What are the regulations regarding electronic monitoring measures for drug addicts undergoing rehabilitation?

Article 12,The Law on Drug Prevention and Control 2025 will come into effect on July 1, 2026.Regulations on electronic monitoring measuresas follows:

1. Electronic monitoring is a method that uses electronic devices to manage and supervise:

a) Individuals undergoing voluntary drug rehabilitation at home or in the community;

b) Individuals undergoing addiction treatment with substitute medications;

c) Individuals currently under post-drug rehabilitation management.

2. The head of the commune-level police has the authority to apply electronic surveillance measures.

3. Responsibilities of individuals subject to electronic surveillance:

a) Comply with the decision to apply electronic monitoring measures;

b) Do not arbitrarily dismantle, destroy, or interfere with the operation of electronic monitoring equipment;

c) Immediately notify the commune-level police when you discover that the electronic monitoring device is damaged.

4. The Government shall specify in detail the equipment and subjects; and prescribe the conditions, time limits, procedures, and handling of violations in the application of electronic surveillance measures.
