The Ministry of Education and Training is about to conduct a survey on teachers' English proficiency.
The Ministry of Education and Training will conduct a competency survey to determine the training needs of teachers who teach English or organize educational activities and teach other subjects and specialized fields in English.
According to Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Management Staff (Ministry of Education and Training), the Ministry will soon conduct a survey to understand the current state of English proficiency among teachers in general, and especially those teaching English and other subjects in English. From this, they will determine the need for training to improve the skills of English teachers, those organizing educational activities, and those teaching other subjects in English.
This aims to realize the project "Making English the second language in schools in the period 2025-2035, with a vision to 2045".
"The Ministry of Education and Training will conduct a survey to identify 'weak points' in teachers' English proficiency. From there, they will develop appropriate training programs to implement the policy of making English a second language in schools," Mr. Duc said.
The department will select a "spot," which could be a single school or a cluster of schools. The survey will be conducted on-site.
Mr. Duc stated that the Ministry has emphasized the importance of taking this task seriously. "Because we must assess capabilities accurately in order to fill gaps. We can use random selection, not just recommendations. However, the survey results will be kept confidential and will not be used for evaluation, ranking, or performance reviews," Mr. Duc shared.
Mr. Duc stated that participating units in the survey must meet requirements such as: ensuring at least 1000 people participate in the exam simultaneously; having a sufficiently large standardized question bank covering all four skills (listening, speaking, reading, and writing); and the time allotted for completing the exam for all four skills not exceeding one session.
According to the plan, in February, the Ministry of Education and Training will select participating units for the survey. The survey will be conducted in April 2026, and after that, the Ministry of Education and Training will analyze the results to determine the competency levels of teachers.
