Ms. Ho Thi Sam, in Cong Hoa block, Vinh Tan ward, Vinh city, reported that Hung Nguyen district leaders covered up for Mr. Ho Van Yeng, a party member active in Party Cell 3, Hung Tien commune Party Committee (old), now Party Cell 2, Hung Nghia commune Party Committee.

According to Ms. Sam, the disciplinary action against Mr. Ho Van Yeng (her brother) for his wrongdoings was unclear, and there was no disciplinary decision. Previously, she accused Mr. Ho Van Yeng of forging her signature in the file to receive the martyr worship regime, which was her brother and Mr. Yeng's younger brother.

The Party Committee of Hung Tien Commune (old) has intervened to handle the case, according to which Mr. Yeng's filing of documents to receive martyr worship was correct; however, he signed instead of Mrs. Ho Thi Sam's signature, which was against the regulations. Mr. Yeng accepted the disciplinary measure of reprimand. Based on the nature, level of violation and Mr. Yeng's sincerity, the Party Cell voted to discipline him with a reprimand.

However, based on Regulation 102-QD/TW of the Politburo on disciplinary action against violating party members, Mr. Yeng's violation has expired the disciplinary statute of limitations, so the Party Cell did not issue a disciplinary decision.

In addition, Ms. Ho Thi Sam also had an opinion regarding the land left by her parents where Mr. Ho Van Yeng's family is currently living. According to the commune leader, in 1995, Mr. Yeng's family was granted a Land Use Rights Certificate for this land and the three brothers of Ms. Sam's family had a handwritten internal agreement not to sell the land to build a church to worship their parents and martyrs.

After listening to the opinions of citizens, the commune, the Provincial Party Committee's Internal Affairs Committee, and the Hung Nguyen District Party Committee, concluding on this content, Provincial Party Secretary Thai Thanh Quy assigned the Provincial Party Committee's Inspection Committee to review the work of assessing the level of violations of Party member Ho Van Yeng by the Party Committee from the commune to the district to see if it was in accordance with the Party's regulations; at the same time, consider the process of handling petitions and complaints from citizens to ensure strictness and compliance with regulations.

The head of the Provincial Party Committee requested that the Provincial Party Committee's Inspection Commission conduct an independent and objective review to resolve the case completely; the completion time is by the end of April 2021.

Regarding land as reflected by Ms. Ho Thi Sam, the Provincial Party Secretary discussed, if citizens find the inheritance aspect unsatisfactory, they should soon bring the case to Court to resolve the land dispute.

Next, the Provincial Party Secretary received citizen Nguyen Trung Thang, in Xuan Dong hamlet, Nghi Duc commune, Vinh city, who reported that the Vinh City People's Committee issued a decision approving a plan to allocate land with land use fees to his family at a price higher than the approved compensation price during the process of implementing compensation, support, site clearance, and resettlement for the Vinh - Cua Lo connecting road project (phase 1), through Nghi Duc commune, Vinh city.

According to authorities, Mr. Thang's family is a special case in the process of compensation and site clearance for the traffic route connecting Vinh - Cua Lo.

Because at the time the State reclaimed the land, the land user, Mr. Thang's mother, was still alive, but there was no resettlement area to arrange for her. By the time there was land to arrange for her resettlement, the land user had passed away.

Meanwhile, during the time waiting for resettlement, there were changes in compensation, support and resettlement policies when the State reclaimed land in the province.

Vinh City People's Committee has allocated 2 plots of land based on the registration of the co-heirs. The citizens who were allocated the land did not have any complaints about the specific land price.

In addition, Mr. Nguyen Trung Thang and his co-heirs were also assigned 5 plots of land (total area of ​​639m2) with land use fees collected. This is the difference between the recovered residential land area and the assigned area.

These 5 plots of land belong to the 35m Road Relocation Planning Area, with a starting price for auction of 8.5 million VND/m2. Thus, citizens will have to pay land use fees of more than 5.4 billion VND for the above 5 plots of land.

However, Mr. Thang said that this price is too high compared to the land price approved by Vinh City People's Committee for compensation when reclaiming his family's land, which is more than 4.1 million VND/m2.

To resolve the citizen's petition, the authorities agreed on a plan to add 5 more plots of land to the co-heirs in the 95m road resettlement area to enjoy a suitable starting price, almost equivalent to the approved compensation level when reclaiming Mr. Thang's family's land.

At the meeting, based on the analysis of the leaders of the Department of Natural Resources and Environment, Vinh City People's Committee, the discussion of the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh, and the Secretary of the Provincial Party Committee Thai Thanh Quy, citizen Nguyen Trung Thang agreed with the plan to arrange 5 plots of land at the resettlement site of 95m road for a suitable price.

However, Provincial Party Secretary Thai Thanh Quy noted that the Vinh City People's Committee must ensure strict implementation during the land allocation process, especially with a unified commitment from the co-heirs because citizen Nguyen Trung Thang is only 1 of 5 heirs.
