On the morning of November 9, the Central Committee of the Ho Chi Minh Communist Youth Union held a conference for youth volunteer units and provided training on project management for the youth volunteer force. Opening the conference, Standing Secretary of the Central Youth Union Nguyen Manh Dung highly appreciated the positive contributions of the Vietnamese Youth Volunteer Force, who have taken the initiative to undertake difficult and new tasks such as: building agricultural and forestry farms, Youth Volunteer Economic Zones; socio-economic development models in remote, isolated, extremely disadvantaged areas, border areas, and islands; and implementing projects to build Youth Villages, rural bridges, and youth islands.
Many models have become centers for applying and transferring scientific and technical advances in production for young people and people from neighboring areas to visit and exchange experiences.
Currently, with 48 units and more than 7,000 members nationwide, the Youth Volunteer Force has built economic development programs and projects to create tens of thousands of stable jobs for young people, promote the capacity and creativity of young people to overcome difficulties, and train and foster young cadres with capacity and practical experience.
"Based on practical operations at the units, we share experiences in effectively organizing and implementing assigned tasks, and at the same time contribute ideas and propose practical solutions for programs and projects undertaken by the Youth Volunteer Force in the coming time" - the Standing Secretary of the Central Youth Union emphasized.
In addition, delegates will be imparted and guided with basic knowledge on investment project management, investment cost management, construction quality, contractor selection, payment and settlement during the implementation and completion of investment.

Speaking at the conference, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission affirmed that the 2017 National Youth Volunteer Conference held in Nghe An is a valuable opportunity for Nghe An province to meet, learn and exchange experiences in leadership and direction in building the Youth Volunteer Force to participate in socio-economic development.
Up to now, the province has 13 Youth Volunteer Force units operating mostly in mountainous areas and border areas along the Vietnam-Laos border. Nghe An Youth Volunteer Force has made important contributions to the socio-economic development and national defense and security of the province, especially in the western region of Nghe An.
The entire force has organized the exploitation of 2,000 hectares of ineffective land into high-value raw material areas; protected and cared for more than 30,000 hectares of forest and planted more than 6,000 hectares of raw material forests; invested in the construction of many infrastructure works to serve the lives and livelihoods of people in localities where the team is stationed.

The Youth Volunteer Force teams have also participated in implementing well the policy of people's security, developing the new economy, ensuring national defense and security in remote, isolated and border areas, and participating in transferring science and technology to develop agriculture and forestry for the youth of Laos.
Comrade Thai Thanh Quy hopes that the Central Youth Union, ministries, departments and central branches will continue to pay attention, support and create conditions for the development ofYouth Union force of Nghe An province in particular and provinces and cities in the country in general.
At the conference, delegates also frankly acknowledged the difficulties of Youth Volunteer Units in economic development projects such as:Land policy, investment capital policy; regimes and policies for cadres and youth union members are not implemented synchronously.
CPrograms and projects are not really linked to the development of the Youth Volunteer Force. Some projects are not yet effectively implemented, and even when the investment ends, they have not yet completed all the set goals.
Some youth village projects after handover lack local attention in arranging funding for maintenance and upkeep of the works as well as integrating support for production models to ensure sustainable living for youth households.

Some delegates from Ho Chi Minh City, Nghe An, Quang Binh... shared the practical activities of the Youth Volunteer Units, and at the same time made recommendations and proposals to the Central Youth Union for solutions in the coming time such as: researching and guiding innovation in organization and operation forms, proposing to create specific mechanisms for Youth Volunteers; advising the Government on implementing new Youth Volunteer projects, especially in difficult and complicated border areas that need the role of Youth Volunteers.
After listening to the discussion opinions, the Central Youth Union unanimously determined that implementing youth projects to participate in economic development associated with the development of the Youth Volunteer Force is a positive development direction, both maintaining and promoting investment efficiency and being the basis for building and developing a sustainable model in two directions.
Specifically, organizing the Youth Volunteer Force to participate in economic development associated with new rural construction, sustainable poverty reduction in difficult areas, border areas, and islands; organizing the Youth Volunteer Force to participate in economic development associated with public service tasks of environmental protection, traffic safety and order, and tourism in urban areas, industrial parks, and export processing zones.
The conference is part of a series of activities to welcome the 11th Central Youth Union Congress, term 2017-2022, taking place over 2 days (November 9-10) in Vinh City, Nghe An.
