How salaries and allowances will be calculated for millions of civil servants and public employees from July 1, 2020.
The Ministry of Interior has issued guidelines on the formula for calculating salaries effective from July 1st for millions of officials, civil servants, and public employees nationwide, with the base salary set at 1.6 million VND per month.
According to the draft, the formula for calculating the salary from July 1st is the base salary of 1.6 million VND/month multiplied by the current salary coefficient.
Allowances effective from July 1st will be equal to the base salary of 1.6 million VND/month multiplied by the current allowance coefficient.
For allowances calculated as a percentage of the current salary plus leadership position allowance and seniority allowance exceeding the standard rate (if any), the calculation is as follows:
The allowance effective from July 1st = salary effective from July 1st + leadership position allowance effective from July 1st (if any) + seniority allowance exceeding the standard rate effective from July 1st (if any) x percentage of allowance entitled according to regulations.
For allowances specified as a fixed monetary amount, the current regulations will remain unchanged.

In addition, the Ministry of Interior also provides guidance on the formula for calculating the amount of retained differential coefficient (if any). Specifically, the amount of retained differential coefficient effective from July 1st = base salary of 1.6 million VND/month x current retained differential coefficient (if any).
For People's Council representatives at all levels, the activity fee is calculated based on the activity fee coefficient for People's Council representatives at all levels as stipulated by current law, using the following formula:
The activity fee effective from July 1st = base salary of 1.6 million VND/month x activity fee coefficient as prescribed.
For part-time officials at the commune, village, and neighborhood levels, the draft circular stipulates that from July 1st, the allowance fund allocated by the state budget for each commune, village, and neighborhood as stipulated in Clauses 5 and 6 of Article 2 of Government Decree No. 34/2019 dated April 24, 2019 (Decree amending and supplementing some regulations on commune-level officials and part-time officials at the commune, village, and neighborhood levels) will be calculated based on the basic salary of 1.6 million VND/month.
The specific allowance levels for these individuals are regulated by Decree 34/2019.
Personnel working in cryptographic organizations under the management of the Ministry of National Defense and the Ministry of Public Security shall follow the instructions of the Minister of National Defense and the Minister of Public Security.
Employees working in classified organizations within Party, State, and socio-political organizations (excluding those under the management of the Ministry of National Defense and the Ministry of Public Security) shall have their salaries, allowances, and retained differential coefficient amounts (if any) calculated according to the method prescribed in this Circular.
