Forms and methods of managing and protecting national borders.
Mr. and Mrs. Ba Ca, residing in Ky Son district, asked: What is a national border? What are the measures and forms of managing and protecting national borders as stipulated?
Reply:
According to Article 1 of the 2023 Law on National Borders, the national border of the Socialist Republic of Vietnam is the line and the vertical plane along that line that defines the limits of the mainland territory, islands, archipelagos including the Hoang Sa and Truong Sa archipelagos, the sea area, subsoil, and airspace of the Socialist Republic of Vietnam.
- Article 19 of the Vietnam Border Guard Law of 2020 stipulates the forms of management and protection of the national border, including:
+ Regular border management and protection are applied when the situation regarding sovereignty, territory, security, order, and social safety in the border area is stable;
Enhanced border management and protection measures are applied when significant political, economic, cultural, or social events occur in border areas, border gates, or on both sides of the border; when the security, order, and social safety situation in some border areas becomes complex; when military, security, or order exercises are being conducted in border areas or regions, or when natural disasters, calamities, epidemics, rescue operations, or criminal pursuit activities are underway that may lead to the perpetrators crossing the border; or when the border management and protection forces of a country sharing a common border request it.

+ Border management and protection during national defense emergencies, martial law, curfews, and states of war shall be carried out in accordance with the provisions of the law on national defense.
