Cases of land change registration
Mr. NQH in Nghi Loc district asked: According to the 2024 Land Law, in which cases must land change registration be performed?
Article 133 of the 2024 Land Law stipulates on Registration of Changes, specifically as follows:
1. Registration of changes is carried out in cases where a Certificate of land use rights or a Certificate of house ownership and land use rights or a Certificate of house ownership or a Certificate of construction ownership or a Certificate of land use rights, house ownership and other assets attached to land or a Certificate of land use rights, ownership of assets attached to land has been granted and there are the following changes:

a) Land users and owners of assets attached to land exercise the rights to convert, transfer, inherit, and donate land use rights and assets attached to land; contribute capital in the form of land use rights and assets attached to land; lease or sublease land use rights in infrastructure construction and business projects; and transfer projects using land;
b) Land users and owners of assets attached to land are allowed to change their names;
c) Change of information about land users and owners of assets attached to land on the issued certificate not falling under the cases specified in Point b of this Clause;
d) Change the boundaries, landmarks, side dimensions, area, number and address of the land plot;
d) Registering ownership of assets attached to a land plot that has been granted a Certificate of land use rights or a Certificate of house ownership and land use rights or a Certificate of land use rights, house ownership and other assets attached to land or a Certificate of land use rights, ownership of assets attached to land; registering changes in assets attached to land compared to the registered content;
e) Change of land use purpose as prescribed in Clause 1, Article 121 of this Law; in the case prescribed in Clause 3, Article 121 of this Law where the land user has a need to register changes;
g) Change of land use term;
h) Change the form of land allocation, land lease, payment of land use fees and land rent according to the provisions of this Law;
i) Change of land use rights, ownership of assets attached to land due to division, separation, consolidation, merger, conversion of organizational model or agreement of household members or of husband and wife or of a group of common land users, a group of common property owners attached to land;
k) Change of land use rights and ownership of assets attached to land according to the successful conciliation results of land disputes recognized by the People's Committee of competent authority; agreement in mortgage contract to settle debt; decision of competent state agency on settlement of land disputes, complaints and denunciations about land; judgment, decision of Court, decision on enforcement of judgment of enforcement agency that has been enforced; decision or award of Vietnam Commercial Arbitration on settlement of disputes between parties arising from commercial activities related to land; document recognizing the results of auction of land use rights in accordance with law;
l) Establish, change or terminate rights to adjacent land plots;
m) Changes in restrictions on land users' rights;
n) Changes in land use rights for construction of above-ground works serving the operation, exploitation and use of underground works, and ownership of underground works;
o) Land users and owners of properties attached to land request to issue, reissue or reissue the Certificate of land use rights or Certificate of house ownership and land use rights or Certificate of house ownership or Certificate of construction work ownership or Certificate of land use rights, house ownership and other properties attached to land or Certificate of land use rights and property ownership rights attached to land;
p) Land users and owners of properties attached to land exercise the right to mortgage land use rights and properties attached to land;
q) Selling assets, transferring and assigning land use rights that are public assets according to the provisions of law on management and use of public assets.
