Deputy Minister of Public Security Bui Van Thanh, former Deputy Minister of Public Security Tran Viet Tan, and former Commander of the Air Defense and Air Force Command have been disciplined by the Politburo and the Secretariat of the Central Committee.

On July 28, 2018, at the Party Central Headquarters, the Politburo and the Secretariat held a meeting chaired by General Secretary Nguyen Phu Trong.

After considering the proposal of the Central Inspection Committee in Report No. 130-TTr/UBKTTW, dated July 27, 2018, regarding the request to consider and impose disciplinary action against Lieutenant General Bui Van Thanh - Member of the Central Party Committee of the Ministry of Public Security, Deputy Minister of Public Security, the Politburo found that Mr. Bui Van Thanh,In his capacity as a member of the Central Party Committee of the Ministry of Public Security, Deputy Minister of Public Security directly in charge of the General Department of Logistics and Technology, former member of the Standing Committee of the Party Committee, and former Deputy Director General of the General Department of Logistics and Technology, he is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee of the General Department of Logistics and Technology.

Mr. Thanh personally violated the principle of democratic centralism, lacked responsibility, neglected leadership and management, and failed to inspect and supervise, leading to numerous violations and shortcomings at the General Department of Logistics and Technical Services; violated regulations on protecting state secrets and the working regulations of the Ministry of Public Security; signed documents of the Ministry of Public Security proposing the direct sale of some security-related properties and land in violation of legal regulations; signed some documents outside of his assigned responsibilities; and arbitrarily signed a decision allowing Phan Van Anh Vu to participate in a delegation going abroad and requested a diplomatic passport for Phan Van Anh Vu despite him not meeting the eligibility criteria.

Lieutenant General Bui Van Thanh's violations have had very serious consequences, negatively impacting the reputation of the Party organization, the Public Security sector, and himself personally, causing negative public opinion and outrage in society.

Based on the Working Regulations of the Central Committee, the Politburo, and the Secretariat of the 12th Party Congress; and based on Regulation No. 102-QĐ/TW of the Politburo on handling violations by Party members, the Politburo decided to discipline Mr. Bui Van Thanh by dismissing him from all his positions in the Party (Member of the Central Public Security Party Committee for the 2016-2021 term; Member of the General Department of Logistics and Technical Services Party Committee of the Ministry of Public Security for the 2010-2015 term).

The Politburo has instructed the Party Committee of the Government to direct the implementation of the disciplinary process regarding administrative sanctions and demotion of rank for Mr. Bui Van Thanh, ensuring that it is consistent, timely, and commensurate with the Party's disciplinary measures as prescribed.

Mr. Bui Van Thanh and Mr. Tran Viet Tan were dismissed from their Party positions by the Politburo and will be demoted in rank. Mr. Phuong Minh Hoa (far right) received a disciplinary warning from the Party Secretariat.

After reviewing Report No. 131-TTr/UBKTTW dated July 27, 2018, from the Central Inspection Committee regarding the proposal to consider and impose disciplinary action against Lieutenant General Tran Viet Tan - former member of the Central Party Committee of the Ministry of Public Security, former Deputy Minister of Public Security, the Politburo found that Lieutenant General Tran Viet TanDuring his tenure as a member of the Central Party Committee of the Ministry of Public Security and Deputy Minister of Public Security, he showed irresponsibility, lax leadership and direction, and a lack of inspection and supervision. He signed several documents that violated regulations on protecting state secrets, causing very serious consequences, severely damaging the reputation of the Public Security sector and himself personally, and creating negative public opinion.

Based on the Working Regulations of the Central Committee, the Politburo, and the Secretariat of the 12th Party Congress; and based on Regulation No. 102-QĐ/TW of the Politburo on handling violations by Party members, the Politburo decided to discipline Mr. Tran Viet Tan by dismissing him from his position as a member of the Central Public Security Party Committee for the 2011-2016 term. The Party Committee of the Government is tasked with directing the implementation of the disciplinary process regarding administrative sanctions and demotion of rank for Mr. Tran Viet Tan, ensuring consistency, timeliness, and proportionality with the Party's disciplinary action as prescribed.

On the same day, July 28, 2018, after considering Report No. 129-TTr/UBKTTW dated July 27, 2018, from the Central Inspection Committee regarding the proposal to consider and impose disciplinary action against Lieutenant General Phuong Minh Hoa—former Central Committee member, former Deputy Head of the General Political Department of the Vietnam People's Army; former Party Secretary - Political Commissar, former Deputy Party Secretary - Commander of the Air Defense - Air Force Command—the Secretariat found that Lieutenant General Phuong Minh HoaDuring his tenure as Secretary of the Party Committee - Political Commissar and Deputy Secretary of the Party Committee - Commander of the Air Defense - Air Force Command, he bore primary responsibility for the violations and shortcomings of the Standing Committee of the Party Committee during the 2010-2015 term; he violated the principle of democratic centralism and the Working Regulations; he did not strictly comply with the decisions of the Central Military Commission and the Ministry of National Defense in the management and use of national defense land and land planned for national defense purposes but not yet used for national defense purposes; he lacked responsibility, neglected leadership and management, and failed to inspect and supervise, leading to many party organizations and party members violating regulations and being disciplined, with some serious cases requiring criminal prosecution; Mr. Hoa directly signed many documents on land allocation and approved economic development plans that were not in accordance with regulations.

The violations and shortcomings of Lieutenant General Phuong Minh Hoa are serious, affecting the prestige of the Party organization and the Army. Based on Regulation No. 102-QD/TW of the Politburo on disciplinary action against violating Party members, the Secretariat decided to discipline Lieutenant General Phuong Minh Hoa with a Warning.
