The commune secretary failed to be elected to the commune People's Council, but a citizen who ran as an independent candidate was elected.

A resident of Xuan Lien commune (Nghi Xuan district, Ha Tinh province) ran as an independent candidate and was elected by the people as a representative to the Xuan Lien Commune People's Council for the 2016-2021 term. Meanwhile, the Secretary of the Xuan Lien Commune Party Committee was not elected to the Commune People's Council.

On June 3rd, the Nghi Xuan District Election Committee (Ha Tinh province) announced that in the election of National Assembly and People's Council representatives at all levels for the 2016-2021 term, Mr. Hoang Van Cat - Secretary of the Commune Party Committee and Chairman of the People's Council of Xuan Lien Commune for the 2010-2015 term - failed to be elected to the Commune People's Council.

Meanwhile, Mr. To Ngoc Dinh (a farmer in Cuong Thinh village, Xuan Lien commune) ran as an independent candidate for the Xuan Lien Commune People's Council and was elected.

Both Mr. Cat and Mr. Dinh are running for election as representatives to the Xuan Lien Commune People's Council in polling station number 7. Polling station number 7 has 412 voters with seven candidates to elect four representatives.

The election results were from top to bottom. Mr. Cat received 50% of the votes but lost to Mr. Dinh, Mr. Hoang Ngoc Tham (Chairman of the People's Committee of Xuan Lien Commune), Ms. Nguyen Thi Nguyen (Chairman of the Fatherland Front Committee of Xuan Lien Commune), and the Secretary of Cuong Thinh Village (Xuan Lien Commune).

Mr. Nguyen Hai Nam, Chairman of the Nghi Xuan District People's Committee and Chairman of the Nghi Xuan District Election Committee, stated: "Regarding organizational matters, the Party Secretary of Xuan Lien commune, who was not elected as a representative to the Commune People's Council, will still serve as the commune's Party Secretary but will not concurrently hold the position of Chairman of the Commune People's Council. Instead, another person must be appointed as the Chairman of the Commune People's Council."
