The Politburo decided to reduce the number of cadres and civil servants by at least 5%.
The Politburo concluded that the entire political system should streamline its staff by at least 5% of cadres and civil servants, and at least 10% of public employees receiving salaries from the State budget, during the period 2021-2026.
On July 18, on behalf of the Politburo, Standing Committee Secretary Vo Van Thuong signed and issued Conclusion No. 40 on improving the effectiveness of personnel management in the political system for the period 2022 - 2026.
Accordingly, considering the proposal of the Steering Committee for the implementation of unified personnel management of the political system (hereinafter referred to as the Steering Committee) on the management of personnel of cadres, civil servants, and public employees of the political system for the period 2016-2021 and the proposed personnel for the period 2022-2026 (Submission No. 01-TTr/BCĐ, dated March 26, 2022), the Politburo concluded to continue promoting the implementation of personnel reduction in accordance with Resolution XIII of the Party Congress. For the period 2021-2026, the entire political system will reduce at least 5% of the personnel of cadres and civil servants and at least 10% of the personnel of public employees receiving salaries from the State budget.
For agencies, organizations, localities, and units that have not yet achieved a 10% reduction in staffing levels during the 2016-2021 period, they must simultaneously pursue the staffing reduction target for the 2022-2026 period while continuing to meet the 2016-2021 reduction target. In areas where targets for the 2016-2021 period are exceeded, the excess amount will be included in the 2022-2026 implementation results.

The conclusion states that, for the time being, the number of local trade union staff positions that have been allocated in excess of the allocated quota should be maintained. The Central Organization Department, in coordination with the Vietnam General Confederation of Labor and relevant Party committees and organizations, will conduct a comprehensive review and assessment of the overall situation regarding the management and allocation of trade union staff positions. This will serve as the basis for advising and guiding the allocation of staff positions to provincial and district-level trade union federations. After guidance on staff allocation to provincial and district-level trade union federations is issued, the standing committees of provincial and city Party committees will allocate trade union staff positions according to regulations within the total allocated quota.
"The staffing quota allocated for the period 2022-2026 does not include contract workers. Agencies, organizations, and units shall independently decide on the use of labor contracts and the payment of salaries and allowances to contract workers in accordance with regulations, using their own recurrent expenditure budget," the conclusion emphasized.
The Politburo authorizes the Steering Committee to consider and decide on the use of reserve personnel when necessary (reserve personnel is approximately 0.5% of the total personnel). The Central Organization Committee, the Party Caucus of the National Assembly, the Party Committee of the Government, the Office of the President, the Central Military Commission, the Party Committee of the Public Security Ministry, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and the Party Committee of the State Audit Office manage the personnel of agencies, organizations, localities, and units under their authority.
Agencies and organizations entrusted with personnel management authority are responsible for leading, directing, and coordinating the implementation of the Politburo's policies and decisions, and exercising their authority to allocate and manage personnel according to regulations; they also inspect and supervise the management and use of personnel by agencies, organizations, localities, and units under their jurisdiction.
The Politburo requires Party committees and organizations directly under the Central Committee to be responsible for leading, directing, and organizing the serious and effective implementation of the Party's policies and regulations, and the State's laws on the management and use of personnel quotas in localities, agencies, and units; directly managing the assigned personnel quotas, leading, directing, and deploying personnel quotas to subordinate agencies, organizations, localities, and units in a strict, effective, and compliant manner.
The Party Committee of the National Assembly and the Party Committee of the Government lead and direct the review, supplementation, and amendment of relevant legal documents, ensuring consistency and uniformity with the Party's policies and regulations on personnel management.
The Central Organizing Committee completes the list of job positions in the political system; assists the Politburo, the Secretariat, and the Steering Committee in guiding, inspecting, and supervising the implementation of personnel management; and reports periodically or when necessary to the Politburo and the Steering Committee.
