With the entire political system involved, Nghe An accelerates the completion of its land database.

Mobilize all resources to "race against time".

Previously, the task of building a land database was primarily handled by specialized forces. However, in response to the requirements of Prime Minister's Directive No. 05 and Plan 2959 of the Ministry of Agriculture and Environment and the Ministry of Public Security, Nghe An province has chosen a completely different approach, identifying this as a task for the entire political system.

This stems from the exceptionally large workload. Not only do local authorities have to build databases for millions of land parcels, but they also have to review, cross-reference, and supplement a multitude of missing information; correct inaccurate data fields; verify land user information against the National Population Database; and guide people in registering land parcels that have never been registered, have never been issued certificates, or for which the state agency no longer retains original records.

That's a workload that would be very difficult to complete in a short time if you relied solely on a few land administration officials in each commune. Therefore, in many localities, the Fatherland Front, mass organizations, commune police, youth union, Party branch secretaries, village heads, and teachers were all mobilized during the summer break to assist in filling out and scanning land use right certificates, entering data, and guiding people in completing their applications.

In Dai Hue commune, implementing the "90-day campaign to support people in declaring and obtaining land use right certificates for the first time, exchanging certificates, completing cadastral records and land database," the commune People's Committee established a Steering Committee and many working groups, while coordinating with the Nam Dan Branch of the Land Registration Office and going down to each hamlet.

In addition to receiving applications, the task forces also directly guide people in filling out the forms, reviewing each piece of information on the certificates, comparing it with citizen identification cards, and supplementing any missing data fields before uploading it to the system.

According to Mr. Nguyen Ho Tien - Chairman of the People's Committee of Dai Hue Commune, The entire commune currently has approximately 34,000 land parcels that require the construction, adjustment, and supplementation of land data databases. Of these, more than 19,000 are agricultural land parcels, about 11,500 are residential land parcels, and nearly 3,500 are land parcels belonging to organizations.

To date, nearly 10,000 residential land plots have completed data standardization according to the criteria of "accurate - complete - clean - livable"; the entire land group of the organization is also basically complete. The largest volume currently being reviewed is over 19,000 agricultural land plots.

The Chairman of the People's Committee of Dai Hue commune also stated: "The locality strives to issue outstanding land use right certificates and exchange land use right certificates for people from red to pink certificates before October 15, 2026. As for agricultural land plots, we will complete the cleaning of agricultural land data before December 31, 2026, in line with the provincial deadline."

Mr. Doan Van Canh, a specialist in the Economic Department of the Quang Dong Commune People's Committee, said that the commune always clearly defines the responsibilities. In addition to professional staff, the locality also mobilizes youth union members and teachers to participate in data entry and document scanning. At the same time, coordination between the Commune People's Committee, the Commune Police, and the Land Registration Office Branch is strengthened to resolve any remaining issues.

According to Mr. Canh, Quang Dong has a fairly large number of land plots, while much of the agricultural land previously lacked land use certificates. Regarding forest land, there are plots, but the boundaries of the plots belonging to households are not accurate compared to reality. Therefore, in addition to updating the new data, the locality must also review everything again to ensure that it is "correct - complete - clean - livable".

Meanwhile, in Xuan Lam commune, Mr. Hoang Duc Trung, Vice Chairman of the People's Committee, stated that the current workload far exceeds the capacity of the specialized workforce without the support of the entire political system.

According to Mr. Trung, in addition to the land administration and economic departments, the commune also mobilized officials from various departments, the Fatherland Front, mass organizations, youth union members, village officials, and teachers to participate. This is not only a temporary solution but also a way to leverage the strength of the entire political system in fulfilling the task of serving the long-term interests of the people.

Working on holidays and overtime to speed up progress.

Previously, people had to go to the commune's People's Committee during office hours, but now, officials proactively bring their work to the village's cultural center, choosing times outside of office hours or on weekends to make it convenient for people to participate.

In Dai Hue commune, on weekends, working groups coordinate with the Nam Dan Branch of the Land Registration Office to directly go to the village cultural centers to receive applications.

Mr. Tran Van Dai, currently residing in Ho Chi Minh City, rushed back to his hometown to complete his application upon learning about the commune's concentrated support program. He shared: "As soon as I heard about the initiative, I arranged my work and returned immediately. This time, the local authorities are very decisive. People from everywhere who heard the news tried their best to return to complete the process. The officials provided very thorough guidance, so the people felt very reassured and enthusiastic."

