Conducting Party activities online is also one of the contents that Party committees at all levels have proposed to the Central Committee for consideration and inclusion in the Guidelines for implementing the Party Charter.
Over the past five years, the number of party members whose names have been removed from the party roster due to working far from home and being unable to participate in party activities has increased. The prolonged Covid-19 pandemic has severely impacted the economy and society, making it even more difficult for many party members to participate in party activities. The number of party members abandoning party activities has not decreased.

Given the extremely complex developments of the pandemic, many grassroots Party organizations have adopted online meetings, using the VCNet network, Zalo social network, and email to organize Party activities. This method limits large gatherings, saves time, reduces travel costs for Party members, and maintains the regular meeting schedule. Party members working far from home or practicing social distancing can participate more conveniently. Online Party meetings are also one of the contents that Party committees at all levels have proposed to the Central Committee for consideration and inclusion in the Guidelines for Implementing the Party Charter.
Concluding the series "Implementing the Resolution Online: A Breakthrough in Party Work," the VOV correspondent team based in Central Vietnam presents opinions from the grassroots level regarding the proposal "Regulations on Online Party Activities Need to Be Added."

Turning the challenges of the Covid-19 pandemic into opportunities for digital transformation and creating breakthroughs in operational methods, many grassroots Party organizations are conducting branch meetings online. This format ensures safety in the current Covid-19 pandemic prevention and control efforts and aligns with the trend of digital transformation. However, the lack of guidelines for implementing online meetings has led to confusion among many Party committees, with some even fearing they might violate the Party Charter.
Mr. Huynh Manh Thang, Deputy Head of the Organization Department of the Khanh Hoa Provincial Party Committee, said: “The regulations implementing the Party Charter do not stipulate that online branch meetings are permitted, so we can only be flexible. Regarding this issue, the Central Committee has a draft and we have implemented a process to gather feedback from the grassroots level. All units have agreed with the pilot program of online branch meetings; no unit has expressed any disagreement.”
Recently, the Central Organizing Committee requested Party committees at all levels to contribute their opinions on the drafting of regulations for implementing the Party Charter. To date, many localities have completed gathering feedback on the draft documents for the implementation of the Party Charter. Among these, many Party committees have requested the Central Committee to consider adding online Party meetings. Mr. Le Van Dung, Permanent Deputy Secretary of the Quang Nam Provincial Party Committee, stated that for Party branches with a large number of members and dispersed operational areas, organizing Party meetings online is ineffective.
Mr. Le Van Dung proposed adding a regulation on holding online meetings of grassroots Party committees: “Currently, the Central Organization Department has drafted regulations on the implementation of the Party Charter, which includes a pilot program for online Party activities. I believe that if the Central Committee issues this policy, Quang Nam will implement it effectively in the future. To overcome the challenges of natural disasters in mountainous areas, preventing Party members from attending, or epidemics preventing Party members from attending, Party activities can be conducted online, allowing Party members to participate.”

Party member Nguyen Van Ly, a member of the Meteorological and Hydrological Information Network Party Branch of the Southern Central Region Meteorological and Hydrological Station, stated that the unit's operational area is quite large, and members frequently travel for work. Each Party branch meeting lasts just over an hour, but members have to gather at the office, which is time-consuming and costly in terms of travel expenses. Party member Nguyen Van Ly suggested adding regulations on online meetings to allow Party members who live far from the unit to fully participate in Party branch meetings.
"Regarding Party activities, it would be great if they could be held online, saving on travel, expenses, and time," said Party member Nguyen Van Ly.
Recently, the Covid-19 pandemic has become very complicated, making it impossible to hold in-person meetings. According to regulations, not holding meetings violates the Party Charter. Therefore, many grassroots Party organizations, especially in the business sector, have requested permission to hold Party meetings online.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, stated that many practical issues in current Party work require continued innovation, including the need to promptly change the content and methods of Party meetings to suit the new situation. Secretary Nguyen Van Quang agreed with the pilot program of holding meetings of Party branch committees and heads/deputy heads of Party groups instead of monthly regular Party branch meetings, and the pilot program of online meetings for grassroots Party committees, special Party branches with a large number of members, and areas with difficult access.
"Regarding the dispersed nature of Party branch activities, I think this is an issue that needs immediate correction. Many Party branches and members are scattered across the country. Each area only has a few people, making it impossible to establish a separate Party branch; only Party groups can be formed. So, what form should the activities take? The question is, can Party group activities be conducted? Now, online meetings are possible, so why can't Party branch activities be conducted online? In my opinion, it is entirely possible."
The current concern of Party committees in many localities, especially in remote, mountainous areas, is that the technological infrastructure and internet connections cannot guarantee smooth online connectivity, affecting the quality of online meetings and activities. More importantly, it is necessary to create a safe online environment and ensure information security when organizing online Party activities.
Currently, Party committees at all levels are proposing to the Central Committee to allow pilot programs for holding meetings of Party branch committees and heads/deputy heads of Party groups instead of monthly Party branch meetings; and to pilot online Party meetings for grassroots Party committees, special Party branches with a large number of members, Party branches with dispersed members, and areas with difficult access…
Mr. Hoang Dang Quang, Deputy Head of the Central Organization Department, said that some localities have proposed allowing online Party branch meetings in the context of the complex developments of the Covid-19 pandemic and in line with the trend of digital transformation: “In the upcoming draft guidelines, there are several new points, including piloting meetings of Party branch committees and heads and deputy heads of Party groups instead of monthly Party branch meetings; piloting online meetings in some grassroots Party committees and Party branches with specific characteristics, such as those with a large number of Party members, difficult access, or geographical isolation... In the context of the Covid-19 pandemic, in the trend of digital transformation, digital society, digital economy, and access to the achievements of the 4.0 Revolution, the Party must reform its administrative procedures. The form of meetings must be researched and improved to suit the circumstances.”

Online conferences (also known as video conferencing, online meetings, online Party activities, etc.) have become a new technological trend. This format allows participants to communicate and exchange information via video and audio from geographically distant locations, saving costs and time while also preventing the spread of disease.
Since the Covid-19 pandemic began in our country, online conferencing has been increasingly effectively applied, serving the activities of the Party, the National Assembly, the Government, the Fatherland Front, and various ministries, departments, and localities.
In the coming period, the Covid-19 pandemic situation will continue to be complex and unpredictable, posing a serious threat to the lives and health of the people and significantly affecting many aspects of social life. Local authorities have been and are continuing to strengthen anti-epidemic measures, with many places implementing social distancing at a higher level than the Prime Minister's Directive 16.
Given this situation, the application of information technology to organize online Party activities is an inevitable and objective trend, occurring faster, more widely, and in line with the central task in Party building work: continuing to innovate the Party's leadership methods in the new conditions.
