Accordingly, the town promotes propaganda and dissemination of the Party and State's policies, implementing the "5 no's" policy in tourism management of the town so that people know and actively participate, creating favorable conditions for state agencies to deploy and implement. Families, clans and communities organize well the reception and care of subjects, preventing the situation of wandering and begging again.
Implement registration of commitment to not let street vending combined with begging occur in business establishments, tourist services, and public places in the town.
Strengthen inspection and management of the area, effectively implement registration and management of temporary residence for rental accommodation, boarding houses, rental houses, etc. to prevent people from other localities from gathering in the town to sell goods on the street and beg.
Review, classify, and list street vendors in localities to raise awareness and provide guidance and assistance in changing to a stable career.
The town assigns the vagrant and beggar to which ward, the People's Committee of that ward has the responsibility and measures to manage in the locality. For people outside the town, if the place of residence is known, the People's Committee of the ward will contact and work with that locality to arrange a vehicle to take them to their place of residence. If the place of residence is unknown and they agree, the proposal will be made to the Department of Labor, War Invalids and Social Affairs to take them to the provincial social protection center.

The town assigned the urban inspection department to coordinate with the People's Committees of the wards to inspect, classify, and gather the subjects to the designated locations.
The People's Committees of wards establish inspection teams to regularly review, collect and be responsible to the Town People's Committee for the management of beggars and vagrants in the area.
With the serious and thorough implementation of the plan, in recent days, at beaches, public places, and tourist attractions in the area, there have been no beggars bothering tourists.
