Four officials from the Ha Tinh Department of Transport were disciplined for misconduct related to an incident where money was allegedly slipped into their bags without their knowledge; the individuals involved were summoned to a hotel room for questioning.

On the afternoon of August 29th, Mr. Le Quoc Anh, Chief of the Office of the Ha Tinh Department of Transport, announced that the unit had just issued a decision to discipline four officials belonging to the Department.

Those disciplined include: Mr. Doan Manh Tuong (Deputy Chief of Office), Bui Anh Tuan (Inspector), Pham Son Hai (Inspector), and Dinh Sy Hanh (Inspector). The reason is that these gentlemen violated professional discipline, participated in drafting administrative violation reports improperly, and were reported for misconduct during the performance of their duties.

According to the disciplinary record, in mid-June 2016, the inter-agency inspection team, led by Mr. Dinh Sy Hanh, along with Mr. Pham Son Hai and several other officials from different departments, conducted a survey on the loading of goods onto trucks at a material mining site in Huong Son district.

The inter-agency team then drew up a record of administrative violations and imposed a fine of 19.5 million VND. The leaders of Dai Long Company discussed the matter and gave Inspector Hai 30 million VND. On July 28th, the inspector came to the company's headquarters to return the money.

Mr. Hai later explained that the company director "slipped the money into the briefcase without anyone knowing," and if they had known, the team would never have dared to accept it. Mr. Hanh also stated that during the course of their work, there was no policy to reduce the company's violations for personal gain.

According to Mr. Quoc Anh, at the dialogue between the Department and Dai Long Company on August 19th, the company's director, Mr. Nguyen Dinh Linh, further accused some department officials of misconduct in 2015. Specifically, in August 2015, an inter-agency team led by Mr. Doan Manh Tuong (then Deputy Chief Inspector), along with inspector Bui Anh Tuan and several officials from other departments, inspected Dai Long Company's quarry.

After discovering several violations related to overloading, a few days later, the team invited Mr. Linh to a hotel in Pho Chau town (Huong Son district) to inform him of the results and draw up a record of administrative violations. According to Mr. Linh, at the end of the meeting, he left 50 million VND in the room. However, inspectors Tuong and Tuan refuted this, saying they were unaware of and did not see the money. The Ha Tinh Department of Transport subsequently concluded that inviting the business to the hotel for a meeting was wrong, and the claim of leaving 50 million VND was untrue.

According to the Chief of Staff of the Ha Tinh Department of Transport, following the incidents, this morning (August 29th) the Department's leadership issued a warning to Mr. Doan Manh Tuong (Deputy Chief of Staff) and Mr. Bui Anh Tuan for violating discipline, conducting inspections and issuing administrative violation reports in the wrong location, and causing negative public opinion due to negative feedback.

Inspector Pham Son Hai was demoted for violating professional discipline and legal regulations on preventing negative practices and combating corruption. Team leader Dinh Sy Hanh received a reprimand for failing to adequately supervise, manage, and oversee all activities of the inter-agency team in carrying out its duties as the head of the team.

"Currently, the officials responsible for the violations have recognized the issue and are complying with disciplinary measures," Mr. Quoc Anh said.
