On May 30th, Hoang, 19, and Cong (20, both residing in Cam Xuyen town, Ha Tinh province) were charged and arrested by the Cam Xuyen District Police for investigation into the crime.Intentional infliction of injury, according to Article 134 of the 2015 Penal Code.
Authorities allege that at midnight on May 26th, Hoang and Dong (20 years old, residing in Cam Quan commune) were drinking at a restaurant near the riverbank in Cam Xuyen town. Dong poured beer for Hoang, but was refused, leading to a heated argument in which Hoang felt disrespected.
After leaving the restaurant despite being restrained by many people, Hoang texted Cong, inviting him to bring weapons to take revenge. About ten minutes later, the two young men, armed with knives and swords, slashed Dong multiple times in the head, back, and shoulders. The victim fell into the river, suffering a 9% health impairment.
Hoang and Cong were arrested after three days while hiding in Cam Xuyen district.
