For the above violation, Dam Vinh Hung was fined 27.5 million VND. The male singer was also subject to an additional penalty of 9-month suspension from performing activities according to the provisions of Point b, Clause 9, Article 11 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government.

The time limit for implementing additional penalties applies from the date of receipt of this decision.

"Mr. Huynh Minh Hung must strictly comply with this penalty decision. If after the deadline Mr. Huynh Minh Hung does not voluntarily comply, he will be forced to comply according to the provisions of law," the decision clearly stated.

Previously, representatives of the Department of Culture and Sports of Ho Chi Minh City also held a meeting to collect opinions from professional agencies on the above issue, based on Decree No. 144/2020/ND-CP dated December 14, 2020 regulating performance activities.

"Representatives of agencies and units have determined that singer Dam Vinh Hung's use of stylized foreign military-style costumes and accessories with medals and medals were not suitable for the content of the performances and the overall program.

This costume is also not suitable for Vietnamese cultural values, easily associated with sensitive issues related to politics, causing offense and creating bad public opinion, especially when the whole country is preparing to celebrate important political events, the 49th anniversary of the Liberation of the South and National Reunification; and the 70th anniversary of the Dien Bien Phu Victory," the department said.

The representative of the Department of Culture and Sports also shared that, through information from press agencies, social networking sites and many shares and comments, they criticized the fact that a person with influence on the public chose inappropriate clothing, causing negative impacts on public opinion and society.

In addition, many opinions from cultural activists, National Assembly deputies, managers, veteran officials, veterans, etc. showed the offensiveness in the performance activities at the program; requested that the authorities pay attention and handle it in accordance with legal regulations, contributing to building a healthy cultural environment.

"Costume is an element in performing arts activities. Using costumes for the right purpose and in the right context in the art space will bring emotions to the audience and contribute to orienting the viewer's perception. Using costumes incorrectly or inappropriately can cause offense and even violate the regulations on performing arts," the Department said.
