Ministry of Transport agrees to continue collecting fees for cars entering the airport

After a meeting between the Ministry of Transport and the Ministry of Finance, the parties agreed that there was no basis to request the Airports Corporation of Vietnam (ACV) to stop collecting fees for cars entering and exiting the airport.

According to the Ministry of Transport, ACV is the unit assigned by the state to manage, invest in, and exploit the infrastructure system of airports nationwide, including: Investing in road systems, car parks, transport connections, ensuring security and order, operating routes, etc.

Therefore, according to the Ministry of Transport, ACV's service fee collection is necessary to compensate for the capital invested as well as to maintain, repair, and manage the exploitation of the infrastructure system serving airport exploitation.

However, to more closely manage the provision of services and collection of fees for using the access roads to the airport terminal, the Ministry of Transport will direct research and propose adding this service to the list of essential non-aviation services at the airport.

Regarding the proposal of the Civil Aviation Authority of Vietnam to temporarily stop collecting service fees for using the access roads to the airport terminal, from the above analysis, the Ministry of Transport finds that there is not enough basis to request ACV to implement.

Regarding the conclusion of the Government Inspectorate on the fact that airports collect service fees from cars taking passengers to and from the airport in violation of regulations, the Ministry of Transport assigned the Civil Aviation Authority of Vietnam to coordinate with ACV to review the planning and land use plan to determine the purpose of use for each type of land in the airport area, thereby clarifying ACV's obligations to the State.

“If ACV uses land for business purposes, it must pay land use fees according to land law and report to the Ministry of Transport before February 5, 2018,” the Ministry of Transport concluded.

Previously, the Government Inspectorate concluded that in the 2012-2015 period, ACV collected more than VND500 billion in fees for cars entering and leaving the airport in violation of regulations. Permanent Deputy Prime Minister Truong Hoa Binh directed the Ministry of Transport to coordinate with the Ministry of Finance to handle the matter.
