The Ministry of Interior has proposed increasing the basic salary to 2.53 million VND/month from July 1, 2026.

The Ministry of Interior has proposed adjusting the basic salary from the current 2.34 million VND/month to 2.53 million VND/month, equivalent to an increase of approximately 8%, expected to be implemented from July 1, 2026.

According to the Ministry of Interior, the current basic salary is only equivalent to about 56.12% of the average regional minimum wage in the business sector. This results in low income for officials, civil servants, and members of the armed forces, affecting their living standards and work quality.

Increasing the base salary is considered necessary to improve income, create work motivation, enhance work efficiency, and at the same time contribute to strengthening public service ethics and the quality of operation of the political system.

The new base salary will serve as the basis for calculating salaries in payrolls, allowances, deductions, and many other benefits as stipulated by regulations. In addition, it will also be the basis for calculating operating expenses, living expenses, and other benefits under current regulations.

The draft decree specifies nine groups of subjects to whom the new basic salary will be applied from July 1, 2026. These groups include:

Officials and civil servants from the central to the commune level; public employees in public service units; contract workers in administrative agencies and public service units according to current regulations; and employees within the staffing quotas of associations supported by the state budget.

Those proposed to be subject to the new base salary include officers, professional soldiers, workers, defense officials and contract laborers in the military; salaried officers, non-commissioned officers, police workers and contract laborers in the police force; people working in cryptographic organizations; non-commissioned officers and soldiers in the military and police; and part-time workers in villages and residential areas.

For agencies and units currently applying special financial and income mechanisms, the draft proposes retaining the income difference between before and after July 1, 2026, to ensure the rights of employees. If the new income level is lower than the general salary level, the general regulations will be applied to ensure no disadvantage is incurred.

The Ministry of Interior stated that the adjustment of the basic salary level will be considered by the Government and reported to the National Assembly for decision, based on the balance of the state budget, the consumer price index, and the economic growth rate.
