The Ministry of Finance has implemented a fixed budget for the use of official vehicles starting from October 1, 2016.

The Ministry of Finance has just issued Decision No. 1997/QD-BTC stipulating the regulations on the lump-sum allocation of funds for the use of automobiles.

Accordingly, the Ministry of Finance applies a fixed allowance for the use of official vehicles to the positions of Deputy Minister of Finance and leadership positions with a position allowance coefficient of 1.25 (Director General and equivalent) within the Ministry of Finance.

The fixed rate is determined based on the prices of popular taxi companies (4-seater type) in the market; the fixed number of kilometers is the actual distance from the residence to the workplace; the number of trips from the residence to the workplace per day is 2 trips (round trip); the number of working days in the month is as stipulated in the Labor Code (22 days).

The fixed rate for the allowance for the use of a car is determined once every 12 months, starting from the date the Ministry approves the fixed rate for the use of a car for the position of Deputy Minister of Finance.

The Ministry of Finance has assigned the Planning and Finance Department to develop a fixed rate for the daily transportation allowance for Deputy Ministers of Finance, covering their commuting from their residences to their workplaces; to disburse the allowance along with their salaries to each Deputy Minister; and to coordinate with the Ministry of Finance's Office to determine the actual distance from the residence to the workplace of each Deputy Minister.

Based on the provisions of this Decision, the General Departments and equivalent bodies shall determine and pay the lump-sum allowance for the use of automobiles together with the salary payment for leadership positions with a position allowance coefficient of 1.25 (Director General and equivalent) within the General Departments.