Mr. Nguyen Van Thai, Vice Chairman of the People's Committee of Thanh Binh Tho commune, also stated that to meet the deadline, the commune has mobilized the entire political system to participate. Regardless of day or night, during office hours or on Saturdays and Sundays, working groups have gone down to the villages to help people complete the necessary paperwork. We have identified this as a key task for 2026. Along with that, we are leveraging the professional support of the Department of Agriculture and Environment, the Information Technology Center, and the Branch Office of the Land Registration Office.

Local authorities have adopted the approach of "handling the easy tasks first, then the difficult ones," prioritizing the processing of applications that meet all the requirements to quickly increase the number of Group 1 land plots. Simultaneously, they are categorizing remaining applications into separate groups to find appropriate solutions. This method ensures timely progress while minimizing errors during the data update process.

Thanks to this approach, Thanh Binh Tho has completed the process for nearly 23,000 land plots, prioritizing those that meet the criteria for immediate inclusion in the database that meets the "correct - complete - clean - livable" criteria.

Not only the aforementioned localities, but many communes and wards in the province have also simultaneously deployed personnel to hamlets and villages to accelerate the progress of building land databases. Officials work even in the evenings and on weekends (Saturdays and Sundays), directly inviting people to provide and verify information on land use right certificates in cases where the original records are no longer kept by the state agency; they also scan certificates, supplement or correct missing or inaccurate information to clean up land data. For land plots currently in use but not yet declared, registered, or for which no certificate has been issued, localities are also focusing on guiding people to complete the procedures.

Launching the emulation movement "Building a land database"

The decisive action from the grassroots level has created a very clear transformation in results. By 10:00 AM on July 10, 2026, the entire province had built a database for 2,282,806 land parcels, accounting for 55.44% of the total number of land parcels in the area.

Of these, 1,177,536 plots met the criteria of "correct - sufficient - clean - livable," an increase of more than 590,000 plots compared to the time when Plan 2959 was first implemented. Notably, in just a short time after the implementation of Plan 2959, Nghe An added more than 1 million land plots to the database.

According to assessments by experts, Nghe An is currently among the top localities nationwide in terms of the speed of building land database systems.

However, much work remains to be done. Currently, the province still has over 1.83 million land parcels for which no database has been established; hundreds of thousands of land parcels still need to be matched with the National Population Database or have missing information fields added. This means that the amount of work ahead is still enormous.

At the provincial Steering Committee meeting, Mr. Phung Thanh Vinh, Vice Chairman of the Provincial People's Committee and Head of the Steering Committee for strengthening and promoting land surveying, cadastral mapping, land record keeping, and completion of the national land database in Nghe An province, acknowledged and highly appreciated the efforts of the departments, agencies, and localities. Mr. Phung Thanh Vinh emphasized that the province has only achieved about 76% of the plan assigned by the Ministry of Agriculture and Environment and the Ministry of Public Security, while there is not much time left.

Therefore, the Provincial People's Committee requests that departments, agencies, and localities continue to focus intensely on this, considering it a key political task in the remaining months of the year. Members of the Provincial Steering Committee and Task Force must increase their visits to the grassroots level to inspect, guide, and resolve difficulties; specialized units should continue to prioritize resources to support localities in accelerating progress.

The People's Committees of communes and wards will continue to focus intensely on effectively implementing tasks, including promoting the role of local authorities and mobilizing resources in the area to actively coordinate with the government in building the land database.

Launching a "Land Database Construction" emulation campaign in the area to celebrate National Day on September 2nd by completing the assigned targets in the first 5 months (from April to the end of August).

Based on this, all levels and sectors need to prioritize focusing human resources and accelerating deployment to hamlets and villages to scan land certificates for plots where people currently hold certificates but the state agency no longer retains the records; guide people in carrying out land registration procedures for all plots and types of land that have not yet been registered or issued certificates (this is the group being implemented according to Plan No. 965/KH-UBND of the Provincial People's Committee on handling backlog land); and at the same time, supplement missing information and correct any changes in information for plots belonging to group 2.

Focus on coordinating with commune-level police to clean up data for land parcels with inaccurate or missing information on land users and owners of assets attached to the land in the National Population Database, based on the list provided by the Land Registration Office and its branches.

Continue coordinating with the Land Registration Office Branch to supplement missing information, correct any changes in information, and complete land parcel data for parcels in Group 2, moving them to Group 1 (correct - complete - clean - active) according to the list provided by the Land Registration Office and the Land Registration Office Branch.

When each land parcel has standardized information and each record is fully digitized, the benefits extend beyond simply achieving a target or plan. More importantly, it will be the foundation for improving the effectiveness of state land management, shortening administrative procedure processing times, connecting with the National Population Database and other specialized databases, and serving the development of digital government, digital economy, and digital society.
