Dismissal of Director of Environmental Protection Control Department

Mr. Luong Duy Hanh, former Director of the Department of Environmental Protection Control (Ministry of Natural Resources and Environment) was demoted to specialist.

According to a source from the Ministry of Natural Resources, today Mr. Luong Duy Hanh (former Director of the Department of Environmental Protection Control) has taken on a new assignment as an expert of the Legal Department of the Ministry. This is the last case among the individuals that the Central Inspection Committee concluded had committed violations in the environmental incident in four central provinces caused by Formosa.

According to the Central Inspection Commission, Mr. Hanh was irresponsible when he was the head of the Formosa project inspection team; he did not advise and supervise the implementation of environmental protection works during the construction and trial operation phases. The Central Inspection Commission decided to discipline Mr. Hanh by removing him from all positions in the Party.

Previously, three individuals from the Ministry of Natural Resources were disciplined, including former Minister Nguyen Minh Quang, Deputy Minister Bui Cach Tuyen and Nguyen Thai Lai. As for Mr. Mai Thanh Dung, the Ministry of Natural Resources transferred him from Deputy Director General of the Environment Department to Deputy Director of the Institute for Strategy and Policy on Natural Resources and Environment.

Regarding the above incident, Mr. Vo Kim Cu, Secretary of the Party Committee, Chairman of the Vietnam Cooperative Alliance, former Secretary of the Provincial Party Committee, former Secretary of the Party Executive Committee, former Chairman of the People's Committee of Ha Tinh province, is primarily responsible for the violations and shortcomings of the Party Executive Committee of the Provincial People's Committee in the period 2008-2016 and the Management Board of the Economic Zone of Ha Tinh province from 2008 to 2010.

In early April 2016, the phenomenon of mass fish deaths originated from a number of fish cages near the Vung Ang Industrial Zone (Ha Tinh), then spread to Quang Binh, Quang Tri, Thua Thien - Hue. More than two months later, Formosa Ha Tinh admitted that its discharge was the direct cause of the marine environmental incident, and paid 500 million USD in compensation. This amount has been and is being transferred to the people affected by the incident.
