Ms. Nguyen Thi Dung, Vice Chairman of the People's Committee of Cua Lo town, said: The town has implemented a plan to reduce the number of homeless people and beggars in public places and tourist areas to ensure public order, security, and urban civility.

Accordingly, the town is stepping up its efforts to disseminate the Party and State's policies and guidelines, implementing the "5 No's" policy in tourism management to ensure public awareness and active participation, thereby facilitating the implementation by state agencies. Families, clans, and communities are organizing the reception and care of individuals, preventing them from returning to homelessness and begging.
Implement a registration process to ensure that street vending combined with begging does not occur in business establishments, tourism service areas, and public places within the town.
Strengthen inspection and management of the area, effectively register and manage temporary residences, rental accommodations, guesthouses, and rental houses, etc., to prevent people from other localities from gathering in the town to sell goods and beg.
Review, classify, and compile a list of street vendors in localities to raise awareness and provide guidance and assistance in transitioning to stable occupations.
The People's Committee of the ward assigned to the town is responsible for managing homeless and begging individuals within its jurisdiction. For individuals from outside the town, if their place of residence is known, the People's Committee will contact that locality to arrange transportation to take them back. If their place of residence is unknown and they agree, a proposal will be submitted to the Department of Labor, War Invalids and Social Affairs to place them in a provincial social welfare center.

The town assigned the urban inspection department to coordinate with the People's Committees of the wards to inspect, classify, and gather the individuals at the designated location.
The People's Committees of the wards shall establish inspection teams to regularly review, gather, and be responsible to the People's Committee of the town for managing beggars and vagrants in their areas.
Thanks to the serious and thorough implementation of the plan, in recent days, there have been no beggars bothering tourists at beaches, public places, and tourist spots in the area.
