Arrange for the Chairman of the Provincial People's Committee to be a non-local person before December 15

On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion 201 of the Politburo and Secretariat on the situation and results of the congresses of party committees directly under the Central Committee for the 2025-2030 term and a number of tasks in the coming time.

At the meeting on October 31, the Politburo and the Secretariat basically agreed with the report summarizing the work of the congresses of Party organizations directly under the Central Committee for the 2025-2030 term presented by the Central Organizing Committee. Party committees and organizations directly under the Central Committee and Party committees have made great efforts and overcome difficulties to advise and successfully organize the congress in accordance with the spirit of Directive No. 45.

The Politburo and Secretariat requested Party committees and organizations directly under the Central Committee to immediately deploy post-congress work and prepare well for the 14th National Party Congress.

Party committees and organizations at all levels urgently complete and immediately issue working regulations, full-term working programs, and action programs to implement the congress resolutions; complete and assign members of the executive committee, standing committee, deputy secretaries, secretaries, and complete leadership positions of the People's Council, People's Committee, departments, and branches according to the personnel plan.

The Politburo and Secretariat noted that this must ensure democracy, objectivity, and proper procedures, create consensus, promote solidarity, innovation, and creativity, and boost emulation movements, creating new momentum and new confidence in organizing actions.

Party committees and organizations at all levels also need to thoroughly grasp and deploy to the grassroots level, immediately put the congress resolution into life, and immediately focus on achieving and exceeding the set tasks for 2025.

Conclusion 201 requires Party committees and organizations at all levels to synchronously perfect institutions related to functions, tasks, powers, and organizational structures of agencies, units, and organizations in the political system to develop the country quickly and sustainably.

"Promoting decentralization and delegation of power associated with administrative procedure reform to ensure efficiency and suitability for two-level local government.

"Strictly implement new regulations on personnel work, especially the work of evaluating personnel to ensure democracy, publicity, impartiality, objectivity in a consistent, continuous, multi-dimensional manner, with criteria linked to effectiveness and results of task performance, through specific products," the conclusion of the Politburo and Secretariat clearly stated.

The Politburo and Secretariat requested to continue implementing the policy of arranging 100% of the positions of Chairman of the People's Committee, Chairman of the Inspection Committee, and Chief Inspector of the province to not be local people, to be completed before December 15.

Conclusion 201 also requires strengthening propaganda work, orienting public opinion; protecting internal politics, protecting state secrets; protecting the Party's ideological foundation, fighting to neutralize plots, tricks, and activities against the Party and the State; refuting wrong views, distorted and toxic information, especially on cyberspace related to the congress preparation work; strictly handling violations.

The Politburo and the Secretariat noted the need to focus on preparing well for the organization of the 14th Party Congress. The Standing Committees of the Sub-Committees studied and received comments from Party Congresses at all levels; comments from National Assembly deputies and people from all walks of life, intellectuals, scientists... to complete the draft documents to be submitted to the 15th Central Conference.

Conclusion 201 stated: "Continue to prepare personnel content and necessary conditions to successfully organize the 14th Party Congress".

In addition, Party committees and organizations will summarize the work in 2025 and deploy tasks in 2026; well prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
