The Politburo issued a conclusion on the operation of the political system and the two-tiered local government apparatus.

The conclusion states: At the meeting on October 31, 2025, after hearing the Report of the Central Organizing Committee on the situation and results of the operation of the political system and local government at two levels in October 2025 (Report No. 523-BC/BTCTW, dated October 29, 2025), the Politburo and the Secretariat concluded as follows:

We basically agree with the contents, proposals, and recommendations stated in the Report of the Central Organizing Committee on the situation and results of the operation of the political system and local government apparatus at two levels in October 2025.

The Politburo and the Secretariat acknowledge and commend the Party committees and organizations at all levels, the Party Committee of the Government, the Party Committee of the National Assembly, the Central Organization Department, the provincial and city Party committees, and the Party committees of communes, wards, and special zones... for their proactive and diligent implementation of assigned tasks; their efforts to overcome difficulties, and their timely guidance, handling, and resolution of obstacles arising in the practical implementation of the political system and local government at two levels.

Continue to comprehensively strengthen the commune level.

The Politburo and the Secretariat of the Central Committee request that Party Committees, Provincial Party Committees, and City Party Committees directly under the Central Committee, as well as central ministries and agencies, proactively and urgently implement and complete the tasks within their authority and assigned in the conclusions of the Politburo and the Secretariat, especially Conclusion No. 195-KL/TW, dated September 26, 2025, on the two-tiered political system and local government apparatus. They must strictly implement the newly issued Politburo regulations on personnel work; promote the exemplary role of leaders in performing their duties; organize the evaluation and placement of cadres to meet job requirements. They must continue to comprehensively strengthen the commune level, promptly addressing existing shortcomings and limitations so that communes can strongly shift from a passive to an active state, from management to governance and creation, developing socio-economic activities, and caring for the people's lives; and promptly resolving the legitimate needs of citizens and businesses.

The Politburo and the Secretariat of the Central Committee have assigned the Party Committee of the Government and the Party Committee of the National Assembly to focus on leading and directing the completion of institutions, especially issues related to decentralization, delegation of power, processes, and procedures in areas related to the operation of local governments at two levels (such as finance, assets, planning, projects, land, headquarters, etc.). Issues under the authority of the Government and the Prime Minister should be resolved immediately, while issues under the authority of the National Assembly should be urgently added to the contents submitted to the 10th Session of the 15th National Assembly; strictly control the issuance of administrative procedures by localities, review and immediately abolish unnecessary procedures; improve the quality and effectiveness of the implementation of online public services; all the above tasks must be completed before December 15, 2025.

The Politburo and the Secretariat assigned the Party Committee of the Government: (1) To lead and direct ministries and sectors: (i) To urgently review all legal documents of the sector and field to immediately issue, amend, and supplement them, ensuring feasibility in decentralization, delegation of power, and delineation of authority, overcoming conflicts, overlaps, and inconsistencies with the 2-level local government model, especially in the fields of: Finance, science, technology, internal affairs, justice, agriculture and environment, construction, education and training, especially digital infrastructure. (ii) To continue directing the review, arrangement, and placement of cadres, and to have solutions for recruitment, training, and capacity building of cadres. (2) To direct the Ministry of Finance to soon advise on the allocation of funds for digitizing documents, investing in equipment, and renovating facilities, especially prioritizing mountainous, remote, and difficult areas; (3) Advise and guide the management, use and handling of housing and land facilities to meet practical requirements. (4) Direct the Ministry of Science and Technology to direct and guide the synchronization of common software; integrate national database systems, upgrade information technology infrastructure to ensure effective implementation of digital transformation at the commune level. (5) Guide, summarize, and submit to competent authorities for consideration and decision on commendation and reward of collectives and individuals with exceptionally outstanding achievements in organizing and implementing Resolution No. 18-NQ/TW in the entire political system; all the above tasks must be completed before December 15, 2025.

The Party Committee of the Government, the Party Committee of the Vietnam Fatherland Front, and central mass organizations are tasked with leading and directing the urgent completion of the restructuring of public service units, state-owned enterprises, and internal departments within agencies, organizations, mass associations, and press agencies under the Vietnam Fatherland Front and mass associations assigned tasks by the Party and the State… to be completed in 2025.

Updating and adjusting land use planning, construction planning, and other specialized planning schemes.

The Politburo and the Secretariat of the Central Committee unanimously agreed on the principle of immediately updating and adjusting land use plans, construction plans, and specialized plans (including land use plans for national defense and security) after the reallocation and conversion of land and buildings for use as offices, operational facilities, medical facilities, educational, cultural, sports facilities, public purposes, national defense, security, and other purposes consistent with the local land use plan (through land allocation, land leasing, etc., as stipulated by land law) to promote socio-economic development. The Party Committee of the Government and the provincial and city Party Committees are tasked with leading and directing the implementation of the above content; promptly completing the arrangement and allocation of public assets in localities, resolving any arising difficulties in a timely manner, and reporting to the competent authorities.

The Politburo and the Secretariat agreed to assign the Standing Committee of the provincial Party Committee to direct the adjustment of the working regulations of the Standing Committee of the Party Committee or the Party Committee and grassroots Party branches in the agencies and organizations where the Party group or Party committee has ceased operations, to ensure the leadership of the Standing Committee of the provincial Party Committee and the directly superior Party Committee.

Regarding the verification of the Party branch committee's or Party cell's evaluation form for Party members residing in the area.

The Politburo and the Secretariat agreed to authorize the leaders of the Party building committee or the Party organization committee of communes, wards, and special zones to certify the evaluation forms of the Party branch or Party cell where the Party member is currently working, and send them to the grassroots Party committee where the Party member is working (adding the content stated in Clause 5, Article 4 of Regulation No. 213-QĐ/TW, dated January 2, 2020, of the Politburo on the responsibility of Party members currently working to maintain regular contact with the Party organization and people in their place of residence, which stipulates: "The Party committee of the commune, ward, or town shall certify the evaluation forms of the Party branch or Party cell where the Party member is currently working and send them to the grassroots Party committee where the Party member is working") to facilitate the implementation of Party member work.

The Politburo and the Secretariat of the Central Committee request that provincial and city Party committees: (i) Continue to review and compile statistics on the arrangement, placement, handling, renovation, and procurement of public assets according to the regulations and guidelines of the Central Committee. (ii) Proactively support disadvantaged areas with local funds. (iii) Strengthen the management, inspection, and supervision of the arrangement, placement, and handling of offices and public assets of agencies, organizations, and units under their management. Provincial Party committees and governments need to enhance their responsibility in leadership and direction and continue to improve the organizational structure and the arrangement and placement of commune-level officials to meet the requirements and assigned tasks. Commune-level Party committees and governments need to proactively contact local departments and agencies for guidance in resolving difficulties, obstacles, and inadequacies before making recommendations to higher levels.

Party committees and organizations at all levels are requested to urgently and seriously implement the outstanding tasks that have not been done well or are behind schedule, as pointed out in the Report of the Central Organization Committee, especially those related to the arrangement and placement of cadres, facilities, management of public assets, working conditions and means, and handling of administrative procedures, to be completed in 2025; the results of the implementation of the above tasks will be the basis for reviewing, evaluating, and ranking collectives and individuals, especially the heads of local party committees and governments in 2025.
