Officials and employees assigned to communes and wards after the implementation of the two-tiered local government model will continue to receive their salaries and allowances according to their previous positions, while also receiving a one-time allowance equivalent to 10 months of the basic salary and will be considered for salary increases according to regulations.

Ms. NTBH (Lao Cai province) stated that after the implementation of the two-tiered local government system, some officials from various departments and agencies were assigned to work at the commune and ward levels and received a one-time allowance equivalent to 10 months of the basic salary. However, she wondered when this support would be disbursed, based on which regulations, and whether she needed to wait for specific guidance from the Provincial People's Committee.

In response to Ms. NTBH's concerns, the Ministry of Interior stated that the policy regarding officials, civil servants, and public employees being assigned to work at the grassroots level has been clearly stipulated in Article 12 of Government Decree No. 178/2024 dated December 31, 2024.

Accordingly, officials and employees seconded to work at Party, State, and socio-political organizations at the commune level will continue to receive their salaries, including salary allowances, according to their previous job positions. At the same time, these individuals will receive a one-time allowance equal to 10 months of the basic salary at the time of assignment.

After successfully completing their duties at the assigned location, officials and employees will be reinstated to their sending agency or assigned to suitable work, ensuring that their position is no lower than their previous job position before being deployed.

In addition, those promoted to a higher level may receive a salary increase one step ahead, if they have not yet reached the highest salary level in their rank or position. The time at which they hold the new salary level is calculated from the time at which they held the previous salary level.

For officials and employees of central agencies who are seconded to work at Party and State agencies, socio-political organizations, and public service units at the provincial level, the one-time allowance is 3 months' basic salary at the time of taking up the position, along with similar benefits and policies.

The Ministry of Interior also stated that Clause 4, Article 19 of Decree 178/2024 clearly stipulates the responsibility of provincial People's Committees in directing agencies, organizations, and units to develop plans for sending officials, civil servants, and public employees under their management to work at the grassroots level.
