellect, and unwavering will of "Loyalty - Integrity - Courage - Creativity," and making significant contributions to the cause of building and defending the Fatherland.

To meet the requirements of internal affairs and the fight against corruption, on December 28, 2012, the Politburo decided to re-establish the Central Internal Affairs Committee.

In 2013, 63 provincial and municipal Party internal affairs committees directly under the Central Committee were established in accordance with the Secretariat's policy. Simultaneously, the Central Steering Committee on Anti-Corruption, directly under the Politburo, was restructured, with the General Secretary as the head of the steering committee and the Central Internal Affairs Committee as the permanent body.

From June 2017, the Office of the Central Steering Committee for Judicial Reform was transferred to the Central Internal Affairs Commission. The Central Internal Affairs Commission was then assigned the task of advising on judicial reform and also served as the Standing Agency of the Central Steering Committee for Judicial Reform. This marked a period of comprehensive development, elevating the strategic advisory role of the Party's internal affairs sector.

According to the Head of the Central Internal Affairs Commission, one of the outstanding achievements during this period was that the Party's internal affairs sector proactively, creatively, resolutely, and decisively advised the Party effectively in leading and directing the work of detecting and handling corruption, waste, and negative phenomena.

Since its re-establishment, the Central Internal Affairs Commission has advised the Steering Committee to place 1,577 cases and incidents of corruption, waste, and negative practices under monitoring and guidance at three levels.

After being placed under the supervision and direction of the Steering Committee, the cases and incidents were investigated, prosecuted, and handled strictly and rigorously, but also humanely, by the relevant authorities in close coordination.

This has affirmed that the stance on dealing with corruption, waste, and negative practices, "without forbidden zones or exceptions," is not just a slogan or empty words, but has become a political imperative, a vibrant reality, recognized and highly appreciated by the people.

The entire internal affairs sector has also made efforts to advise and propose many major, strong, and decisive policies, viewpoints, and solutions on the work of preventing and combating corruption, waste, and negative phenomena, contributing to ensuring synchronization between the prevention and combating of corruption and negative phenomena; between the prevention and combating of corruption and negative phenomena and the prevention and combating of waste; and between the central and local levels.

The Party's Internal Affairs sector has focused on improving the effectiveness of guiding, monitoring, urging, inspecting, and supervising the implementation of the Party's guidelines, policies, and resolutions, and the State's laws in the fields of internal affairs, anti-corruption, anti-waste, and judicial reform.

Looking back at 60 years of development and growth, especially in the more than 10 years since its re-establishment, the Party's Internal Affairs sector deserves to be called the "General Staff" and "gatekeeper" for the Party in internal affairs, combating corruption, waste, and negative phenomena, and reforming the judicial system, making a significant contribution to strengthening the people's trust in the leadership of the Party, the State, and the regime.

The sector must embody the Party's determination in the fight against corruption, waste, and negative practices.

On behalf of the Party and State leadership, General Secretary To Lam warmly commended and congratulated the great and important achievements that generations of cadres and civil servants of the Party's Internal Affairs sector have achieved throughout the glorious 60 years.

General Secretary To Lam requested that, in the new era of development, the Party's Internal Affairs sector must continue to uphold its glorious traditions of the past 60 years; constantly innovate its thinking, methods, and approaches; elevate its strategic advisory role; and firmly fulfill its role as the Party's "gatekeeper" in the fields of internal affairs, combating corruption, waste, and negative phenomena, and judicial reform.

In this context, it is essential to thoroughly understand the spirit that internal affairs work must not only be correct, but also accurate; not only timely, but also proactive; and not only strict, but also humane. First and foremost, it is necessary to improve the quality of research, forecasting, and strategic advice.

General Secretary To Lam requested that the sector deeply understand the goal of internal affairs work, which is to maintain political stability and social order and security, ensuring "internal harmony and external peace," and to best serve the tasks of socio-economic development, building a clean and strong Party and political system.

Proactively identify, research, and advise on timely handling of major, new, and difficult issues; focus on advising on the concretization and institutionalization of policies and viewpoints on internal affairs, anti-corruption, anti-waste, and judicial reform as outlined in the Party's 14th National Congress documents.

The sector must correctly identify key areas and breakthroughs to effectively realize the "four no's" principle in preventing and combating corruption, waste, and negative practices; and in building and perfecting the socialist rule of law in Vietnam in the new era.

At the same time, it is necessary to strengthen and create more powerful, effective, and sustainable changes in the fight against corruption, waste, and negative phenomena. The Party's internal affairs sector must embody the Party's determination in the fight against corruption, waste, and negative phenomena, demonstrating "no forbidden zones, no exceptions," and "everyone is equal before the law," serving as a symbol to strengthen the people's trust in the Party, the State, and the regime.

The Standing Agency should effectively fulfill its role as the "center," "connecting link," and "focal point" in advising, coordinating, and harmonizing; while also prioritizing the prevention and combating of waste to unleash and efficiently utilize resources for national development.

In addition, it is necessary to strengthen coordination with relevant agencies to monitor and grasp the situation, promptly advise the Politburo, the Secretariat, and local Party committees and authorities in leading and directing the resolution of complex and prominent issues related to national security and social order; avoiding passivity and surprises.

General Secretary To Lam requested that cadres and staff of the Party's Internal Affairs sector always maintain a key role in protecting Party discipline; resolutely preventing any violations of the Party's policies, viewpoints, and guidelines.

Furthermore, special emphasis is placed on building a clean, strong, and truly honest Party internal affairs sector; building a team of loyal, steadfast, and politically resolute cadres and civil servants who are thrifty, honest, and impartial; who have the courage to defend what is right and resolutely fight against what is wrong; and who are truly a reliable support for the Party and a solid bridge between the Party and the people.
