Politburo dismisses generals Bui Van Thanh and Tran Viet Tan

Deputy Minister of Public Security Bui Van Thanh, former Deputy Minister of Public Security Tran Viet Tan and former Commander of the Air Defense - Air Force Service were disciplined by the Politburo and the Secretariat.

On July 28, 2018, at the Party Central Committee Headquarters, the Politburo and the Secretariat met under the chairmanship of General Secretary Nguyen Phu Trong.

After considering the proposal of the Central Inspection Commission in Submission No. 130-TTr/UBKTTW, dated July 27, 2018, on the proposal to consider and discipline Lieutenant General Bui Van Thanh - Member of the Central Public Security Party Executive Committee, Deputy Minister of Public Security, the Politburo found that Mr. Bui Van Thanh,As a member of the Central Party Committee of the Public Security, Deputy Minister of Public Security directly in charge of the General Department of Logistics and Technology, former member of the Standing Committee of the Party Committee, former Deputy Director General of the General Department of Logistics and Technology, he is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee of the General Department of Logistics and Technology.

Mr. Thanh personally violated the principle of democratic centralism, lacked responsibility, loosened leadership, management, lacked inspection and supervision, allowing many violations and shortcomings to occur at the General Department of Logistics and Engineering; violated regulations on protecting state secrets and the Working Regulations of the Ministry of Public Security; signed documents of the Ministry of Public Security proposing to sell a number of security houses and lands not in accordance with legal regulations; signed a number of documents not within his assigned responsibilities; arbitrarily signed a decision to allow Phan Van Anh Vu to join a delegation going abroad and proposed to issue a diplomatic passport to Phan Van Anh Vu that was not the right person and did not meet the standards.

The violations of Lieutenant General Bui Van Thanh caused very serious consequences, negatively affecting the reputation of the Party organization, the Public Security sector and the comrade himself, causing bad public opinion and indignation in society.

Pursuant to the Working Regulations of the Central Executive Committee, the Politburo, and the Secretariat of the 12th tenure; Pursuant to Regulation No. 102-QD/TW of the Politburo on handling Party members who violate the law, the Politburo decided to discipline Mr. Bui Van Thanh by removing him from all positions in the Party (Member of the Central Public Security Party Executive Committee for the 2016-2021 term; Member of the Party Executive Committee of the General Department of Logistics and Engineering of the Ministry of Public Security for the 2010-2015 term).

The Politburo assigned the Government Party Committee to direct the implementation of the administrative disciplinary process and demotion of Mr. Bui Van Thanh, ensuring consistency, timeliness, and compliance with Party discipline as prescribed.

Mr. Bui Van Thanh and Mr. Tran Viet Tan were dismissed from their positions in the Party by the Politburo and will be demoted in rank. Mr. Phuong Minh Hoa (far right) was disciplined with a warning by the Secretariat.

After reviewing the Report No. 131-TTr/UBKTTW, dated July 27, 2018 of the Central Inspection Commission on the proposal to consider and discipline Senior Lieutenant General Tran Viet Tan - former member of the Central Public Security Party Executive Committee, former Deputy Minister of Public Security, the Politburo found that Senior Lieutenant General Tran Viet Tan, during his tenure as a member of the Central Party Committee of the Public Security and Deputy Minister of Public Security, was irresponsible, lax in leadership and direction, lacked inspection and supervision, signed a number of documents violating regulations on protecting state secrets, causing very serious consequences, negatively affecting the reputation of the Public Security sector and himself, causing bad public opinion in society.

Pursuant to the Working Regulations of the Central Executive Committee, the Politburo, and the Secretariat of the 12th tenure; Pursuant to Regulation No. 102-QD/TW of the Politburo on handling Party members who violate the law, the Politburo decided to discipline Mr. Tran Viet Tan by removing him from the position of member of the Central Public Security Party Executive Committee for the 2011-2016 term. The Government Party Personnel Committee was assigned to direct the implementation of the administrative disciplinary process and demotion of Mr. Tran Viet Tan to ensure consistency, timeliness, and commensurate with Party discipline as prescribed.

On the same day, July 28, 2018, after reviewing Submission No. 129-TTr/UBKTTW, dated July 27, 2018 of the Central Inspection Committee on the proposal to consider and discipline Senior Lieutenant General Phuong Minh Hoa - former member of the Party Central Committee, former Deputy Director of the General Department of Politics of the Vietnam People's Army; former Party Secretary - Political Commissar, former Deputy Party Secretary - Commander of the Air Defense - Air Force, the Secretariat found that Senior Lieutenant General Phuong Minh HoaDuring his tenure as Party Committee Secretary - Political Commissar and Deputy Party Committee Secretary - Commander of the Air Defense - Air Force, he was primarily responsible for the violations and shortcomings of the Party Committee Standing Committee for the 2010 - 2015 term; violated the principle of democratic centralism and the Working Regulations; did not strictly implement the decisions of the Central Military Commission and the Ministry of National Defense in the management and use of defense land and land planned for defense purposes but not immediately used for defense purposes; lacked responsibility, lax leadership, management, and lack of inspection and supervision, leading to many Party organizations and Party members who violated the regulations and were disciplined, and in serious cases, had to be criminally prosecuted; Mr. Hoa directly signed many documents on land allocation and approved economic plans that were not in accordance with regulations.

The violations and shortcomings of Senior Lieutenant General Phuong Minh Hoa are serious, affecting the prestige of the Party organization and the Army. Pursuant to Regulation No. 102-QD/TW of the Politburo on disciplinary action against violating Party members, the Secretariat decided to discipline Senior Lieutenant General Phuong Minh Hoa with a warning.
