Faced with the extremely complicated developments of the epidemic, many grassroots Party organizations have applied online activities, using VCNet, Zalo social network, and email to organize Party activities. This method both limits large gatherings, saves time, reduces travel costs for Party members, and maintains the regulations on regular activities. Party members who work far away and practice social distancing can participate in activities more conveniently. Online Party activities are also one of the contents that Party committees at all levels have proposed to the Central Committee to consider and supplement in the Guidelines for implementing the Party Charter.

Turning the difficulties of the Covid-19 pandemic into opportunities for digital transformation, creating a breakthrough in innovation in operating methods, many grassroots Party organizations conduct Party cell meetings online. This form ensures safety in the current Covid-19 pandemic prevention and is in line with the digital transformation trend. However, there are no implementation guidelines for online meetings, so many Party committees are confused and even afraid of violating the Party Charter.
Mr. Huynh Manh Thang, Deputy Head of the Organizing Committee of Khanh Hoa Provincial Party Committee, said: "The regulation on online Party cell meetings has not yet been stipulated in the Party Charter, so it is not allowed to be done, we can only be flexible. Regarding this issue, the Central Committee has a draft and we have implemented it to collect opinions at the grassroots level. All units agree with the pilot online Party cell meetings, no unit has responded that disagrees with this."
Recently, the Central Organizing Committee has asked Party committees at all levels to contribute their opinions to the development of the Regulations for implementing the Party Charter. Up to now, many localities have completed collecting opinions on draft documents for developing the Regulations for implementing the Party Charter. In particular, many Party committees at all levels have recommended that the Central Committee consider and supplement the form of online Party activities. Mr. Le Van Dung, Standing Deputy Secretary of the Quang Nam Provincial Party Committee, said that for Party cells with many Party members and scattered operating areas, the organization of Party activities is not effective.
Mr. Le Van Dung proposed to add regulations on online grassroots Party Committee meetings: “Currently, the Central Organizing Committee has a Draft on regulations for implementing the Party Charter, which includes the content of piloting online Party activities. I think that if the Central Committee issues this policy, Quang Nam will implement this policy well in the coming time. In order for Party activities to overcome the situation of natural disasters in mountainous areas, where Party members cannot come, or epidemics where Party members cannot come, then through online form, Party members can participate in activities.”

Party member Nguyen Van Ly, who works at the Hydrometeorological Station and Information Network Party Cell of the South Central Hydrometeorological Station, said that the unit's operating area is quite large, and members often go on business trips. Each Party Cell meeting lasts just over an hour, but Party members have to gather at the office, which is very time-consuming and costly in terms of travel expenses. Party member Nguyen Van Ly suggested that regulations on online meetings should be added to help Party members who live far from the unit to fully attend Party Cell meetings.
"Regarding Party activities, if they can be held online, it would be great, saving on travel, costs, and time" - Party member Nguyen Van Ly said.
Recently, the Covid-19 epidemic has been very complicated, so it is impossible to organize centralized activities. According to regulations, if activities are not organized, it is a violation of the Party Charter. Therefore, many grassroots party organizations, especially the business sector, have petitioned to allow online Party activities.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that many practical issues arising in the current Party work need to continue to be innovated, including the need to soon change the content and methods of activities to suit the new situation. Secretary of the Da Nang City Party Committee Nguyen Van Quang agreed with the pilot meeting of the Party Cell and the Party Cell Leaders and Deputy Leaders in place of the regular monthly Party Cell meetings and the pilot organization of online meetings for grassroots Party Committees and special Party Cells with many Party members and difficult-to-access areas.
“Regarding the activities of decentralized party cells, I think this is an issue that needs to be fixed immediately. Many party cells and party members are scattered in many localities across the country. Each area has only a few people, so it is not possible to establish a separate party cell, but only a party cell. So what is the form of activities? The question is, can party cell activities be held? Now, online meetings are possible, so why can't online party cell activities be held? In my opinion, it is completely possible.”
The current concern of many local Party committees, especially in remote, mountainous areas, is that the technology infrastructure and internet connection cannot ensure smooth online connection, affecting the quality of conferences and online activities. More importantly, it is necessary to create a safe cyberspace and information security regime when organizing online Party activities.
Currently, Party committees at all levels have proposed that the Central Committee allow pilot meetings of Party Cells and Party Cell Leaders and Deputy Party Cell Leaders to replace monthly Party Cell meetings; pilot online Party activities for grassroots Party committees, special Party cells with many Party members, Party cells with scattered activities, and areas with difficult travel conditions...
Mr. Hoang Dang Quang, Deputy Head of the Central Organizing Committee, said that some localities have proposed allowing online Party cell meetings in the complicated situation of Covid-19 epidemic prevention and control and in line with the trend of digital transformation: "In the Draft of the upcoming guidelines, there are several new points, which are piloting meetings of Party cell committees and Party cell leaders and deputy cell leaders instead of monthly Party cell meetings; piloting online meetings at some grassroots Party committees and Party cells with special characteristics, such as having a large number of Party members, difficult to travel areas, and separation... In the context of the Covid-19 epidemic, in the trend of digital transformation, digital society, digital economy, and approaching the progressive achievements of the 4.0 Revolution, the Party must reform administration within the Party. The form of meetings must be researched and improved accordingly."
