Attending the conference, on behalf of Military Region 4 were Major General Nguyen Tan Cuong - Member of the Central Committee of the Communist Party of Vietnam, Commander of Military Region 4. On behalf of Nghe An province were: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

In accordance with the Decision on personnel transfer and appointment of the Prime Minister and the Central Military Commission - Ministry of National Defense, Colonel Ha Tan Tien - Member of the Standing Committee of the Provincial Party Committee, Commander of the Provincial Military Command, received the Decision appointing him to the position of Deputy Commander of Military Region 4.

The Central Military Commission - Ministry of National Defense has also issued a decision appointing Colonel Tran Van Hung, formerly the Deputy Commander and Chief of Staff of the Provincial Military Command, to the position of Commander of the Provincial Military Command.

The Commander of the Military Region and the Standing Deputy Secretary of the Provincial Party Committee assigned tasks and emphasized several new requirements and responsibilities for the military and national defense duties of the Nghe An armed forces in the coming period.
