Ministry of Transport plans to tighten driver training
The Ministry of Transport is drafting a Circular regulating the handling of violations in the training, testing and licensing of road motor vehicle drivers. In particular, the Ministry proposes handling violations against driver training facilities.

Specifically, training facilities are warned when they violate one of the following contents:
1- Organizing enrollment for learners who do not meet the prescribed conditions regarding age, health, seniority and safe driving mileage;
2- Organizing driver training for classes A1, A2, A3, A4 not in accordance with the operation plan registered with the Department of Transport;
3- Organizing training outside the location stated in the training license;
4- Recruiting, managing, and organizing professional training for driving practice teachers for the teaching staff not in accordance with regulations and not ensuring standards;
5- Not signing and terminating training contracts with car driving learners according to regulations; not publicizing admission conditions, training programs, tuition fees, testing fees, and driver's license fees; collecting and using driver training fees not in accordance with current regulations;
6- Organizing tests, granting primary certificates or training certificates to driving learners in violation of regulations; making reports on driving training, registering for tests and proposing to organize tests in violation of regulations;
7- Storing records and related documents of training courses that are not in accordance with the state's vocational training management regulations and current regulations;
8- Instructors and driving practice vehicles are not sufficient in number and do not meet the prescribed conditions and standards;
9- Failure to properly implement the content, program, curriculum and driver training time as prescribed;
10- Failure to report in detail the driver's training process, resulting in a traffic accident with particularly serious consequences.
The draft clearly states that training establishments are proposed to be handled according to the Government's regulations on administrative sanctions for violations in the field of road traffic when they violate two or more points or violate two or more times within one year one of the above-mentioned points.
Also according to the draft, driving training facilities that violate one of the following contents are proposed to be handled according to the Government's regulations on handling administrative violations in the field of road traffic: Organizing new training and upgrading training for driving licenses not in accordance with the traffic volume, duration, location, and driving license class stated in the driving training license; not ensuring the technical standards and professional qualifications of the driving training facility; not ensuring sufficient quantity and standards of teachers and driving practice vehicles of all classes according to the traffic volume of the driving training license granted.
