Comrade Lai Xuan MonThe 14th National Congress of the Communist Party of Vietnam marks a crucial turning point, not only summarizing a term and a period of development but also establishing a strategic vision and guiding the country's path forward in the new era, an era of national progress for Vietnam, aiming to realize development goals by 2030 and 2045. Therefore, information and propaganda work regarding the Party congresses at all levels and the 14th National Congress of the Party is identified as a particularly important political task, with the press playing a key role. The Central Propaganda and Mass Mobilization Department has focused its leadership, guidance, and direction on media agencies to concentrate information and propaganda on the Party congresses at all levels and the 14th National Congress of the Party since the beginning of 2025.

We acknowledge the outstanding efforts and crucial contributions of the press in disseminating information about the Party congresses at all levels and the preparations for the 14th National Congress of the Party. The press proactively and effectively implemented comprehensive and coordinated information dissemination, creating a positive and widespread political atmosphere, highlighting the spirit of unity, democracy, intelligence, and innovation; providing timely, accurate, effective, and well-directed information, significantly contributing to shaping public perception of the 14th National Congress of the Party, the outstanding achievements after 40 years of reform, the 13th National Congress term, especially the Party's historical strategic policies and decisions from August 2025 to the present.

Through propaganda, the press has helped people see the open-mindedness, responsibility, intelligence, democracy, and thoroughness in the preparation of documents and personnel for Party committees at all levels; affirming the maintenance of the "three-legged stool" role:Verification - Clarification - Guiding Public OpinionResolutely combating false and harmful information contributes to maintaining political and ideological stability, upholding the ideological front, and strengthening the trust of cadres, Party members, and the people in the Party, the State, and the regime. This creates a widespread political campaign throughout the Party, the people, and the armed forces; generating momentum, confidence, and determination to successfully implement the Resolution of the 13th National Congress of the Party and preparing the best possible conditions for the success of the 14th National Congress of the Party.

In just the last three months, tens of thousands of news articles and programs about the 14th National Congress and Party congresses at all levels have been published. The revolutionary Vietnamese press system has played a leading, core, and pioneering role, truly serving as the voice of the Party and State, and a reliable forum for the people. Key political media outlets such as the Nhan Dan Newspaper, Vietnam News Agency, Vietnam Television, Vietnam Radio, the People's Army, and the People's Police; as well as media agencies of central and local ministries and departments, have developed well-planned and diverse information campaigns. This demonstrates that the press has truly mastered the information "battlefield," contributing to encouraging and motivating the entire Party, people, and army to uphold patriotism, the strength of national unity, and determination to successfully achieve the strategic goals set forth by the 13th National Congress.

Simultaneously, the establishment of the Press Center serving the 14th National Congress of the Party not only aims to ensure the provision of accurate, timely, and complete information to the press, but also demonstrates the spirit of openness, transparency, proactive integration, enhanced dialogue, and the dissemination of the image of a peaceful, stable, innovative, and developing Vietnam to the people at home, our compatriots abroad, and international friends.

In the context of the rapidly developing and complex cyberspace, the press affirms its role in guiding public opinion, promptly combating and refuting false and harmful information, contributing to maintaining political and ideological stability, and strengthening the people's trust in the Party. Each news article and journalistic product during this period not only carries informational value but also contributes to shaping the overall spirit and momentum of society on the eve of the 14th National Congress of the Party.

Reporter:One new aspect that has attracted particular attention from the public and the press is the proactive and open approach in providing information about the 14th Party Congress to domestic and international reporters. Could you please elaborate on the specific requirements for the press in their information and propaganda work regarding the 14th Party Congress?

Comrade Lai Xuan MonThe overarching principle in the propaganda work for the 14th National Congress is to proactively provide information, avoiding passivity and surprises, ensuring that information about the Congress is conveyed correctly, promptly, accurately, completely, and persuasively. Because in today's multi-faceted media environment, if we do not proactively provide information and do not master the information "battlefield," we can easily fall into a passive position.

Over the past period, the Central Propaganda and Mass Mobilization Department has closely coordinated with the Ministry of Culture, Sports and Tourism, the Vietnam Journalists Association, and other relevant agencies to lead, direct, and guide media agencies to focus on disseminating information about the Party congresses at all levels and the 14th National Congress of the Party. Media agencies have invested resources and organized the implementation in a systematic and scientific manner, creating a significant impact on society.

To ensure that information is transmitted promptly, accurately, and completely, press agencies have opened special pages and sections, increased frequency, improved quality, accelerated speed, and comprehensively innovated the content and form of information. The content of the propaganda is comprehensive, accurate, relevant, and timely, creating a special highlight and impression of the 14th Party Congress; ensuring adherence to the Party's directives and orientations, preventing errors, and upholding the following principles:accurate - consistent - standardized - persuasiveInformation in the press must be the mainstream information that guides and directs public opinion in society and on the internet; proactively and without hesitation combating and refuting harmful and toxic information on the internet.

Specifically, media outlets must focus their information and propaganda efforts on highlighting the political, historical, and strategic significance of the 14th National Congress; emphasizing the Party's Vision, the Nation's Achievements, the People's Aspirations, and the determination to innovate and rectify the Party. The press should not only report the news but also ignite faith, spread enthusiasm, and radiate positive energy throughout the Party, the armed forces, and the entire population.

Personnel and document preparation must be communicated in a transparent, rigorous, democratic, and scientific manner. The content of the communication must help the people understand that the personnel selection process is well-organized, scientific, and in accordance with regulations; that the nominated individuals are truly exemplary in terms of intellect, ability, character, and prestige. Congress documents must be meticulously and thoroughly prepared, deeply rooted in reality, and highly actionable. This is "key" information, and the press must take the lead, preventing hostile forces from exploiting it to distort, misrepresent, incite, or sow doubt among cadres, Party members, and the people.

Information in the press vividly portrays the results, achievements, and efforts of the entire Party, people, and army during 40 years of reform, especially the achievements of the 13th Party Congress term, firmly consolidating the people's confidence in the country's future.

Press agencies need to proactively and resolutely combat harmful and malicious information, false and hostile narratives with sharp reasoning and convincing evidence. The press must master cyberspace, maintaining a leading and dominant role, rather than blindly following social media.

In terms of format, serious investment in communication technology is needed to create high-quality digital journalistic products. The 14th Party Congress must have distinctive, accurate, persuasive, and engaging media products with high reach; developing digital content packages to promote the 14th Party Congress. It is also necessary to promote the creation, posting, and broadcasting of short clips, documentaries, livestreams, and online forums on digital platforms to reach the younger generation – the core force in spreading positive information.

Every article, every news item, every media product at this time needs to contribute to shaping the political atmosphere nationwide, strengthening the people's trust, and spreading the nation's aspiration for progress. The press must be a force that creates a positive flow of information in the media space.

Every media outlet and every journalist needs to deeply understand that publicizing the 14th National Congress of the Communist Party of Vietnam on the international stage is not only about conveying information about a political event, but also an opportunity for Vietnam to send a message about a Vietnam that is constantly innovating and creating; a Vietnam that is united, dynamic, integrated, self-reliant, confident, and strong; striving and determined to overcome difficulties to become a shining example in socio-economic development.
