Ms. Ho Thi Sam, residing in Cong Hoa block, Vinh Tan ward, Vinh City, reported that the leaders of Hung Nguyen district are covering up for Mr. Ho Van Yeng, a party member affiliated with Branch 3, Hung Tien commune Party Committee (formerly), now Branch 2, Hung Nghia commune Party Committee.

According to Ms. Sam, the disciplinary action taken against her brother, Ho Van Yeng, for his misconduct was unclear, with no disciplinary decision issued. Previously, she accused Ho Van Yeng of forging her signature in creating documents to receive benefits for commemorating a fallen soldier, who is both her brother and Yeng's younger brother.

The Party Committee of Hung Tien commune (formerly) intervened to handle the matter. According to their findings, Mr. Yeng's application to receive the title of martyr was correct; however, his signing on behalf of Ms. Ho Thi Sam was incorrect according to regulations. Mr. Yeng voluntarily accepted a reprimand as a disciplinary measure. Based on the nature and severity of the violation and Mr. Yeng's sincerity, the Party branch voted to impose a reprimand.

However, based on Regulation 102-QD/TW of the Politburo on disciplinary action against violating Party members, Mr. Yeng's violation has exceeded the statute of limitations for disciplinary action, and the Party branch did not issue a decision to impose disciplinary action.

In addition, Ms. Ho Thi Sam also raised concerns regarding the land inherited from her parents, where Mr. Ho Van Yeng's family currently resides. According to the commune leader, in 1995, Mr. Yeng's family was granted a land use certificate for this plot, and the three siblings of Ms. Sam's family had a handwritten internal agreement not to sell the land, which they intended to use for building a family shrine to worship their parents and fallen soldiers.

After hearing the opinions of citizens, the commune, the Provincial Party Committee's Internal Affairs Department, and the Hung Nguyen District Party Committee, Provincial Party Secretary Thai Thanh Quy concluded on this matter by instructing the Provincial Party Committee's Inspection Committee to review whether the assessment of the severity of the violations committed by Party member Ho Van Yeng by the Party committees from the commune to the district level was in accordance with Party regulations; and at the same time, to examine whether the process of handling citizen petitions and complaints was thorough and in accordance with regulations.

The head of the Provincial Party Committee requested that the Provincial Party Committee's Inspection Commission conduct an independent and objective review to definitively resolve the case; the deadline for completion is the end of April 2021.

Regarding land issues raised by Ms. Ho Thi Sam, the Provincial Party Secretary stated that if citizens feel dissatisfied with the inheritance process, they should promptly bring the matter to court to resolve the land dispute.

Next, the Provincial Party Secretary received citizen Nguyen Trung Thang, residing in Xuan Dong hamlet, Nghi Duc commune, Vinh City, who complained that the Vinh City People's Committee had issued a decision approving a land allocation plan with land use fees for his family at a price higher than the approved compensation price during the compensation, support, land clearance, and resettlement process for the Vinh - Cua Lo connecting road project (phase 1), the section passing through Nghi Duc commune, Vinh City.

According to the authorities, Mr. Thang's family is a special case in the process of compensation and land clearance for the Vinh - Cua Lo connecting road.

At the time the State reclaimed the land, Mr. Thang's mother was still alive, but there was no resettlement area available. By the time land became available for resettlement, the landowner had passed away.

Meanwhile, the period leading up to resettlement has seen changes in compensation, support, and resettlement policies when the State reclaims land in the province.

The People's Committee of Vinh City has allocated two plots of land based on the registration of the co-heirs. The citizens who received the land did not make any complaints regarding the specific land price.

In addition, Mr. Nguyen Trung Thang and his co-heirs were also allocated 5 plots of land (total area of ​​639m2) with land use fees payable. This is the difference between the area of ​​residential land that was confiscated and the area that was allocated.

These five plots of land are located in the 35m road resettlement planning area, with a starting price for auction of 8.5 million VND/m2. Therefore, citizens will have to pay over 5.4 billion VND in land use fees for these five plots.

However, Mr. Thang argued that this price was too high compared to the land price approved by the Vinh City People's Committee for compensation when his family's land was confiscated, which was over 4.1 million VND/m2.

To address the citizens' petition, the authorities agreed on a plan to allocate five additional plots of land to the co-heirs in the 95m road resettlement area, so that they would receive a suitable starting price, almost equivalent to the approved compensation rate when Mr. Thang's family's land was expropriated.

During the meeting, based on the analysis of the leaders of the Department of Natural Resources and Environment and the People's Committee of Vinh City, and discussions with the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh and the Secretary of the Provincial Party Committee Thai Thanh Quy, citizen Nguyen Trung Thang agreed with the plan to allocate 5 land plots at the 95m road resettlement site at a suitable price.

However, Provincial Party Secretary Thai Thanh Quy noted that the Vinh City People's Committee must ensure strict implementation during the land allocation process, especially with the unanimous commitment of all co-heirs, as citizen Nguyen Trung Thang is only one of five heirs.
