The Politburo stipulates special cases when appointing or nominating candidates for official positions.

According to the Politburo's regulations, officials transferred or rotated from other places are not necessarily required to meet the standard of "having previously held key leadership or management positions at the immediate subordinate level."

Permanent member of the Secretariat Tran Cam Tu has just signed and promulgated Regulation No. 365 of the Politburo on the standards for official positions under the management of the Central Committee, the Politburo, and the Secretariat, and the framework of standards for leadership and management positions at all levels.

Accordingly, Regulation No. 365 outlines the standards for official positions under central government management and the framework of standards for leadership and management positions at all levels within the political system.

The regulations apply to Party committees, Party organizations, collective leadership of agencies and units, and individuals with authority in personnel work. Furthermore, Regulation No. 365 applies to cadres being considered for planning, training, development, transfer, placement, rotation, appointment, and nomination for leadership and management positions within the political system at the central and local levels.

This regulation serves as the basis for building a team of leaders and managers at all levels, especially strategic-level cadres, who possess sufficient virtue, talent, dedication, vision, strength, revolutionary enthusiasm, qualities, capabilities, and prestige to meet the requirements and tasks of the new revolutionary period.

Notably, Regulation 365 specifies certain special cases where job title standards apply when appointing or nominating candidates for official positions. Specifically:

The first,Officials who are transferred or rotated from other places are not necessarily required to meet the standard of "having previously held key leadership or management positions at the immediate subordinate level".

Monday,Officials appointed to equivalent positions or holding additional positions are not necessarily required to meet all the qualifications for the equivalent position or the additional position.

Tuesday,Officials currently working in the armed forces, public service units, and state-owned enterprises are not required to meet the standards regarding certificates of training in state management knowledge and skills when being appointed or nominated for positions.

Wednesday,When considering, appointing, or nominating candidates for new positions not included in these Regulations, general standards shall be applied, along with the standards for equivalent positions with similar roles and characteristics.

Thursday,In the case of first-time appointments to leadership and management positions at all levels, it is not necessary to fully meet the standards regarding leadership and management achievements or experience in key leadership positions at lower levels.

Friday,Other special cases will be considered and decided by the competent authority responsible for personnel management.

Based on this regulation, the Central Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor, inspect, and supervise the implementation; and advise the Politburo and the Secretariat on the evaluation, planning, training, fostering, assignment, placement, rotation, appointment, and nomination of candidates for positions.

Party committees, party organizations, agencies, public service units, and enterprises under the Central Government shall base their actions on this regulation and the practical requirements of their localities, agencies, and units to develop and issue standards for leadership and management positions within their authority to carry out the evaluation, planning, training, fostering, transfer, placement, rotation, appointment, and nomination of candidates for leadership positions.

During the implementation process, if any difficulties arise, localities, agencies, and units should report them to the Central Organizing Committee for compilation and reporting to the Politburo.
