Accordingly, the authorities issued an administrative penalty against Dam Vinh Hung for performing in an artistic manner using costumes, words, sounds, images, movements, means of expression, and performance styles that violated the traditional customs and morals of the nation; negatively impacting public morality, health, and social psychology.

For the aforementioned violation, Dam Vinh Hung was fined 27.5 million VND. The male singer was also subject to an additional penalty of a 9-month suspension from performing, as stipulated in Point b, Clause 9, Article 11 of Government Decree No. 38/2021/ND-CP dated March 29, 2021.

The deadline for implementing the additional penalty is from the date of receipt of this decision.

"Mr. Huynh Minh Hung must strictly comply with this penalty decision. If Mr. Huynh Minh Hung does not voluntarily comply within the specified time limit, enforcement will be carried out in accordance with the law," the decision clearly states.

Previously, representatives from the Ho Chi Minh City Department of Culture and Sports also held a meeting to gather opinions from specialized agencies on the above issue, based on Decree No. 144/2020/ND-CP dated December 14, 2020, regulating performing arts activities.

"Representatives from various agencies and units have stated that the use of stylized costumes in the style of foreign armies and accessories featuring medals and decorations by singer Dam Vinh Hung is inappropriate for the content of the performances and the overall program."

"This outfit is also inappropriate for Vietnamese cultural values, easily evokes sensitive political issues, is offensive, and has created negative public opinion, especially during a time when the whole country is preparing to celebrate important political events, the 49th anniversary of the liberation of the South and the reunification of the country; and the 70th anniversary of the Dien Bien Phu Victory," the department stated.

Representatives from the Department of Culture and Sports also shared that, based on information gathered from the press, social media, and numerous shares and comments, there has been criticism of a person with public influence choosing inappropriate attire, which negatively impacts public opinion and society.

Furthermore, many opinions from cultural activists, National Assembly representatives, managers, veteran officials, and former soldiers indicate the offensive nature of the performances at the program; they request that relevant authorities pay attention and handle the matter in accordance with the law, contributing to building a healthy cultural environment.

"Costumes are an integral part of performing arts. Using costumes appropriately and in the right context within an artistic space will evoke emotions in the audience and contribute to shaping their perception. Inappropriate or unsuitable costumes can be offensive and even violate regulations regarding performing arts," the Department stated.
