(Baonghean.vn) - Currently, the Youth Volunteer Force (TNXP) nationwide has 48 units and more than 7,000 members, of which Nghe An province has 13 general teams.

On the morning of November 9th, the Central Committee of the Ho Chi Minh Communist Youth Union organized a conference for youth volunteer units and a training session on project management for the youth volunteer force. Opening the conference, Permanent Secretary of the Central Committee of the Youth Union Nguyen Manh Dung highly appreciated the positive contributions of the Vietnamese Youth Volunteer Force, who spearheaded the undertaking of difficult and new tasks such as: building agricultural and forestry farms, Youth Volunteer economic zones; developing socio-economic models in remote, disadvantaged, border, and island areas; and implementing projects to build Youth Settlement Villages, rural bridges, and youth islands.

Many of these models have become centers for applying and transferring scientific and technological advancements in production, attracting young people and residents from neighboring areas to visit and exchange experiences.

Currently, with 48 units and over 7,000 members nationwide, the Youth Volunteer Force has developed economic development programs and projects, creating tens of thousands of stable jobs for young people, fostering their abilities and creativity in overcoming difficulties, and training and nurturing young cadres with practical experience and competence.

"Based on practical experience at various units, we share experiences in effectively organizing and implementing assigned tasks, while also offering suggestions and proposing practical solutions for programs and projects undertaken by the Youth Volunteer Force in the future," the Permanent Secretary of the Central Committee of the Youth Union emphasized.

In addition, delegates will be provided with basic knowledge on investment project management, investment cost management, construction quality, contractor selection, and payment and settlement procedures during and after investment implementation.

Speaking at the conference, Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department - affirmed that the 2017 National Youth Volunteer Conference held in Nghe An was a valuable opportunity for Nghe An province to meet, learn, and exchange experiences in leading and directing the building of the Youth Volunteer force to participate in socio-economic development.

To date, the province has 13 Youth Volunteer Brigades operating mostly in mountainous and border areas along the Vietnam-Laos border. The Nghe An Youth Volunteer Force has made significant contributions to the socio-economic development and national defense and security of the province, especially in the western region of Nghe An.

The entire force has successfully transformed 2,000 hectares of unproductive land into high-value raw material areas; protected, nurtured, and cared for over 30,000 hectares of forest and planted over 6,000 hectares of raw material forests; and invested in the construction of numerous infrastructure projects serving the lives and livelihoods of the people in the localities where the unit is stationed.

The Youth Volunteer Brigades also participated in effectively implementing policies to ensure people's well-being, developing the new economy, and guaranteeing national defense and security in remote, mountainous, and border areas, as well as participating in transferring scientific and technical knowledge to develop agriculture and forestry for young people in neighboring Laos.

Comrade Thai Thanh Quy expressed his hope that the Central Committee of the Youth Union and the central ministries, departments, and agencies would continue to pay attention to, support, and create favorable conditions for the development of the Youth Union.The Youth Volunteer Force of Nghe An province in particular, and of provinces and cities nationwide in general.

At the conference, delegates also frankly acknowledged the difficulties faced by Youth Volunteer units in economic development projects such as:Land policies, investment capital policies, and regulations and policies for Youth Volunteer Corps members have not been implemented consistently.

CThe programs and projects have not been truly linked to the development of the Youth Volunteer Force; some projects have not been highly effective, and even after the investment ends, they have not fully achieved the set objectives.

Some youth settlement projects, after handover, lack local attention in allocating funds for maintenance and upkeep of the facilities, as well as integrating support for production models that ensure sustainable livelihoods for young families.

Several delegates from Ho Chi Minh City, Nghe An, Quang Binh, etc., shared practical activities of their Youth Volunteer units and offered suggestions and proposals to the Central Youth Union for future solutions such as: researching and guiding the innovation of organization and forms of activity; proposing the creation of special mechanisms for Youth Volunteers; advising the Government on the implementation of new Youth Volunteer projects, especially in difficult and complex border areas that need the role of the Youth Volunteer force.

After listening to the discussions, the Central Committee of the Youth Union unanimously agreed that implementing youth projects participating in economic development, linked with the development of the Youth Volunteer Force, is a positive direction for development. This approach both maintains and enhances investment efficiency and serves as a basis for building and developing a sustainable model in two directions.

Specifically, this involves organizing Youth Volunteer Force to participate in economic development linked to the construction of new rural areas and sustainable poverty reduction in disadvantaged areas, border regions, and islands; and organizing Youth Volunteer Force to participate in economic development linked to public service tasks such as environmental protection, traffic safety, and tourism in urban areas, industrial zones, and export processing zones.

The briefing conference was part of a series of activities to celebrate the 11th National Congress of the Vietnam Youth Union, term 2017-2022, taking place over two days (November 9-10) in Vinh City, Nghe An province.
