Ministry of Justice: Expected to abolish 520 administrative procedures and reduce 2,263 business conditions.

The Ministry of Justice anticipates abolishing 520 administrative procedures in 2025. The total number of administrative procedures to be reduced or simplified is 2,941 out of 4,888 procedures related to production and business activities.

The Ministry of Justice requests the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and cities to urgently direct the review and proposal for the reduction and simplification of administrative procedures, prepare reports, and send the results to the Ministry of Justice before October 31, 2025.

The official document states: This is a very important and urgent task that requires prompt and focused completion. The Ministry of Justice requests the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to pay attention to directing its implementation.

According to a report by the Ministry of Justice, ministries and ministerial-level agencies are currently focusing on effectively implementing administrative procedures stipulated in legal documents, as well as reviewing and researching the reduction and simplification of administrative procedures in accordance with directives, and concentrating on implementing approved plans for reducing and simplifying administrative procedures.

In implementing Resolution No. 66/NQ-CP, as of September 22, 2025, ministries and ministerial-level agencies have proactively reduced (abolished) 172 administrative procedures, simplified 718 administrative procedures; and reduced (abolished) 222 business conditions.

It is projected that 520 administrative procedures will be abolished and 2,421 will be simplified in 2025. The total number of administrative procedures reduced or simplified is 2,941 out of 4,888 related to production and business activities (expected to reach 60%).
The Ministry of Justice plans to cut 2,263 out of 6,974 business conditions in conditional business sectors (an expected reduction of 32%).

Ministries and ministerial-level agencies are also continuing to review and address limitations and shortcomings in the decentralization, delegation, and delineation of authority for resolving administrative procedures in the implementation of the two-tiered local government system.

In addition, ministries and agencies have accelerated the construction of national and specialized databases; interconnected, synchronized, and shared data between systems to provide full-process online public services, as well as reduce and simplify administrative procedures.

According to data from the National Database on Administrative Procedures (accessed October 17, 2025), the total number of administrative procedures currently stands at 5,527. This includes: 3,170 procedures at the ministerial or vertical agency level; 2,082 procedures at the provincial level; 400 procedures at the commune level; and 141 procedures at other agencies.

In addition, statistics from the Government Office show that there are 668 administrative procedures stipulated by local authorities to meet specific local policies.

Recently, the Ministry of Public Security has proactively coordinated with consulting units to review and identify 15 types of documents that already have complete data and can be automatically processed to reduce and simplify the components of administrative procedures.

Based on that, the Ministry of Public Security has compiled a detailed list of administrative procedures whose required documents can be replaced by data. Accordingly, it is projected that there are 734 administrative procedures whose required documents include one of 15 types of paper documents that can be replaced by data.
