(Baonghean) - Under the strong and close leadership and direction of the Provincial Party Committee, the Standing Committee of Que Phong District Party Committee promoted solidarity and unity, and strengthened the direction of implementing Resolution 4 of the Central Committee (term XII).

In particular, the review, self-criticism and criticism from the district to the grassroots level were carried out seriously and thoroughly, thereby actively implementing solutions to direct socio-economic development with high efficiency.

Along with effectively implementing the Central Committee's resolutions on Party building, when starting to deploy the Central Committee's Resolution 4, Session XII, the Standing Committee of the Que Phong District Party Committee (SC) issued specific plans, assigning responsibilities to each member to stay close to the grassroots.

Specifically, the District Party Committee issued: Plan No. 64-KH/HU dated December 29, 2016 on "studying, thoroughly grasping, propagating and implementing the Resolution of the 4th Conference of the 12th Party Central Committee"; Plan No. 65-KH/HU dated January 5, 2017 on implementing the Resolution of the 4th Conference of the 12th Party Central Committee on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; Decision No. 1068-QD/HU dated January 5, 2017 on establishing the Standing Committee to direct the implementation of Resolution No. 04-NQ/TW dated October 30, 2016 of the Central Committee; Notice 156-TB/HU dated January 5, 2017 on Assigning Working Groups to Direct the review in the spirit of Resolution of the 4th Central Committee (12th tenure) at Party Cells. The Standing Committee of the District Party Committee met to discuss and develop Action Program No. 08-CTr/HU dated January 6, 2017, the action program to implement the Resolution of the 4th Conference of the 12th Central Committee, to lead, direct and implement from the district to the grassroots level.

After the review conference, the awareness of cadres, party members and people about Party building work has been significantly raised. The vast majority of cadres and party members believe in Marxism-Leninism, Ho Chi Minh thought and the leadership of the Party.

Based on the limitations and shortcomings through review, most units have developed plans to overcome and correct the shortcomings of the collective; individuals have proposed tasks and solutions to overcome them and have committed to implementing and correcting the limitations and shortcomings.

Through collective review, the District Party Committee identified 11/27 manifestations. Regarding the individual review of the District Party Committee members, the identifications were focused on two major groups of manifestations: the group showing degradation in ideology and politics; the group showing degradation in ethics and lifestyle.

Regarding the Party organizations under the district, after review, 48/48 Party organizations were concluded by the district's working groups to meet requirements, on schedule, and completed before March 31, 2017. No unit had to be re-reviewed.

The Party's TCCS has frankly reviewed and clearly identified the manifestations in the collective and individuals, focusing on 2 groups of manifestations: the group of manifestations of ideological and political degradation concentrated in manifestations 3, 4, 5; the group of manifestations of moral and lifestyle degradation mainly concentrated in manifestation 5 and there are no manifestations in the group of "self-evolution" and "self-transformation".

After the review, the District Party Committee Standing Committee developed Plan No. 70-KH/HU dated March 2, 2017, developing 10 specific contents that need to be focused on leading and directing to overcome the signs of degradation after the review in the spirit of Resolution 4 of the Central Committee (term XII). Up to now, the identified contents have been basically overcome and focused on leading and directing good implementation in the coming time.

The Standing Committee of Que Phong District Party Committee focused on directing Party committees, authorities, the Fatherland Front and mass organizations from the district to the grassroots level to regularly evaluate the results of assigned tasks and find solutions to overcome limitations, especially existing problems such as: protecting forest resources, exploiting minerals, etc.

Through the effective implementation of the resolution's solution groups, the awareness of self-criticism and criticism of the Party Committee, the collective agency, unit, and each cadre and Party member in the district has been raised. The quality of self-criticism and criticism has changed significantly, increasingly promoting the spirit of democracy in the Party.

The quality of Party cell activities, the quality of cadres and Party members is more substantial through the assessment and classification of Party organizations and Party members. The responsibility of cadres and leaders, especially the heads of Party committees, agencies and units, continues to have many changes, reflected in the consistency between "saying and doing", being exemplary, taking the lead in leadership and direction. The quality of cadres is improved through direction, management and work efficiency.

By resolutely overcoming limitations in many areas and changing the awareness and exemplary behavior of each cadre and party member, especially the leaders of Party committees and authorities at all levels in Que Phong district, people's trust in the Party has been strengthened...

Que Phong district has 4 border communes: Tri Le, Nam Giai, Hanh Dich, Thong Thu with 7 ethnic groups living together, of which ethnic minorities account for 90.6% (Thai accounts for 83.2%, Mong accounts for 4.1%, Kho Mu accounts for 3.1%, other ethnic minorities account for 0.2%).

Many party bases are located in very difficult areas, and the lives of party members are still difficult. However, thanks to timely grasp and timely and close direction of the District Party Committee, good results have been achieved in implementing Resolution 4 of the Central Committee (term XII).

On that basis, the Que Phong District Party Committee continues to overcome limitations, create profound changes in self-awareness and exemplary behavior of each cadre and Party member, especially the heads of Party committees and authorities at all levels in the district to promote socio-economic development and improve people's lives.
