The Politburo and the Secretariat of the Central Committee have requested the continued implementation of the policy to ensure that 100% of the positions of Chairman of the Provincial People's Committee, Chairman of the Provincial Inspection Committee, and Chief Inspector are held by individuals who are not from the local area, to be completed before December 15th.

On behalf of the Politburo, Standing Committee Secretary Tran Cam Tu has just signed and issued Conclusion 201 of the Politburo and the Secretariat on the situation and results of the Party congresses of Party committees directly under the Central Committee for the 2025-2030 term and some tasks for the coming period.
At the meeting on October 31st, the Politburo and the Secretariat basically agreed with the report summarizing the work of the Party congresses of Party committees directly under the Central Committee for the 2025-2030 term, presented by the Central Organization Department. Party committees and organizations directly under the Central Committee, and Party departments, have made many efforts and overcome difficulties to successfully advise on and organize the congresses in accordance with the spirit of Directive No. 45.
The Politburo and the Secretariat of the Central Committee requested that Party committees and organizations directly under the Central Committee immediately implement the tasks following the congress and make thorough preparations for the 14th National Congress of the Party.
Party committees and organizations should promptly finalize and issue working regulations, the entire term's work program, and action programs to implement the congress resolution; consolidate and assign members of the executive committee, standing committee, deputy secretaries, secretaries, and consolidate leadership positions in the People's Council, People's Committee, departments, and agencies according to the personnel plan.
The Politburo and the Secretariat emphasized that this process must ensure democracy, objectivity, and adherence to proper procedures, fostering consensus and promoting unity, innovation, and creativity, boosting emulation movements, and creating a new momentum and renewed confidence in organizational action.
Party committees and organizations at all levels also need to thoroughly understand and implement the resolutions of the Party congress at the grassroots level, immediately putting them into practice, focusing on achieving and exceeding the tasks set for 2025.

Conclusion 201 requires Party committees and organizations at all levels to comprehensively improve the institutions related to the functions, tasks, powers, and organizational structure of agencies, units, and organizations within the political system in order to achieve rapid and sustainable national development.
"Promoting decentralization and delegation of power, coupled with administrative procedure reform, ensures efficiency and suitability for the two-tiered local government system."
"Strictly implement the new regulations on personnel work, especially the evaluation of cadres, ensuring democracy, transparency, impartiality, and objectivity in a consistent, continuous, multi-dimensional manner, with criteria linked to the effectiveness and results of task performance, through specific products," the conclusion of the Politburo and the Secretariat clearly stated.

Conclusion 201 also calls for strengthening propaganda and public opinion guidance; protecting internal politics and state secrets; protecting the Party's ideological foundation; combating and neutralizing conspiracies, schemes, and activities against the Party and the State; refuting false views, distorted and malicious information, especially on the internet, related to the preparations for the congress; and strictly handling violations.
The Politburo and the Secretariat emphasized the need to focus on preparing well for the organization of the 14th Party Congress. The Standing Committees of the Subcommittees are tasked with researching and incorporating feedback from Party congresses at all levels; opinions from National Assembly delegates and various segments of the population, intellectuals, scientists, etc., to finalize the draft documents to be submitted to the 15th Central Committee Conference.
Conclusion 201 states: "Continue preparing the personnel matters and necessary conditions to successfully organize the 14th Party Congress."
In addition, Party committees and organizations will summarize their work in 2025 and implement tasks for 2026; and make good preparations for the elections of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
