The Ministry of Transport plans to tighten regulations on driver training.

The Ministry of Transport is drafting a Circular stipulating the handling of violations in the training, examination, and issuance of driver's licenses for road motor vehicles. In particular, the Ministry proposes penalties for violations committed by driver training facilities.

Specifically, training institutions will be warned if they violate any of the following:

1. Organizing admissions for learners who do not meet the prescribed conditions regarding age, health, driving experience, and safe driving mileage;

2. Organizing driver training courses for categories A1, A2, A3, and A4 that do not comply with the operational plan registered with the Department of Transportation;

3. Conducting training outside the location specified in the training license;

4. Recruiting, managing, and organizing professional training for driving instructors in violation of regulations and failing to meet standards;

5. Failure to sign and terminate training contracts with learners of automobile driving as required; failure to publicly disclose admission requirements, training programs, tuition fees, examination fees, and driver's license issuance fees; collecting and using driver training tuition fees in violation of current regulations;

6. Organizing examinations and issuing basic certificates or training certificates to driving students in violation of regulations; submitting reports on driving training, registering for examinations, and requesting the organization of examinations in violation of regulations;

7. Storing records and related documents of the training course in a manner inconsistent with the state's vocational training management regulations and current regulations;

8. Insufficient number of instructors and training vehicles, or failure to meet the required conditions and standards;

9. Failure to comply with the prescribed content, program, curriculum, and training time for driver training;

10. Failure to report detailed driver training procedures resulting in a traffic accident with particularly serious consequences.

The draft clearly states that training institutions will be subject to disciplinary action under the Government's regulations on administrative penalties in the field of road traffic if they violate two or more of the specified points, or violate one of the specified points twice or more times within a year.

According to the draft, driving schools that violate any of the following will be subject to penalties as stipulated by the Government's regulations on administrative sanctions in the field of road traffic: Organizing new training and upgrading driving licenses that do not comply with the capacity, duration, location, and license class specified in the driving training license; failing to ensure the technical and professional standards of the driving training facility; failing to ensure a sufficient number and standard of instructors and training vehicles for all categories according to the capacity of the issued driving training license.
