Tung's neighbor, Ngo Anh Man, resides in Hamlet 6, Nghia Trung Commune, Nghia Dan District. In 2007, Man had to appear in court for gambling. After escaping imprisonment for gambling, he continued his old habits, spending his days and nights at the gambling table.
When he was short of money, he would pawn his motorbike and phone at pawn shops to get money for gambling. The Nghia Trung commune police organized several stakeouts to catch him red-handed, but failed because Man and the other suspects constantly changed locations.
Knowing that Luong The Tung was looking after the house for his brother, Man often "connected" with Tung to turn the house into a gambling den.

At around 8 PM on February 19th, knowing that his wife had just sold a calf for nearly 8 million dong, while she was at a neighbor's house, Man took over 7 million dong from the cupboard, put it in his pocket, and then called gamblers to gamble together.
Mẫn called Lương Thế Tùng to inform him: "Uncle, arrange for us to go to Ninh's house to gamble." Tùng agreed and called the gamblers Võ Văn Tân and Trương Sỹ Mão (who lived in the same village) to join them in the gambling.
At approximately 8:30 PM that same day, Man and Ngo Dinh Hao, residing in Hamlet 6, Nghia Trung Commune, went to Ninh's house to gamble. Tan and Mao were waiting there, and they then went into a room to gamble using the card game "lieng". Before sitting down to gamble, the individuals agreed to bet 50,000 VND per round, with penalties ranging from 100,000 to 500,000 VND.
Upon receiving a tip that a group of local young men were gambling at the house of Mr. Luong The Ninh in Nghia Trung commune, the Nghia Dan District Police leadership assigned the Criminal, Economic, and Narcotics Investigation Team to implement a plan and raid the house to catch them red-handed.
Just 20 minutes later, detectives and investigators arrived at Ninh's house, catching five individuals red-handed: Ngo Anh Man, Vo Van Tan, Truong Sy Mao, Ngo Dinh Hao, and Ngo Sy Tien, who were engrossed in gambling; they seized 12,400,000 VND and a deck of playing cards from the gambling table.

At the police station, the suspects confessed that Vo Van Ngo and Luong The Tung also participated in gambling at Ninh's house. During the gambling session, Tung and Ngo left early due to running out of money. However, when the Nghia Dan District Police summoned Tung and Ngo to clarify their gambling activities, both were not present in the area.
After a period of persuasion and appeals, Tung and Ngo surrendered to the Criminal Investigation Department of Nghia Dan District Police regarding their gambling activities. During the investigation, the authorities also clarified the amount of money the suspects brought with them for gambling, with Ngo Anh Man having the largest amount, exceeding 7,000,000 VND.
On March 27, the Investigation Police Department of Nghia Dan District Police initiated a criminal case and indicted five suspects for gambling offenses, who were arrested in Nghia Trung commune.
