Pioneer in Party building and political system

“Completely fulfilling the Party’s work and the people’s work” is what the people of Xuan Hoa hamlet, Nam Cat commune often say about the man born in 1958, Nguyen Van Than. Up to now, he has been involved in the village and hamlet work for nearly 30 years and has held various positions such as Party Cell Secretary, Hamlet Chief, and Head of the Hamlet Front Work Committee.

With his enthusiasm and responsibility, he is the key factor, together with the locality, creating consensus among the people to turn Xuan Hoa from a hamlet with many difficulties into a bright spot in the commune's new rural construction movement. Now, according to his title, he holds the role of Deputy Secretary of the Party Cell and Head of Xuan Hoa Hamlet. However, in reality, recently when the Secretary of the Party Cell's health declined, he took on both roles.

Taking us on a walk on the spacious and airy road, Mr. Nguyen Van Than said that in 2021, the hamlet joined forces to implement two rural traffic projects, including renewing a 1 km long main road and upgrading and constructing 2.3 km of inner-hamlet roads with a total cost of more than 2.3 billion VND. Of which, 500 million VND was supported by superiors, the remaining 1.8 billion VND was contributed by the people in the hamlet. In addition to contributing money and property, households in the hamlet also donated more than 7,600 m2 of land to expand the road. These efforts have created the premise for Xuan Hoa hamlet to achieve the title of Outstanding Cultural Village at the provincial level in 2021.

What people trust most in each movement is financial transparency when people are supervised and checked for all sources of income and expenditure. Especially the exemplary role of the party members and the Deputy Secretary of the Party Cell, Hamlet Chief Nguyen Van Than, always sets an example of "Words go hand in hand with deeds", from contributing working days in the process of implementing the hamlet's infrastructure projects to contributing to various funds, fees and supporting local movements.

As the person closest to policies and resolutions, Mr. Than regularly propagates and urges people in the hamlet to be aware of and understand the meaning and practical benefits of building a new countryside. From there, he creates consensus and support from 54 party members in the cell and all classes of people in the hamlet.

According to Mr. Bien Van Trung - Head of the Propaganda Department of Nam Dan District Party Committee, promoting the leading and exemplary role of cadres and party members in the district in recent times has become a great driving force for Nam Dan to gradually build and implement the Resolutions on comprehensive socio-economic development. More and more local grassroots cadres at all levels are bright spots in implementing Uncle Ho's teachings, becoming leaders of Party committees and authorities who are trusted by the people.

Notably, Secretary of the Party Committee of Nam Giang commune Dang Hoang Linh has promoted his role as the head of the Party Committee of the commune. He has directed and effectively implemented the thematic Resolution on building a model new-style rural commune in the period of 2019 - 2023 associated with the plan to turn Nam Giang commune into a model new-style rural commune in the direction of "Exploiting spiritual cultural values, ecological landscapes associated with spiritual tourism, experiential community tourism".

The Party Secretary of the commune does not hesitate to directly participate in the implementation with the steering committee for new rural construction in each village and hamlet. Thanks to that, the bridge between the people's hearts and the Party's will is always grasped by the head of the Party Committee to realize the goals most effectively, making Nam Giang commune one of the four leading units in socio-economic development of the entire Nam Dan district.

In 2021, Nam Giang commune had a production value growth rate of 8.4%. The total production value reached over 280 billion VND, an increase of 8.2% compared to 2020. The service industry's production value reached 61.54 billion VND, an increase of 12.7% compared to 2020.

Per capita income reached 50.9 million VND/person/year.

Looking at the whole district, the implementation of Directive 05-CT/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" is considered the red thread running through it so that each cadre and party member in the Nam Dan district political system has clearly recognized their responsibilities in performing assigned duties and tasks, changing their working style and manner to be close to the people, understand the people, for the people and close to work, close to the grassroots.

Leading in economic development

While many "rice fields and honey fields" are gradually being forgotten, many people are no longer interested in rice fields, party member Tran Ba ​​Thanh (born in 1959) in the Middle East bloc, Nam Dan town, has made many people change their thinking about sustainable enrichment from agriculture. Taking us to Dong Cua land, where his family cultivates 1.4 hectares of rice, Mr. Thanh could not hide his excitement and shared: "Since 2013, after the State had a policy of land consolidation and plot exchange, I have boldly rented many areas of abandoned or ineffectively cultivated rice fields from people to build a large-scale model field with a total area of ​​more than 4 hectares in 3 rice fields.

In addition to rice cultivation, his family also implemented a fish-rice model and converted low-lying land into an area for raising fish and over 2,000 poultry. During peak periods, the family also maintained a herd of over 20 pigs and invested in 3 large-capacity threshing machines, creating jobs for over 10 local seasonal workers. From here, it created effective linkages and production cycles, becoming a model that many party members and people visited and learned from.

Talking about the economic model of party member Tran Ba ​​Thanh, comrade Nguyen Anh Tuan - Secretary of the Party Committee of Nam Dan town shared that it is the awareness of overcoming difficulties in renovating abandoned land areas and low-efficiency land to bring new value on the same unit area.

Specifically, for areas of rice fields that are difficult to cultivate and lack water sources such as in Bau Moi, the family of party member Tran Ba ​​Thanh has rented them and used machinery to build small dams to create an abundant water source for the production area. Thanks to that, not only his family but also neighboring households can share this precious water source. He is also willing to spread his experience in doing business and developing the economy by enthusiastically providing guidance, lending seeds or creating conditions for party member households and people in difficulty to borrow capital to build economic models.

To achieve that goal, the entire political system has been highly determined to effectively implement Project 06-DA/HU dated June 17, 2018 of the Standing Committee of the District Party Committee on "Enhancing exemplary behavior; combating conservative, expectant and dependent thinking among cadres and party members".
