Previously, on October 15th, the Van Quan Ward Police Station, Ha Dong District, received a report from Mr. Hoang Xuan Vi (born in 2003, from Ninh Binh province) stating that on the night of October 14th, his blue Honda Wave motorbike with license plate 17B6 - 419… was stolen by thieves. The motorbike was parked in the area of ​​alley 33 Luong Ngoc Quyen, Van Quan Ward.

Mr. Vĩ was careless, thinking that his vehicle was secured with a U-lock, so he didn't take it to the parking lot. However, the U-lock was ineffective because the thieves used hydraulic pliers to cut it...

Recognizing this as a professional criminal gang, the leaders of the Ha Dong District Police directed the Criminal Police Team to coordinate with the Van Quan Ward Police to form a task force and promptly implement operational measures to apprehend them.

Through professional investigative measures, within 24 hours of investigation and tracing, in coordination with the Huong Thuy Town Police, Thua Thien Hue Province, the Ha Dong District Police task force clarified and arrested eight individuals involved in theft and receiving stolen property, including: Nguyen Van Quyen (born in 1988, residing in Dong Xuan Commune, Soc Son District, Hanoi City, with two prior convictions for theft and fraud); Luu Van Thuy (born in 1990, residing in Thach Da Commune, Me Linh District, Hanoi City, with five prior convictions and one prior offense, all related to theft); Bui Huy Tuyen (born in 1996, from Lap Thach, Vinh Phuc Province); Phan Van Canh (born in 1989, from Hau Loc, Thanh Hoa Province, residing in Me Tri Ward, Nam Tu Liem District, Hanoi City); Bui Van Giang (born 2000, from Tu Ky district, Hai Duong province, residing in Kim Lien ward, Dong Da district, Hanoi); Luu Kim Thinh (born 1988, residing in Tay Mo ward, Nam Tu Liem district, Hanoi); Le Van Luan (born 1991, from Thuy Tan commune, Huong Thuy town, Thua Thien Hue province) and Le Van Luu (born 1994, residing in Huong Thuy town, Thua Thien Hue province).

The police seized evidence including: hydraulic pliers, 1 screwdriver, 3 wrenches, 13 motorcycles of various types, and many disassembled motorcycle parts.

At the police station, the suspects confessed that from the beginning of October until their arrest, they had committed 20 consecutive motorcycle thefts in Hanoi.

Specifically, in early August 2024, Nguyen Van Quyen, Luu Van Thuy, and Bui Huy Tuyen, three vagrants, met and befriended each other in Hoa Binh Park in Bac Tu Liem District, Hanoi. They quickly hit it off and decided to steal motorbikes together.

The gang planned to roam around at night, scouting for unattended motorbikes parked on the street to steal. Initially, they looked for bikes without steering locks or wheel locks to tamper with the electrical system or use crowbars to break the locks. But during their theft spree, they noticed many bikes were locked with U-shaped locks, so they bought additional hydraulic pliers to cut all kinds of locks.

After stealing the vehicles, Quyen, Thuy, and Tuyen went online, joining groups dedicated to "buying and selling vehicles without registration papers" to find buyers. They then connected with Phan Van Canh and Bui Van Giang (owners of motorcycle repair shops) and sold the vehicles for 3-4 million VND each. Canh then sold them to Luu Kim Thinh's "vehicle dismantling workshop." At the workshop, Thinh removed the parts, ground down the frame and engine numbers, and then advertised the vehicles for sale on social media, shipping them to provinces nationwide.

Unlike Thinh, Giang bought the car and immediately sold it to Le Van Luan, who then transferred it to his younger brother, Le Van Luu, in Thua Thien - Hue. Luu's intention was for Luu to find a way to smuggle the car across the border for resale.
